THE HISTORY OF TRAINED DOGS SERVING IN POLICE DEPARTMENTS GOES BACK HUNDREDS OF YEARS WITH WRITTEN RECORDS BACK TO THE 1300S IN ST. MALO, FRANCE. MODERN FORMAL POLICE CANINE TRAINING, EMPHASIZING THE TRAINING OF THE DOG AND THE HANDLER AS A TEAM STARTED IN BELGIUM IN 1899. IN 1907, THE NEW YORK CITY POLICE DEPARTMENT SENT AN OFFICER TO BELGIUM TO LEARN THE PROGRAMS AND TECHNIQUES AND PURCHASE THE FIRST DOGS FOR THE US CANINE PROGRAM, THEREBY INITIATING CANINE PROGRAMS THROUGHOUT THE UNITED STATES. THERE'S A HANDFUL OF DEFINITIONS THAT WE ARE PROPOSING TO ADD TO THE ZONING REGULATIONS. BELIEVE IT OR NOT, WE DON'T DEFINE ANIMALS WITHIN THE ZONING REGULATIONS. IT'S WITH OUR PUBLIC PROTECTIONS, AND IS A VERY, I WANT TO SAY, OUTDATED DEFINITION, BUT FOR OUR PURPOSES, WE WANTED TO FALL IN LINE WITH A NUMBER OF OTHER COMMUNITIES IN THE STATE OF MINNESOTA FOR DEFINING ANIMAL IN A MORE BROAD WAY AND ALSO ALLUDING TO THE TERMS THAT WE USE THROUGHOUT OUR CITY CODE FOR ANIMALS AS DOMESTIC ANIMALS, DANGEROUS ANIMALS, AND FARM ANIMALS ARE DIFFERENT CATEGORIES THAT WE USE. ALSO PROVIDING A DEFINITION FOR DOMESTIC ANIMALS, WHERE WE HAVE USED IT INTERCHANGEABLY WITH FARM ANIMALS IN THE PAST. TO ACCOMMODATE SOME OF THOSE SMALLER LOT PROVISIONS FOR BIRDS, IN PARTICULAR, WE PROVIDED A DEFINITION FOR DOMESTIC POULTRY, WHICH GIVES YOU AN ALLOWANCE FOR THOSE BIRDS ON LOTS OF AT LEAST A HALF ACRE, BUT TO TWO ACRES AT WHICH POINT ANIMAL UNITS WOULD TAKE OVER FOR QUANTITIES. WE DID A COUPLE MODIFIED DEFINITIONS. REALLY, AGRICULTURE AND PASTURE WERE A CLEANUP TO COVER THE INCLUSION OF THE DOMESTIC TERM AND PUTTING IT BACK TOWARDS FARM ANIMALS WHERE THE INTENDED TERM IS EXPANDING THE FARM ANIMAL DEFINITION WHERE BEFORE IT WAS JUST A LIST OF ANIMALS, BUT TO BE A MORE INCLUSIVE LIST, BUT ALSO PUTTING IN PROHIBITIONS FOR ANIMALS THAT WE HAD IDENTIFIED AS NOT SUITABLE FOR OUR AGRICULTURAL COMMUNITY. ADDITIONALLY, WE WANTED TO ALLOW FOR SOME ADDITIONAL FLEXIBILITY FOR STAFF IN THE DISCRETION OF CALCULATING ANIMAL UNITS. ALTHOUGH IT DOESN'T HAPPEN VERY OFTEN, THIS GIVES US A LITTLE BIT OF FLEXIBILITY. IN PREVIOUS TIMES, WE WOULD USE A WEIGHT CALCULATION. WHEN WE'RE TALKING ABOUT VERY SMALL FEATHERED BIRDS, WE'D HAVE SOME ABSURD QUANTITIES IF WE'RE GOING OFF A WEIGHT OF 100 POUNDS, FOR EXAMPLE. IN TERMS OF THE PROPOSED ZONING REGULATIONS TO KEEP IT FAIRLY SIMPLE, THE BLANKET CHANGE MORE OR LESS IS TO MAKE ANIMALS TO BE ALLOWED BY LOT SIZE, PRIMARILY FARM ANIMALS FOR TWO ACRES AND FOR DOMESTIC POULTRY AT A HALF ACRE. FOR THE ZONE DISTRICTS, IN PARTICULAR, DOMESTIC POULTRY WOULD BE ALLOWED ON ALL RESIDENTIAL DISTRICTS OF AT LEAST HALF ACRE IN SIZE, NOT INCLUDING THE RS DISTRICT OR ANY OF THE RPUD OR PRD DISTRICTS, FOR EXAMPLE. ADDITIONALLY, WE WANTED TO STIPULATE THAT THE BUILDINGS FOR THE ANIMALS MUST MEET PRINCIPAL BUILDING SETBACKS, WHICH FOR LAKESHORE LOTS WOULD INCLUDE THE 75 FOOT LAKESHORE SETBACK, FOR EXAMPLE. ANY STRUCTURE THAT WOULD HOUSE ANIMALS WOULD NEED TO FOLLOW, ESSENTIALLY WHAT THE HOUSE OR THE PRIMARY RESIDENTS WOULD FOLLOW IN THAT DISTRICT. ADDITIONALLY, WE WANTED TO SEPARATE THE SUPPLEMENTAL STANDARDS FOR THESE INTO ITS OWN SECTION JUST TO ULTIMATELY CLEAR UP SOME OF THE LONGER MULTI BULLETED LISTS IN EACH ZONE DISTRICT. BUT WE DID WANT TO MAKE A POINT THAT THE KEEPING OF FARM ANIMALS IN LAKESHORE RESIDENTIAL IS STILL A CONDITIONAL USE PERMIT. I DO WANT TO ADDRESS A CORRECTION THAT WAS MADE. I ADDRESSED IT IN MY MEMO THAT THERE WAS A MOTION MADE BY THE PLANNING COMMISSION TO INCREASE THE AMOUNT OF PIGEONS AND DOVES TO BE KEPT ON THOSE HALF ACRE PROPERTIES AS DOMESTIC POULTRY FROM 5-25.
