TODAY, THE ORONO POLICE DEPARTMENT ALSO SERVES THE COMMUNITIES OF MINNETONKA BEACH, SPRING PARK, AND MOUND. THE DEPARTMENT PRIDES ITSELF ON MAKING THE COMMUNITIES IT SERVES FEEL SAFE. NOT JUST THROUGH LAW ENFORCEMENT, THE ENFORCEMENT OF LAWS, BUT BY BUILDING STRONG, LASTING RELATIONSHIPS WITH CITIZENS AND BUSINESSES. THE FIRST PART OF TODAY'S CEREMONY CONSISTS OF AN OATH OF OFFICE. SWORN LAW ENFORCEMENT OFFICERS ARE THOSE WHO HAVE TAKEN AN OATH TO SUPPORT THE CONSTITUTION OF THE UNITED STATES, THEIR STATE, AND THE LAWS OF THEIR AGENCY'S JURISDICTION. WE ARE GOING TO START PRICING PEOPLE IN A PLACE WHERE IT'S GOING TO BE REALLY HARD TO SUSTAIN PEOPLE AGING IN PLACE OR PEOPLE BEING ABLE TO AFFORD A HOME BASED SPECIFICALLY ON PROPERTY TAXES ALONE. AND THAT'S NOT WHAT WE WANT IN OUR STATE OR IN COUNTY. SO WE ARE WORKING RIGHT NOW. AND THEN MEDICAID, THAT'S WHAT WE HAVE FOR OUR HENNEPIN COUNTY CLINICS IS $27 MILLION IS PROJECTION. NOW THAT DOES NOT INCLUDE WHAT WE ANTICIPATE WITH HCMC. THAT, AND BY THE WAY, JUST SO YOU KNOW, IN ALL OF THE, YOU KNOW, 3.15 BYE. BILLION DOLLAR BUDGET THAT WE HAVE. HCMC IS A 1.7 BILLION DOLLAR OPERATION OF ITS OWN. THESE TWO ARE NOT FINANCED TOGETHER. IT'S A SEPARATE ENTITY. SO THAT IS GOING TO HAVE A WHOLE DIFFERENT AMOUNT FOR MEDICAID CUTS THAT IT'S LOOKING AT. BUT THIS IS WHAT WE ANTICIPATE IS 27 MILLION. SO COMPLICATIONS IN A ROUGH YEAR AHEAD FOR SURE. ALRIGHT SO HERE'S THE MEDICAL CENTER. WHAT I WILL SAY IS WE RECEIVED THE 205 MILLION WE'LL BE GETTING THIS YEAR, WE GET 50 MILLION IN ABOUT A WEEK, WHICH IS POSITIVE. WE HAVE MADE SOME CUTS. AND I WAS A NO ON THIS WHEN WE, I WAS THE ONLY NO ON TAKING OVER THE HOSPITAL. AND THE REASON WHY IS JUST THE LIABILITY THAT IN THE DANGER TO TAXPAYERS IF THIS WAS TO GO WRONG. AND ALSO THAT WE COULDN'T COMMIT TO A ONE YEAR. I DIDN'T WANT IT TO BE LONGER THAN A YEAR. [00:25:02] THAT IS NOT WHO GOES THERE ANYMORE. WHO GOES TO THE JUVENILE DETENTION CENTER ARE VIOLENT. CHILDREN THAT HAVE COMMITTED CRIMES. SO WE HAVE PEOPLE THAT HAVE ATTEMPTED MURDER, RAPE, THINGS LIKE THAT. SO THERE'S USUALLY ONLY 8 TO 15 PEOPLE IN THE JUVENILE DETENTION CENTER. WE NEED A PLACE FOR THEM. BUT IF YOU'RE HAVING, IF YOU'RE NOT VIOLENT IN THE WAY THAT'S REALLY IN THE SAME WAY AS SOMEBODY THAT'S ACTUALLY COMMITTING CRIME LEVEL AGGRAVATION, THEN YOU DON'T WANT THEM IN THE SAME SPACES. SO THIS, AND THEN WHEN WE WERE IN CUSTODY, WHEN THEY TURNED THEM OVER TO US, WE'RE RESPONSIBLE. SO IN THIS CASE WHERE THE MOM HAS CALLED MULTIPLE TIMES AND THE CHILD'S GOING TO THE HOSPITAL AND THAT'S WHERE CHILDREN WOULD GO IS CONSTANTLY TO THE HOSPITAL, CONSTANTLY TO THE HOSPITAL, MAYBE GET ADMITTED. IF THEY DON'T GET ADMITTED, THEY'RE GOING TO THE JUVENILE DETENTION CENTER. IF THEY BECOME IN THE CUSTODY OF HENNEPIN COUNTY, WHAT WE OFTEN WOULD DO IS SEND THEM TO ANOTHER STATE. AND DO YOU KNOW THE COST WOULD END UP BEING MORE THAN A MILLION DOLLARS. AND THEY WERE AWAY FROM THEIR FAMILY AND WE HAVE TO TAKE ALL THE COSTS. WE CAN'T TURN THEM AWAY. IT'S STATE AND FEDERAL LAW THAT SAYS YOU HAVE TO TAKE THEM. SO WHEN PEOPLE SAY, GOSH, WHAT'S HAPPENING, OUR TAXES ARE GOING UP, SOMETIMES IT'S BECAUSE STATE AND FEDERAL LAWS THAT THEY'VE PASSED ARE NOT PAYING FOR THE CARE. OTHER ELEMENTS OF THE PROPOSED SITE IMPROVEMENTS WITH THIS PROJECT INCLUDES RECONSTRUCTION OF THE PARKING LOT AND BOAT AREA, OVERALL STORMWATER, MANAGEMENT FOR THE SITE, NEW FISHING AREAS AND WALKING PATHS, INSTALLATION OF AN ACCESSIBILITY LIFT FOR ACCESS, INSTALL REFUSE CONTAINERS AROUND THE FISHING AREA. UPDATE LANDSCAPING WITH REMOVAL OF INVASIVE VEGETATION AND ESTABLISH NATIVE PLANTINGS, COORDINATING WITH THE COUNTY FORESTER DEPARTMENT, AND THEN REORIENT THE NON-MOTORIZED BOAT LAUNCH. ADDITIONALLY, THEY ARE LOOKING TO INCORPORATE SIGNAGE THROUGHOUT THE SITE, IMPROVE CIRCULATION, AND LIGHTING AS WELL FOR THE SITE. I ALSO INCLUDED THE HEDERMAN COUNTY'S PROPOSAL THAT YOU SAW ON APRIL 13TH WHICH OUTLINED THE AREAS AND NARRATIVE OCCASION OF THEIR REQUESTS AS WELL AS THEIR RESPONSES TO PLANNING COMMISSION PUBLIC COMMENT THAT THEY HAD RECEIVED THROUGHOUT THIS DESIGN PROCESS SO THAT INFORMATION IS AVAILABLE FOR YOU TONIGHT. AND ONE OF THE PLANNING COMMISSIONERS IN THAT MEETING, IN RESPONSE TO THIS PROPOSAL, SAID, I CAN ASSURE YOU THAT THE USE IS GOING TO SIGNIFICANTLY INCREASE FROM THESE IMPROVEMENTS. AND AGAIN, OUR PLANNING [01:05:02] COMMISSION VOTED THIS DOWN, VOTED DOWN THE IDEA OF VACATING GIVING THESE VARIANCES. AND MY STRUGGLE WITH THESE VARIANCES AS A WHOLE IS ON A FEW DIFFERENT POINTS THAT I JUST WANTED TO SHARE WITH COUNCIL. WE MUST DEMONSTRATE THAT THE APPLICANT HAS MET THESE CRITERIA. THE PLANNING COMMISSION DID NOT FIND THAT THESE CRITERIA HAVE BEEN MET. SO I DO DISAGREE WITH OUR STAFF IN THIS CASE. I DO DISAGREE THAT THE VARIANCE WILL NOT ALTER THE ESSENTIAL CHARACTER OF THE LOCALITY. THERE WILL BE NO ROAD ACCOMMODATIONS FOR THE TRAFFIC THAT WILL INCREASE FROM THESE IMPROVEMENTS. AND AS ONE OF THE PLANNING COMMISSIONERS NOTED, THE NEAR MISSES AND THE CONGESTION THERE ARE ALREADY AN ISSUE. I ALSO DISAGREE THAT THE GRANTING OF THE APPLICATION IS NECESSARY FOR THE PRESERVATION AND ENJOYMENT OF A SUBSTANTIAL PROPERTY RIGHT OF THE APPLICANT. THIS SITE IS ALREADY BEING EFFECTIVELY USED AND ENJOYED, AND I DO NOT BELIEVE THAT GRANTING THIS VARIANCE IS NECESSARY FOR THE PRESERVATION AND ENJOYMENT OF THIS AREA OR THIS RAMP, THIS LAUNCH. AND FINALLY, THE GRANTING OF SUCH VARIANCE WILL NOT MERELY SERVE AS A CONVENIENCE TO THE APPLICANT, BUT IS NECESSARY, NECESSARY TO ALLEVIATE DEMONSTRABLE DIFFICULTY. AGAIN, THIS SITE IS BEING USED, HEAVILY USED, BY CONTRACTORS, INDUSTRIAL, RESIDENTS. COMMERCIAL, RECREATIONAL FISHING, IT'S BEING USED NOW. STRIKES ME, AND WHAT YOU JUST TALKED ABOUT FROM THE PLANNING COMMISSION, THE PROPOSAL WAS QUITE DIFFERENT AT THAT. I DON'T THINK THIS IMPROVED UPON SITE IS GOING TO INCREASE THE USABILITY OF THE COMMERCIALIZED SPACE ON THAT. IT ALL COMES DOWN TO THE ENFORCEMENT. SO THEY RECOMMENDED DENIAL AS IT WAS PRESENTED TO THEM, PARTLY IN ORDER TO MOVE IT ALONG TO YOU GUYS, AS THEY DIDN'T FEEL THAT TABLING IT WOULD SUFFICE, KNOWING THAT TIMING. MY SON'S HIGH SCHOOL GRADUATION ALONG WITH MANY OTHER STUDENTS LAST WEEK AND THERE WAS A WEATHER EVENT SO THE ENTIRE GRADUATION MID-CEREMONY HAD TO MOVE FROM THE FIELD INSIDE WHICH IS NO SMALL FEAT AND EVERYONE DID SUCH AN INCREDIBLE JOB OF ORGANIZING SHORELINE FIRE WAS THERE OPD AND IT WAS VERY EFFICIENT IT WAS VERY SAFELY DONE EVERYONE WORKED TOGETHER AND IT WAS JUST A VERY VERY NICE CEREMONY DESPITE THE WEATHER AND JUST SEEING THAT LEVEL OF COMMITMENT AND TEAMWORK. ALONG WITH OUR SCHOOL PARTNERS. SO, NICELY DONE. I ATTENDED THE PARKS COMMISSION MEETING, AS KIM MENTIONED. THEY DID TAKE A VOTE ON HACKBERRY AFTER SOME DISCUSSION. THEY ALSO HAD SOME VERY GREAT DISCUSSIONS ON THEIR GOALS, AND THEY WERE DOING SOME WORK AND BUILDING ON A FEW THINGS THAT AN OLD COMMISSIONER... JANIE DELANEY HAD WORKED ON, AND IT WAS A VERY, VERY PRODUCTIVE MEETING, SO KUDOS TO THE PARKS COMMISSION. GOOD. EXCELLENT. THANK YOU. OH, I HAVE NOTHING TO REPORT.
