CJ SERVED TWO YEARS WITH THE BORDER PATROL AS A SPECIAL DEPUTY BEFORE JOINING THE AURORA POLICE DEPARTMENT. IN AUGUST 1995, CJ WAS RECOGNIZED BY THE POLICE CRIME PREVENTION COALITION FOR THE FOLLOWING. CJ WAS ON PATROL IN HER 7200, WHICH IS WHY IS THAT OFFICER ASKING FOR ASSISTANCE ON THE REDS AND EMERGENCY RESPONSE AS HE WAS FIGHTING WITH A SUSPECT WITH A WARRANT. CJ, BEING THE CLOSEST RESPONDER RESPONDED TO THE SCENE, ASSISTED THE POLICE OFFICER WITH PLACING THE SUBJECT INTO CUSTODY. THE LONG LAKE WATERSHED INCLUDES SEVEN LAKES, INCLUDING DICKEY LAKE, WOLSFELD, LONG LAKE, TANAGER LAKE, SCHOOL, SO IT CROSSES BOUNDARIES BETWEEN ORONO, MEDINA AND LONG LAKE. AND WE ARE GOING TO EACH OF THE CITY COUNCILS TO SHARE JUST SOME NEWS THAT WE HAVE AND TALK TO YOU AND SORT OF ALERT YOU TO WHAT'S GOING ON IN THE WATERSHED. WE'VE BEEN CONTACTED BY OUR MEMBERS OFF AND ON ALL SUMMER, AND WE'RE JUST A VOLUNTEER ORGANIZATION, BUT WE DO HAVE MEMBERSHIPS. WE WORK COLLABORATIVELY WITH THE MINNEHAHA CREEK WATERSHED DISTRICT. IT'S A SHORT, NO OUTLET ROAD WITH LOW TRAFFIC, BUT IT'S USED DAILY BY THE RESIDENTS TO GET HOME AND NONRESIDENTS TO ACCESS THE LUCE LINE TRAIL. THE PAVEMENT IS HEAVILY FRACTURED AND UNEVEN, WITH NUMEROUS POTHOLES. AND THERE'S A MAJOR DIP NEAR THE MIDPOINT OF THE ROAD. THE ROAD IS ALSO FAIRLY NARROW, APPROXIMATELY ONE AND A HALF LANES WIDE, AND MOST OF THE SHOULDERS HAVE CRUMBLED SIGNIFICANTLY. THIS HAS REDUCED THE ROADS USABLE WIDTH, MADE IT DIFFICULT FOR PEOPLE TO PARK ALONG THE STREET, AND DIFFICULT FOR VEHICLES TO MAKE SPACE TO EACH OTHER BECAUSE THEY CAN'T PASS AT THE SAME TIME. SO YOU KIND OF HAVE TO DRIVE OUT OF THE WAY. THERE'S ALSO BEEN SOME HEAVY CONSTRUCTION TRAFFIC OVER THE PAST FEW YEARS FROM NEW HOME BUILDERS, WHICH HAS PRESUMABLY ACCELERATED THE ROAD'S DEGRADATION. AND IT WAS A VERY WELL ATTENDED MEETING. AND THIS IS FOR THE MET COUNCIL PROJECT THAT'S SLATED TO BEGIN NEXT YEAR FOR THE ORONO INTERCEPTOR IMPROVEMENTS AND NOT HAVING ATTENDED ONE OF THESE BEFORE, I WAS STRUCK THAT THERE WERE A LOT OF QUESTIONS. YES, THIS IS A MET COUNCIL PROJECT, BUT YES, IT ALSO VERY MUCH IMPACTS OUR RESIDENTS. AND THERE WERE A NUMBER OF QUESTIONS DIRECTED TOWARD ME REGARDING ROAD CLOSURES, DETOURS, WHAT OUR POLICE DEPARTMENT IS PLANNING ON DOING TO ENFORCE SOME OF THAT. NOW, I DIDN'T HAVE ANSWERS FOR THOSE QUESTIONS. I MADE IT CLEAR THAT I WAS THERE TO LEARN ALONG WITH EVERYONE ELSE. BUT WHAT I WOULD SAY IS THAT A COUPLE OF THINGS. WHAT ARE WE DOING TO RESTORE THOSE AREAS AS A CITY? OR WHAT CAN WE INCLUDE IN THIS PROJECT FOR MITIGATION FACTORS ONCE THIS WORK IS DONE, IT'S GOING TO TAKE A COUPLE YEARS. AND THAT'S SOMETHING THAT I THINK WOULD NEED FURTHER DISCUSSION. I'M, I PERSONALLY AM NOT COMFORTABLE WITH THE IDEA OF PAVING WHAT IS CURRENTLY A GRAVEL PARKING LOT IN A RESERVE, ESPECIALLY GIVEN THE THE RECENT CONVERSATION ABOUT SUSTAINABILITY HEAT RUNOFF. SO THAT SEEING THAT I JUST WANT TO BRING THIS INTO THE FRONT END OF THIS DISCUSSION AND JUST ENSURE THAT COUNCIL IS AWARE THAT WE AS A CITY HAVE SOME DECISIONS TO MAKE HERE AND SOME INPUT ABOUT WHAT'S HAPPENING AT THE BACK END AND THE FRONT END OF THE PROJECT, AND THAT I THINK COMMUNICATION ON THIS IS QUITE IMPORTANT BECAUSE IT'S IMPACTING A LOT OF PEOPLE, AND THEY HAVE A LOT OF OPINIONS AND AND QUESTIONS ABOUT IT. YOU KNOW, THAT'S REALLY A COORDINATION BETWEEN THE COUNTY, WHO OWNS THE RIGHT OF WAY AND THE UTILITY PROVIDER. WE WOULD LIKE SOME CONSIDERATION FOR PAVEMENT RESTORATION FOR THOSE ROADS. NOW, THOSE ROADS IN PARTICULAR, FOX STREET WAS RECENTLY JUST REDONE. SO ONE OF THE THINGS WE TALKED ABOUT AS WELL, THERE'S ALSO A NEXUS ON SPATES AVENUE AND RAILROAD AVENUE, WHICH ARE RIGHT NEAR WHERE A GREAT DEAL OF THE WORK IS GOING TO BE DONE. SO SAYING, WELL, WE'D LIKE SOME CONSIDERATION. WE'RE STILL NEGOTIATING BETWEEN THE STAFFS ON SOME OF THAT, BUT THOSE ARE THE KIND OF THINGS THAT WE'RE TRYING TO WORK WITH THEM. WE DID EARLY ON, WE TEAMED UP WITH THREE RIVERS PARK DISTRICT STAFF AND AND TRIED TO GET HENNEPIN COUNTY ON BOARD AS WELL. BUT YOU KNOW, ONE OF THE THINGS ABOUT THIS CORRIDOR THAT THE METROPOLITAN COUNCIL IS RUNNING THIS PIPE IN IS IT IS ONE OF THE SEARCH CORRIDORS FOR A FUTURE REGIONAL TRAIL BICYCLE TRAIL. SO WE DID TRY TO WE WERE NOT SUPER SUCCESSFUL EARLY IN THE PROJECT, ASKING WELL, PERHAPS AS THE METROPOLITAN COUNCIL IS DISTURBING ALL THAT COUNTY RIGHT OF WAY WHERE THE TRAIL WOULD EVENTUALLY GO, WHENEVER THAT HAPPENS IS, WHY DON'T YOU RESTORE IT SO THAT IT'S AT LEAST SET READY TO RECEIVE A TRAIL AT SUCH TIME? AS YOU KNOW, THE THREE RIVERS AND HENNEPIN COUNTY WOULD HAVE FUNDING TO DO DO THAT EFFORT. WE DIDN'T WE DIDN'T GET AS FAR IN THAT PROCESS AS AS WE WOULD HAVE LIKED. HENNEPIN COUNTY WASN'T REALLY READY TO DO A FEASIBILITY STUDY AND SOME THINGS LIKE THAT ON THAT. BUT THOSE ARE THE KINDS OF THINGS THAT WE TRY TO WORK WITH OUR PARTNERS WHEN THEY'RE DOING WORK IN OUR AREA. AND I WOULD SAY THE SAME APPLIES YOU KNOW, HENNEPIN COUNTY WORKS WITH US EVERY YEAR ON THEIR ROAD PROJECTS THAT COME THROUGH OUR COMMUNITY SO THAT WE CAN DE-CONFLICT, YOU KNOW, OUR ROAD PROJECTS WITH THEIR ROAD PROJECTS. SO WE DON'T HAVE, YOU KNOW, HUGE POINTS OF CONFLICT. SAME WITH THEIR BRIDGE PROJECTS. MNDOT HAS BEEN REACHING OUT ABOUT A FUTURE PROJECT ALONG THE HIGHWAY 12 CORRIDOR, MOSTLY IN WAYZATA, BUT DOES HAVE A LITTLE BIT OF IMPACT. SO YEAH, WE DO DO THOSE. THAT'S ROUTINE INTERACTION THAT WE HAVE WITH THEM. AND THE SAME WILL BE TRUE WHEN ANY OF THESE AGENCIES GET TO THEIR CONSTRUCTION PHASE. CURRENTLY MET COUNCIL IS AN ACTIVE CONSTRUCTION ON THEIR TWO LIFT STATIONS IN THE, IN THE AREA. AND SO, YOU KNOW, THEY HAVE A WEEKLY CONSTRUCTION MEETING YOU KNOW, DJ IT'S NOT HERE ANYMORE, BUT ATTENDS IS OUR REPRESENTATIVE FROM THE CITY AS WE WORK OUT SOME OF THOSE THINGS, WHEN WE'RE WORKING OUT THE DETAILS OF WE NEED TO CLOSE THIS CITY ROAD FOR FROM THESE DAYS. AND WE'RE ABLE TO SAY, WELL, WE CAN'T DO IT THIS WEEK BECAUSE OF SOME EVENT OR WHATEVER, BUT DO IT NEXT WEEK. AND NO, YOU CAN'T DO IT FOR TWO MONTHS. YOU CAN. YOU CAN DO IT FOR A WEEK OR OR, YOU KNOW, WHATEVER WE CAN WORK OUT TO MITIGATE WHATEVER THE IMPACTS OF. MET COUNCIL THAT'S BEEN DOING THE WORK ALONG SHADYWOOD ROAD THERE. YES. RIGHT THERE AT TOGO. YEAH. YES. THAT'S THEIR LIFT STATION. THEY JUST AND THEY WERE ALSO WORKING CRYSTAL BAY ROAD RIGHT ON THE OTHER SIDE, A LITTLE FURTHER DOWN. SO TWO OF THEIR LIFT STATION PROJECTS. I WOULD ADD THAT IT WAS, IT SEEMED TO BE A VERY THOUGHTFUL PROCESS. AND ONE OF THE ITEMS THAT DID COME UP IS THAT THE LEAD ENGINEER GIVING THE PRESENTATION MADE IT VERY CLEAR THAT I BELIEVE IT'S ONLY ABOUT TWO DRIVEWAYS AT A TIME, ARE GOING TO BE HEAVILY IMPACTED, AND THEY'RE GOING TO BE DOING IT IN SEGMENTS. SO INSTEAD OF A WHOLE YOU KNOW, CONTINUUM OF STREETS WHERE MANY RESIDENTS ARE IMPACT. THERE WILL BE WAYS FOR FOLKS TO NAVIGATE TO THEIR HOME, AND THAT THAT REAL HEAVY DISTURBANCE SHOULD ONLY LAST A CERTAIN PERIOD OF TIME, MAYBE A FEW DAYS. SO IT WAS VERY THOUGHTFULLY DESIGNED THE WAY THEY'RE DOING THE PROJECT, I JUST, I THINK THERE'S A DIFFERENCE BETWEEN THE IDEA THAT WE WOULD BE RIGHTFULLY SO, ASKING THAT COUNCIL TO REPAIR OR REPLACE ANY IMPACT TO ROADS THAT ARE ALREADY COVERED IN ASPHALT. IT'S A VERY DIFFERENT THING. TO MY MIND, TO BE ADDING ASPHALT IN WHERE WE CURRENTLY HAVE A RURAL ESTHETIC, SUCH AS AT A RESERVE. LIKE AT FRENCH CREEK TO ME, THAT MAKES A LOT MORE SENSE TO MITIGATE BY IF THEY'VE IMPACTED THAT AREA, TO HAVE THEM REDESIGN IT BETTER, REDESIGN BETTER DRAINAGE, PUT IN NATIVE PLANTINGS, DO ALL THE STUFF THAT WE'VE BEEN TALKING ABOUT IN THESE RESILIENCY AND SUSTAINABILITY CONVERSATIONS RATHER THAN ADD ASPHALT TO A RESERVE. SO THAT WAS JUST, THAT'S MY POINT ON THE MITIGATION. BUT TO ME, I FEEL LIKE IT'S BEING REALLY THOUGHTFULLY CONSIDERED, AND I KNOW THAT THERE'S BEEN A LOT OF COORDINATION. I DO WANT TO NOTE THAT THESE NUMBERS ARE UNAUDITED AND MAY CHANGE AS STAFF CONTINUES REVIEWING THE FINANCIAL UP UNTIL AUDIT TIME IN 2026. SO STARTING OFF WITH GENERAL FUND REVENUE, GENERAL FUND REVENUE IS AT 66.8%. THE LARGEST SOURCE OF REVENUE FOR THE GENERAL FUND IS PROPERTY TAXES, AND THAT'S CURRENTLY AT 51.2%. FIRST HALF TAX SETTLEMENT WAS RECEIVED IN JULY. SECOND HALF TAX SETTLEMENT WILL BE RECEIVED IN DECEMBER WITH FINAL DISTRIBUTION IN JANUARY OF 2026. SO WE ARE ANTICIPATING RECEIVING IF NOT 100% OF THAT LINE ITEM OR CLOSE TO 100%. SECOND LARGEST SOURCE OF REVENUE FOR GENERAL FUND IS CHARGES FOR SERVICE. THAT WOULD A MAJORITY OF THAT IS POLICE SERVICE CONTRACT. WE HAVE BUILD OUT FOR SECOND HALF OF MOUND POLICE SERVICE CONTRACT ALREADY. WE ARE ANTICIPATING THAT THIS LINE ITEM WILL BE AT BUDGET AT YEAR END WITH THOSE LAST FEW MONTHS FOR THE OTHER CITIES. AND THEN NEXT UP, WE HAVE OTHER SOURCES AND TRANSFER THAT. SORRY. GO BACK TO REVENUE SLIDE. THAT'S AT 402.3%. THE MAJORITY OF THAT OVERAGE IS DUE TO 2024 OPERATING SURPLUS BACK FROM THE LONG LAKE FIRE DEPARTMENT. AND THEN OTHER GOVERNMENTAL REVENUE IS AT 27.6%. THIS LINE ITEM WILL BE OVER BUDGET. AS OF OCTOBER 1ST WE DID RECEIVE THE POLICE STATE AID THAT CAME IN AT 366,000. SO CURRENTLY THAT LINE ITEM AFTER QUARTER THREE IS NOW AT 145.6%, WHICH IS $141,000 OVER BUDGET, WHICH DOES PUT THE OVERALL GENERAL FUND REVENUE AT 68.8% AND NOT THAT 66.8%. HOWEVER, THAT WAS CUT OFF WITH THIS UPDATE BECAUSE THAT WAS OCTOBER 1ST. AND THEN FINDS IS AT 48.3%.
