[00:00:02]
ALRIGHT. WELCOME TO THE MONDAY, AUGUST 12TH, 2024.
[Roll Call]
ORONO CITY COUNCIL MEETING I NOTE THAT ALL COUNCIL MEMBERS ARE HERE PRESENT TODAY.WE ALWAYS START WITH THE PLEDGE OF ALLEGIANCE.
SO I INVITE YOU TO STAND AND FACE THE FLAG.
[Approval of Agenda]
INDIVIDUALLY. IF ANYBODY WANTS ANYTHING TAKEN OFF FOR THE COUNCIL TO DISCUSS MORE.SO WITH THAT SAID, DOES THE COUNCIL DO I HAVE A MOTION OR ANYBODY HAVE ANY ISSUES ON ANYTHING ON THE AGENDA TONIGHT? OKAY, I'LL TAKE CARE OF IT.
[Consent Agenda]
THIS EVENING I WOULD MOVE TO APPROVE ITEMS ONE THROUGH 13 ON THE CONSENT AGENDA.OKAY, SO WHAT I HAVE ON THE CONSENT AGENDA TONIGHT IS EXCUSE ME.
ONE IS THE CITY COUNCIL MINUTES.
TWO IS THE WORK SESSION SCHEDULE.
FIVE IS RESIGNATION AND RECRUITMENT CITY PLANNER.
SIX IS REROUTE SEWAGE FOR LIFT STATION NUMBER FIVE IMPROVEMENTS 351 WEST LAKE STREET.
SEVEN IS THE SANITARY SEWER REHABILITATION PROJECT CLOSEOUT 23-14.
AND WE WILL THAT WAS A PERFECT EXAMPLE OF A GREAT PUBLIC PRIVATE PARTNERSHIP THAT WE GOT DONE AND WE'LL HAVE ANOTHER PRESENTATION TODAY BY WEST LAKES PICKLEBALL THAT TALKS ABOUT THOSE SAME ISSUES.
NUMBER NINE IS #LA24-000035, 2080 NORTH SHORE DRIVE VARIANCES RESOLUTION 7498.
NUMBER TEN IS #LA24-000034, 2285 AND 2305 BAYVIEW PLACE, VARIANCES, RESOLUTION 7497.
11 IS #LA24-000037, 3545 IVY PLACE, VARIANCE - RESOLUTION NO.
7500. NUMBER 12 IS #LA24-000036, 2697 CASCO POINT ROAD, VARIANCE RESOLUTION NO.
SO IS THERE ANY OTHER ITEMS ON HERE THAT ANY OF THE PUBLIC LIKE HAVE TAKEN OFF FOR THE COUNCIL TO TALK MORE ABOUT? SEEING NO OBJECTIONS, I HAVE A MOTION.
DO I HAVE A SECOND? SECONDED BY COUNCILMEMBER JOHNSON.
AYE. OPPOSED? NO. THAT PASSES 5 TO 0.
OKAY, I'LL GIVE A COUPLE MINUTE BREATHER IF ANYBODY WANTS TO LEAVE AFTER ALL THEIR AGENDAS GET PASSED BEFORE WE MOVE ON TO OUR PRESENTATION.
[14. West Lakes Pickleball Project]
ALL RIGHT. GOOD EVENING.I'M SANDY RASMUSSEN, 1186 WILD HORSE TRAIL AND THIS IS MY PARTNER IN CRIME, CAROLINE MELLBERG.
YOU MAY REMEMBER THAT IN FEBRUARY, THE CITY COUNCIL APPROVED ADDING A DEVELOPMENT FOR A NINE COURT PICKLEBALL COMPLEX NEAR THE DONATION GARDEN AND SO SUBSEQUENT TO THAT TIME, CAROLINE AND I HAVE BEEN CO-CHAIRING THE EFFORT THROUGH ORONO PARKS LEGACY TO DEVELOP A FUNDRAISING CAMPAIGN FOR THE PROJECT.
SO WE WANT TO TALK A LITTLE BIT ABOUT OUR MESSAGING WHERE WE ARE TO DATE IN OUR PLANS.
AND SO THERE'S NO ACTION TO BE TAKEN, BUT WE ARE CERTAINLY OPEN FOR INPUT.
CAROLINE IS GOING TO TALK ABOUT A LITTLE A LITTLE BIT ABOUT OPL.
I AM NOT A MEMBER OF ORONO PARKS LEGACY.
CAROLINE IS A MEMBER OF THE BOARD.
GOOD EVENING EVERYONE. SO ORONO PARKS LEGACY IS A BOARD OF CURRENTLY FOUR OF US VOLUNTEERS WHO ARE WORKING TO WITH THE EXPRESS INTEREST RIGHT NOW TO RAISE MONEY AND SUPPORT THE NINE COURT PICKLEBALL APPROVAL THAT HAPPENED AS SHE MENTIONED.
SO THIS IS A VISUAL OF OUR WEBSITE THAT YOU CAN SEE.
SO WE'VE GOT OUR MISSION AND VISION THERE.
THE WEBSITE IS FULLY FUNCTIONAL NOW.
[00:05:02]
SO WE'RE DOING PLEDGES AS WELL AS DONATIONS ONLINE AND WE HAVE A FEW THINGS COMING UP THAT WE'LL TALK ABOUT IN TERMS OF HOW WE'RE GOING TO GO ABOUT FUNDRAISING.SO THIS IS A PIECE ACTUALLY THAT I THINK I WANT SANDY TO COME UP AND TALK ABOUT, BECAUSE IT REALLY FOCUSES AROUND SOME OF THE THINGS THAT SHE'S REALLY PASSIONATE ABOUT IN TERMS OF THE COMMUNITY THAT SHE'S REALLY BUILT STRONGLY HERE IN ORONO.
SO I'LL TURN IT OVER TO SANDY FOR THIS PIECE.
SO FIRST OF ALL, I RECALL WHEN WE STARTED THIS PROJECT.
I THINK IT WAS PROBABLY 2021 WHEN CAROLINE FIRST BROUGHT THE IDEA TO THE ORONO PARKS COMMISSION.
I THINK THE BELIEF WAS THAT THERE ARE A FEW OLDER ADULTS IN ORONO WHO LIKE TO PLAY PICKLEBALL, AND A LOT HAS CHANGED OVER THE LAST NUMBER OF YEARS AND I WANT TO JUST MAKE CLEAR TO THIS GROUP THAT THIS IS THE FACE OF PICKLEBALL TODAY.
SO BEN JOHNS, HE'S CONSIDERED THE GREATEST OF ALL TIME TO DATE.
HE'S 25 YEARS OLD AND HE MAKES $2.5 MILLION A YEAR PLAYING PICKLEBALL.
ANNA LEE WALTERS, SHE TURNED PRO WHEN SHE WAS 11 YEARS OLD.
SHE IS NOW 17, AND SHE IS THE NUMBER ONE WOMAN PLAYER IN THE WORLD.
AND SHE IS WORTH APPROXIMATELY 2.5 OR $2.2 MILLION FAR RIGHT.
THAT IS MY HUSBAND SITTING BEHIND ME AND MY DAUGHTER.
SO IT IS ALL AGES AND IT IS CERTAINLY A FAMILY SPORT.
I HAVE TO TELL YOU A LITTLE STORY ABOUT THAT PICTURE THAT WE STARTED OUR PRESENTATION WITH THAT IS STARING PARK, STARRING PARK IN EDEN PRAIRIE AND I WENT OUT THERE TO TAKE A PICTURE OF THAT PARK, BECAUSE I THINK IT'S JUST A GREAT EXAMPLE OF THE KIND OF PARK WE'D LIKE TO SEE DEVELOPED AND IT WAS A RAINY DAY.
THEIR BIKES WERE LEANING AGAINST THE FENCE, AND THERE WAS AN ADULT FEMALE THERE, AND THEY WERE ABOUT TO START PLAYING PICKLEBALL AND I WAS TAKING MY PHOTOS, AND ONE OF THE BOYS ASKED ME WHAT I WAS DOING, AND I SAID, WELL, I'M TAKING PICTURES FOR A PROJECT I'M WORKING ON.
DO YOU WANT TO PLAY? AND I SAID, WELL, I, YOU KNOW, I DON'T HAVE MY PADDLE WITH ME BECAUSE I HAVE A PADDLE.
WELL, I ONLY HAD SANDALS ON AT THE TIME, BUT I TELL YOU WHAT, I ABSOLUTELY WOULD HAVE PLAYED.
AND SO I JUST WANT TO USE IT AS NOT AND NOT ATYPICAL.
RIGHT. WHAT OTHER SPORT DO YOU KNOW WHERE AN 11 YEAR OLD BOY ASKS A 60 SOMETHING YEAR OLD WOMAN IF SHE WANTS TO PLAY PICKLEBALL, RIGHT? THAT'S WHAT THIS SPORT IS ABOUT.
BUT IT'S MORE IMPORTANT THAN THAT.
THERE ARE A LARGE NUMBER OF STUDIES AND DURING COVID, THIS BECAME VERY CLEAR THAT SOCIAL ISOLATION IS AN ISSUE IN OUR SOCIETY.
I DON'T CARE HOW WEALTHY YOU ARE.
I DON'T CARE WHAT AGE YOU ARE.
SOCIAL ISOLATION IS AN ISSUE, AND PICKLEBALL IS A POWERFUL TOOL TO ADDRESS THAT.
WHY IS IT IMPORTANT? LONELINESS ALONE HAS BEEN ASSOCIATED WITH A 59% INCREASE IN FUNCTIONAL DECLINE, AND A 45% INCREASED RISK OF DEATH, AND SOCIAL ISOLATION HAS BEEN ASSOCIATED WITH A 50% INCREASE IN DEVELOPING THE RISK OF DEMENTIA.
THOSE ARE JUST A COUPLE OF STATISTICS.
LOCALLY, WHAT I CAN TELL YOU IS MY FRIEND MARY, WHO PLAYS WITH ME MOST DAYS OF THE WEEK, HER HUSBAND HAS ALZHEIMER'S AND HER HUSBAND PLAYED WITH US WHEN HE WAS IN THE EARLY STAGES OF ALZHEIMER'S AND WE WOULD REMIND HIM TO STAND BEHIND THE LINE AND LET THE BALL BOUNCE.
BUT SHE SAID IT HAD A HUGE IMPACT ON DELAYING THE PROGRESSION OF HIS DISEASE AND NOW PLAYING IS MARY'S CONNECTION TO STAY ENGAGED WHILE BEING THE PRIMARY CAREGIVER FOR HER HUSBAND.
ANOTHER GENTLEMAN WHO PLAYS WITH US, MIKE, WAS DIAGNOSED WITH THROAT CANCER WHILE WE WERE PLAYING PICKLEBALL, AND IT WAS THE PICKLEBALL COMMUNITY WHO, BY THE WAY, DID NOT KNOW MIKE BEFORE HE STARTED PLAYING PICKLEBALL, WHO WERE THERE TO SUPPORT HIM AND ENCOURAGE HIM WHILE HE WAS RECOVERING AND
[00:10:04]
HE'S STILL AN ACTIVE PLAYER TO THIS DAY.SO QUESTION WHAT DO THESE PEOPLE HAVE IN COMMON? TOP LEFT. THESE ARE PEOPLE PLAYING PICKLEBALL IN JANUARY.
YES, IN JANUARY WE WILL SHOVEL COURTS.
SO IT IS NOT JUST A SUMMER SPORT DURING COVID.
LET'S ENGAGE OUTSIDE OF PICKLEBALL OFF THE COURT.
THEY GO TO OUR CHURCH FESTIVALS, THEY GO TO OUR LOCAL RESTAURANTS.
THE BOTTOM RIGHT IS EVERYBODY ENJOYING A CHRISTMAS CONCERT? PUT ON ONE OF THE MEMBERS OF OUR PICKLEBALL GROUP.
BUT HERE'S THE MOST IMPORTANT THING.
THE VAST MAJORITY OF THE PEOPLE DID NOT KNOW EACH OTHER BEFORE THEY PLAYED PICKLEBALL.
OKAY. MY NEIGHBOR, WHO LIVES DOWN THE STREET FROM ME FOR THE LAST 30 YEARS, DIDN'T KNOW HIM UNTIL ONE DAY HE WAS WALKING BY THE MAILBOX WITH HIS MASK ON, AND HE LOOKED AT MY HUSBAND, AND MY HUSBAND LOOKED AT HIM.
MY HUSBAND CAME IN AND HE SAID, I HAD THE WEIRDEST EXPERIENCE.
THIS GUY WALKING DOWN THE STREET.
NEXT DAY HE SAW HIM AT PICKLEBALL.
JIM HERMANSON JIM IS MY NEIGHBOR.
WE PLAYED PICKLEBALL WITH JIM.
JIM GOES. YOU WERE ON WILD HORSE TRAIL THE OTHER DAY, WEREN'T YOU? AND MY HUSBAND SAYS YOU WERE STARING AT ME.
THAT'S HOW WE MET OUR NEIGHBOR, ALONG WITH FOUR OTHER NEIGHBORS WHO LIVE ACROSS THE BAY FROM ME.
OKAY, I'VE LIVED HERE FOR OVER 30 YEARS.
OKAY. THIS IS HOW WE'VE DEVELOPED OUR COMMUNITY AND KEEP GOING AND I LOVE THIS.
I SAW THIS THE OTHER DAY ON THE INTERNET AND I HAD TO STEAL.
IT WASN'T FOR PICKLEBALL. I WOULD NEVER MET YOU AND YOU AND YOU AND YOU AND YOU AND THAT IS TRUE.
THAT IS TRUE AND THAT'S WHAT WE NEED IN THIS COMMUNITY IS A REASON TO BRING PEOPLE TOGETHER, TO NOT JUST PLAY PICKLEBALL, BUT TO ENGAGE EACH OTHER SOCIALLY, EMOTIONALLY, TO BUILD SUPPORT SYSTEMS IN OUR COMMUNITY AND THIS IS THE FASTEST GROWING SPORT.
I WOULD SAY THE BARRIER TO ENTRY IS LOW, AKA YOU ONLY NEED A PICKLEBALL PADDLE.
BUT I JUST TOLD YOU A MINUTE AGO, YOU DO NOT NEED A PADDLE.
SOMEONE WILL HAVE ONE FOR YOU.
IT BRINGS TOGETHER OLD AND YOUNG.
WHEN I WAS PLAYING IN COLORADO IN THIS TOURNAMENT, THE AGE BRACKET STARTED AT AGE 11 AND ENDED AT AGE 82.
ANYWAY, ONE PART EXERCISE I WOULD SAY IS TWO PART SOCIAL, AND I AM BEING ABSOLUTELY HONEST WHEN I TELL YOU IT'S MY NUMBER ONE REASON FOR GETTING UP IN THE MORNING SINCE I RETIRED. BUT THESE ARE REALLY INTERESTING STATISTICS.
PEOPLE AGES 6 TO 17 MAKE UP OVER 21% OF PICKLEBALL PLAYERS, AND PLAYERS UNDER 24 HAD THE FASTEST GROWTH RATE IN 2022. 14% OF THE ADULT POPULATION PLAYED PICKLEBALL AT LEAST ONCE IN 2023, AND BASED UPON GOOGLE TREND DATA FROM 2019 THROUGH 2023.
MINNESOTA RANKS IN THE TOP FIVE U.S.
STATES WITH THE HIGHEST PICKLEBALL INTEREST.
OKAY, THIS IS REALLY IMPORTANT IN OUR STATE.
SO I'M GOING TO TURN THIS OVER TO CAROLINE.
SHE'S GOING TO TALK ABOUT THE PROJECT.
SHE'S GOING TO TALK ABOUT THE FUNDRAISING AND I JUST WANT TO LEAVE YOU WITH ONE THOUGHT.
ANYBODY RECOGNIZE THIS? ANYBODY OVER HERE RECOGNIZE THIS? ANYBODY HERE RECOGNIZE THIS? IT'S ONE OF THE NEWEST PICKLEBALL BRANDS YOU CAN FIND AT MICHAEL LYNN SPORT.
IS THERE? THE OTHER DAY, I HAPPENED TO BUY IT BECAUSE I THINK IT'S COOL.
I FOUND OUT LAST WEEK TWO OF THE FOUNDERS.
OKAY. IT'S IMPORTANT ECONOMICALLY IN OUR COMMUNITY AND IT'S IMPORTANT SOCIALLY IN OUR COMMUNITY.
SO ANYWAY, YOU CAN TELL I'M PASSIONATE ABOUT IT.
I REALIZE YOU CAN'T FUNDRAISE, BUT HELPING US AS WE TRY TO GET INTRODUCED TO THE LISTS OF PEOPLE THAT WE HAVE TARGETED AND THE BUSINESSES THAT WE ARE LOOKING AT TO ENGAGE IN SUPPORTING OUR CAUSE.
I THINK IT'S GOING TO BE VERY IMPORTANT.
SO AS SANDY MENTIONED, WE ARE INITIATED THIS PROJECT.
[00:15:04]
IT WAS ABOUT THREE YEARS AGO THAT I FIRST CAME TO A PLANNING COMMISSION MEETING AND SAID, YOU KNOW, HOW COME WE DON'T HAVE PICKLEBALL IN ORONO AND HOW CAN WE GET IT AND THAT REALLY STARTED THE BALL ROLLING IN TERMS OF THIS WHOLE ENTIRE PROCESS THAT WE'VE GONE THROUGH TO THIS POINT OF ACTUALLY HAVING APPROVED COURTS NOW AND IN THE FUNDRAISING PROCESS TO GET THEM BUILT, WHICH WE'RE VERY EXCITED ABOUT FOR ALL THE REASONS THAT SANDY SAID.NINE, YOU KNOW, A SPACE OF ASPHALT WITH NINE COURTS AND SOME NETS.
SO NINE FENCED COURTS, PARKING FOR 40 TO 50 VEHICLES.
DONORS TO A PROGRAM LIKE THIS DON'T WANT TO JUST DONATE TO ASPHALT ON THE GROUND.
THEY WANT TO DONATE TO A PROGRAM THAT'S GOING TO ACTUALLY DRIVE THAT COMMUNITY AND SO WORKING WITH ORONO COMMUNITY EDUCATION, WE'RE CREATING AN ACTUAL PROGRAMING CALENDAR THAT WILL HAVE ALL SORTS OF THINGS.
YOU KNOW, THERE CAN BE LADIES NIGHTS, MEN'S NIGHTS, KIDS NIGHTS, KIDS DAYS ALL DIFFERENT TYPES OF PROGRAMING AS WELL AS INSTRUCTORS WHERE PEOPLE CAN SIGN UP AND ACTUALLY GET INSTRUCTION AND LEARN THE GAME AND COME OUT AND ACTUALLY BECOME BETTER AT THE SPORT.
BUT IN ORDER TO REALLY ENJOY PICKLEBALL THE WAY IT WAS INTENDED TO BE ENJOYED, IT'S A DROP IN SPORT.
LIKE SANDY SAID, SHE SHOWED UP AND AN 11 YEAR OLD BOY CAME UP TO HER AND INVITED HER TO PLAY PICKLEBALL AND THAT'S THE SPIRIT OF THE PICKLEBALL COMMUNITY THAT WE WANT TO KEEP FOSTERING HERE.
SO WE HAVE A COMMITMENT OF OVER $375,000.
PARCEL OF LAND NEAR THE LONG LAKE FIRE STATION.
I THINK EVERYONE'S FAMILIAR WITH WHERE THAT LOCATION IS, BETWEEN THE FIRE STATION AND THE DONATION GARDEN, AND A GOOD FAITH INTENT TO CONTRIBUTE TO THE STORMWATER MANAGEMENT, LANDSCAPING, TRAILS, SIDEWALKS, AND DESIGN WORK OF A SOLID FOUNDATION.
WE ARE LOOKING TO RAISE $800,000 TO BUILD THE COURTS THAT WE ARE LOOKING TO BUILD, AND WE WANT TO DO THAT THROUGH GRANTS AS WELL AS PUBLIC DONATIONS. DONATIONS FROM THE COMMUNITY.
GO AHEAD. THIS IS THAT SAMPLE PROGRAMING.
IT'S JUST A, YOU KNOW, A SAMPLE OF HOW THIS PROGRAMING MAY LAY OUT.
SO THESE ARE SOME OF THE OPTIONS FOR FUNDRAISING.
WE ARE TAKING PLEDGES FOR SOME OF THESE THINGS.
SO A FOUNDING MEMBER AND LEGACY PLEDGE FOR GIFTS 5000 AND ABOVE, CORPORATE SPONSORSHIPS FOR 3000 TO $7500 AND OUR PAVING THE WAY CAMPAIGN FOR A PAVER PROGRAM WHERE NAME ON A PAVER WITH DIFFERENT SIZED PAVERS AND DIFFERENT AMOUNTS FROM 500 TO $2000.
WE ALSO HAVE AN OPPORTUNITY TO NAME THE PARK.
SO FOR A DONOR WHO WANTS A LEGACY AND WANTS TO NAME THE PARK, WE HAVE THAT OPTION.
SO A LOT OF DIFFERENT WAYS THAT WE'RE ASKING COMMUNITY AND BUSINESSES TO COME FORWARD AND ACTUALLY COMMIT AND AND CONTRIBUTE TO BUILDING THIS COMMUNITY AND THESE ARE THE DIFFERENT SPONSORSHIP LEVELS.
SO A NET LEGACY SPONSOR, $35,000, SPONSORS ALL OF THE NETS.
SO YOU'LL SEE IN A LOT OF COURTS THAT YOU GO.
AND SO THEY PUT THEIR NAME ON THE NETS.
BUT WE HAVE A LOT OF OPPORTUNITY THERE TO HAVE SOME REALLY STRONG SPONSORSHIP SUPPORT.
SO THERE'S A LOT OF DIFFERENT WAYS THAT PEOPLE CAN SUPPORT AND WE'RE BEGINNING THIS OUTREACH NOW.
WE'RE GOING TO BE OUTREACHING TO COMMUNITY MEMBERS DIRECTLY TO BUSINESSES IN THE COMMUNITY, AND TO PEOPLE WHO HAVE EXPRESSED AN INTEREST IN THE FROM THE PICKLEBALL COMMUNITY. THESE ARE SOME ADDITIONAL DETAILS ON THE TYPE OF ADVERTISING SPONSORSHIPS THAT BUSINESSES MIGHT PARTICIPATE IN. SO BANNERS ON THE COURT PLATINUM SPONSOR.
THERE'S NINE COURTS AVAILABLE.
SO BANNERS FOR A PERIOD OF THREE YEARS.
A GOLD SPONSOR WITH A NAME ON A VINYL BANNER, THREE BY FIVE FOR THREE YEARS AND THEN A SILVER SPONSOR, OF WHICH THERE ARE 20 AVAILABLE, FOUR BY 12 BANNER FOR THREE YEARS. SO LOTS OF OPPORTUNITY FOR OUR BUSINESSES AS WELL TO GET THEIR NAME IN FRONT OF AN ENGAGED PICKLEBALL COMMUNITY WHERE PEOPLE WHO ARE COMING TO PLAY DAY AFTER DAY AFTER DAY
[00:20:04]
WILL SEE THOSE BUSINESS NAMES AND UNDERSTAND THAT THEY'RE A PART OF THE COMMUNITY NOW AND THEN PAVING THE WAY, HERE'S THOSE TAX DEDUCTIBLE BREAKDOWNS AND WE'RE NOT NECESSARILY COMMITTING TO DO IT ON THE GROUND AS IN TERMS OF PAVER AS A WALKWAY.WE'RE THINKING OF A PAVER WALL, A LITTLE LESS MAINTENANCE WITH PEOPLE WALKING ON IT.
DAMAGE TO THE PAVERS AND THAT TYPE OF THING.
SO WE'RE TAKING THAT INTO CONSIDERATION AS WELL.
SO WHERE CAN YOU PLEDGE? THIS IS OUR WEBSITE AND IF YOU GO TO THAT WEBSITE ADDRESS THAT'S ON THE SCREEN, YOU CAN SEE AN OPPORTUNITY TO ACTUALLY PLEDGE OR ACTUALLY DONATE TODAY.
ANY QUESTIONS BEFORE I WRAP UP? YEAH. CAN YOU MENTION THE TWO? OH YEP. WE HAVE TWO EVENTS THAT ARE COMING UP.
ONE IS HOW MANY OF YOU HAVE BEEN TO JAMES J.
HILDA'S IN WAYZATA? JAMES. OKAY, WELL, THE ORONO PARKS LEGACY GROUP IS GOING TO HAVE A BOOTH AT JAMES J.
HILDA'S FOR FRIDAY NIGHT, SATURDAY AND SUNDAY, WHICH IS SEPTEMBER 6TH, SEVENTH AND EIGHTH THIS YEAR AND WE WILL HAVE A COURT SET UP ADJACENT TO OUR BOOTH WHERE PEOPLE CAN PLAY PICKLEBALL.
SO THAT'S ONE EVENT AND THEN ON THE 9TH OF SEPTEMBER, FOLLOWING RIGHT UP BEHIND THAT, WE HAVE AN OPEN HOUSE AT THE WAYZATA COUNTRY CLUB, WHERE THEY HAVE PICKLEBALL COURTS THAT THEY'RE OPENING TO US TO USE AS A OPEN HOUSE TO GENERATE EXCITEMENT AND AWARENESS AND SO WE'LL BE DOING AN OPEN HOUSE THERE AND EVERYONE CAN COME DROP IN. WE'LL HAVE PICKLEBALL INSTRUCTORS THERE AS WELL.
THE ABILITY TO PLAY PICKLEBALL AND REALLY JOIN IN THE FUN THERE AS WELL.
SO SOME PRETTY HIGH EXPOSURE EVENTS COMING UP IN EARLY SEPTEMBER THAT WE'RE REALLY EXCITED ABOUT.
I THINK IT'S VERY EXCITING THAT YOU GUYS HAVE PUT THIS TOGETHER.
I MEAN, YOU GO OVER TO ANY ICE RINK AND YOU'LL SEE THE DASHER BOARDS ALL AROUND THE WHOLE PLACE.
THE FOOTBALL STADIUM, THEY GOT THE SCOREBOARD.
THEY GOT THEY GOT THE PAVERS OVER AT THE FOOTBALL STADIUM.
I HAVE BEEN TO OTHER STADIUMS WITH ALL MY DAUGHTERS IN THEIR SPORTS WEAR.
SOME OF THEM DO HAVE THE WALLS.
BECAUSE OBVIOUSLY OVER TIME BETWEEN SALT AND ALL THAT OTHER STUFF, THEY CAN BREAK.
BUT I THINK IT'S A GREAT IDEA TO KIND OF GET OUT THERE AND START HELPING DO IT ALL.
WE KIND OF HAD ALL THAT KIND OF TAKES, A WHOLE FAMILY ESSENTIALLY TO KIND OF PUT ALL THAT TOGETHER.
IT'S GOING GREAT. SO HOPEFULLY WE CAN KIND OF GET OFF THE GROUND AND GET GET SOMETHING ROLLING HERE.
THAT'S AWESOME. ANYBODY ELSE HAVE ANY THOUGHTS? IT WAS A TERRIFIC PRESENTATION LADIES.
YOU PUT THE PICTURES TO START AND YOU PUT EVERYBODY'S RANKING.
BUT YOU LEFT YOUR RANKING AND YOUR DAUGHTER'S RANKING OFF.
[INAUDIBLE]. THEY WERE NUMBER ONE IN THERE.
YOU WERE QUICK TO SHARE YOUR AGE, BUT NOT YOUR RANKING.
I'M A SUPPORTER OF AND I APPRECIATE YOUR ENTHUSIASM FOR THIS PROJECT.
THANK YOU. WE'LL BE BACK ONCE WE FIND A SPONSOR FOR THE NAME [INAUDIBLE] AND WE HAVE TO ACCEPT THE DONATIONS, AND WE HAVE TO DO ALL THAT AND I THINK LIKE THIS GOES BACK TO WHAT RICHARD SAY MANY TIMES AND WE WANT PEOPLE TO USE OUR PARKS, RIGHT? WE WANT THEM TO BE IN THERE AND I KNOW WE SAW A LOT OF ALL THIS SOCIAL ISOLATION ISSUES FOR SURE WHEN WE WERE THROUGH COVID IN ADULTS AND IN KIDS AND KIND OF STILL RECOVERING FROM SOME OF THAT AS WELL.
SO I THINK IT'S GREAT TO GET PEOPLE OUT.
I MEAN, THAT'S WHAT WE NEED IS ACTIVITIES FOR SURE.
SO YEAH, THANKS FOR YOUR VERY FIRST SCHOOL SYSTEM IN MARYLAND IN THE STATE OF MARYLAND [INAUDIBLE] DESIGNATED PICKLEBALL, AS A VARSITY SPORT AND THE REASON IS BECAUSE IT'S THE MOST INCLUSIVE SPORT ANYBODY CAN PLAY.
THANKS FOR VOLUNTEERING. THANK YOU.
ALL RIGHT. WELL, THAT'LL BRING US TO OUR COMMUNITY DEVELOPMENT REPORT.
[15. #LA24-000038, 3245 Wayzata Boulevard, Interim Use Permit – Grading, Resolution 7501]
WE HAVE NUMBER 15, WHICH IS #LA24-000038, 3245 WAYZATA BOULEVARD, INTERIM USE PERMIT GRADING, RESOLUTION 7501.YES. SO I HAVE A FEW DIFFERENT THINGS.
[00:25:03]
I HAVE A FEW DIFFERENT THINGS I COULD SHOW YOU HERE.SO IN FRONT OF YOU IS AN INTERIM USE PERMIT.
THE APPLICANT IS ASKING FOR APPROVAL TO REMEDIATE SOIL ON A CONTAMINATED SITE.
THIS WOULD INCLUDE BERMING OR EMBANKING A LARGE PORTION OF THE SOIL ON THE SOUTH SIDE AND THEN PROVIDING CLEAN FILL AND A CLEAN SITE ON THE NORTH SIDE OF THE PARCEL.
MPCA GUIDELINES INCLUDE LIMITING THE BERM TO A MAXIMUM 25% SLOPE, LIMITING THE HEIGHT OF THE BERM, AND ANNUAL REPORTING AS PART OF THE MOVEMENT AND STORAGE OF CONTAMINATED MATERIAL.
THE APPLICATION IS NOT PROPOSING ANY BUILDINGS OR INFRASTRUCTURE AT THIS TIME.
THIS APPLICATION IS JUST FOR GRADING OF THE SITE.
DESCRIPTION. THE SITE HAS TWO LARGE WETLANDS THAT KIND OF BOOKEND THE EAST AND THE WEST SIDE.
ON THE AND IS LOCATED WITH WAYZATA BOULEVARD TO THE NORTH AND HIGHWAY 12 TO THE SOUTH.
THE APPLICANT PLANS TO REMOVE THE TREES AND DEMO THE EXISTING BUILDING.
I HAVE PROBABLY THIS ONE WILL BE MOST HELPFUL.
JUST AN AERIAL IMAGE, KIND OF OF THE SITE, WHAT WE'RE TALKING ABOUT.
SO YOU CAN SEE THE BROWN IS THE WETLANDS.
THE EXISTING CONTAMINATED AREA IS ROUGHLY 9.86 ACRES IN SIZE.
THE PROJECT WILL EXCAVATE APPROXIMATELY FIVE JUST OVER JUST PUSHING FIVE AND A HALF ACRES AND CONSOLIDATE THE CONTAMINATED MATERIAL ON THE LAND TO ROUGHLY 4.2 ACRES TO THE SOUTH.
THE PLAN IDENTIFIES THAT THE WORK WILL EXTEND INTO THE EDGES OF THE WETLAND, AS THAT'S WHERE SOME CONTAMINATED SOIL IS LOCATED, BUT THEY WILL THEN RESTORE THAT TO PREEXISTING CONTOURS AND GRADING WITH THE RACE REMOVAL AND VEGETATION.
THE PROJECT WILL INCLUDE APPROXIMATELY 67,000YD³ OF EXCAVATION AND WASTE MATERIAL.
THE CLEAN SOIL WILL BE SPREAD OVER THE CONTAMINATED MATERIAL OR OVER THE SPOT THAT'S EXCAVATED, AS WELL AS CAPPING THE EMBANKMENT OR THE BERM. FOLLOWING MPCA GUIDELINES, THE APPLICANT REQUESTED INTERIM USE PERMIT FOR A GRADING TO AND FOR CREATION OF THIS BERM.
JUST AS A REVIEW, AN INTERIM USE PERMIT IS REQUIRED FOR SUBSTANTIAL LAND.
ALTERATIONS ARE PROPOSED FOR THIS PROPERTY AS IT'S WITHIN THE SHORELAND.
SO BEING THAT THIS WILL DISTURB PUSHING TEN ACRES IN SIZE, THIS IS QUITE A LARGE GRADING PROJECT.
PLANNING COMMISSION HELD A PUBLIC HEARING IN JULY.
NO PUBLIC COMMENTS WERE RECEIVED, BOTH WRITTEN OR AT THAT MEETING.
COMMISSIONERS DISCUSSED THE SCOPE OF THE PROJECT.
ASKED FOR. ASKED SOME QUESTIONS TO THE APPLICANT ABOUT SCALE AND SIZING.
THEY DID JUST KIND OF THAT INFORMATION.
THEY ALSO THEY ENDED UP MAKING A MOTION TO RECOMMEND APPROVAL OF THE IUP.
CONDITIONED ON THE BERM SHOULD NOT BE CONSTRUCTED BEYOND THE PLAN THAT'S PROPOSED.
THEY WERE TRYING TO FIGURE OUT.
WHAT DOES THAT MEAN? THEY BASICALLY, THE COMMISSIONER WANTED TO SAY, THIS IS WHAT YOU'RE PROPOSING.
THIS IS WHAT WE EXPECT TO BE DELIVERED.
IF YOU NEED TO ALTER OR CHANGE THAT BASED ON WHAT YOU FIND ON THE SITE, WE'D LIKE YOU TO COME BACK OR PRESENT AMENDED PLANS BACK TO THE PROCESS, SINCE THIS IS SUCH A LARGE SCALE. AFTER FURTHER DISCUSSION WITH MPCA.
MPCA WILL LIMIT THE BERM TO A 25% SLOPE, WHICH IS WHAT THE PLANS ARE PROPOSING.
BECAUSE OF THAT BOOK ENDED ON THE WETLAND, THEM BEING CONFINED ON THE WETLANDS ON EITHER SIDE.
STAFF RECOMMENDS APPROVAL OF THE IAP, CONDITIONED UPON COMPLIANCE WITH THE PERMITTING REQUIREMENTS OF MPCA AND MINNEHAHA CREEK, WHICH INCLUDES A MAXIMUM OF 25% SLOPE OF THE PROPOSED BERM.
[00:30:02]
THE APPLICANT IS ALSO HERE.I HAVE MORE PLAN SETS. I'D BE HAPPY TO WALK THROUGH THOSE IF YOU HAVE ANY QUESTIONS.
WHAT IS THE 25% SLOPE MEAN IN TERMS OF HEIGHT? IT'S A GEOMETRY QUESTION.
40FT WOULD BE THE TALLEST POINT.
I THINK IT'S AVERAGING AROUND 36FT IN HEIGHT AND LAURA, WHAT WOULD HAPPEN IF THE SAMPLES DIDN'T GIVE A GREAT ASSESSMENT AND THERE IS MUCH MORE SOIL THAT'S CONTAMINATED. WHAT ASSURANCES WOULD THERE BE? RIGHT. SO I TALKED TO THE MPCA ABOUT THAT.
THEY SAID THAT MOST OF THE TIME WHEN A DEVELOPER, SOMEONE'S LOOKING TO ACTIVELY CLEAN UP A SITE, THEY ARE USUALLY MOTIVATED TO BE THE MOST KNOWLEDGEABLE ABOUT WHAT'S ON THE SITE SO THEY CAN ESTIMATE COSTS AND A PLAN SET WHEN THEY ARE ASKING ENGINEERS AND ALL THESE PEOPLE TO PULL PLANS TOGETHER ABOUT WHAT'S REALISTIC AND SO THE MPCA IS FAIRLY CONFIDENT THAT THIS SITE HAS DONE A LARGE NUMBER OF BORINGS AND HAS A GOOD UNDERSTANDING OF THE CONTAMINATION SCOPE ON THE SITE.
THAT BEING SAID, IF THEY FOUND MORE AND THEY WEREN'T ABLE TO ENLARGE THIS BERM BECAUSE OF THE SIZING AND THE SLOPE, THEY WOULD THEN BE FORCED TO DO HAULING AND RIGHT NOW THEY'RE NOT PROPOSING ANY HAULING.
THANK YOU. ANY QUESTIONS FOR STAFF.
THE APPLICANT HERE, THEY WOULD LIKE TO COME UP AND TALK ABOUT THEIR PROJECT.
GOOD EVENING MAYOR AND COUNCIL MEMBERS.
THANK YOU LAURA. MY NAME IS KELSEY THOMPSON.
LAKE WEST 14525, HIGHWAY 7 AND MINNETONKA.
WE'RE JUST REALLY LOOKING TO CLEAN UP THE ENVIRONMENT.
AND WORK WITH THE MPCA AND THEIR BEST PRACTICES TO DO THE SITE CLEANUP.
BUT I THINK LAURA DID A GREAT JOB IN YOUR PRESENTATION.
YOU COVERED IT ALL. SO I REALLY DIDN'T PREPARE A PRESENTATION.
I GUESS I JUST HAVE TWO QUESTIONS.
ONE IS. SO YOU'RE LOOKING TO GET RID OF ALL OF THOSE TREES THAT ARE IN THAT BERM UP AREA? YEAH, TO REALLY CLEAN UP THE ENVIRONMENT UP THERE AND GET THE CONTAMINATED GROUNDWATER OUT, WE WOULD NEED TO REMOVE THE TREES.
AS, AS PROPOSED HERE AND SO THAT'S GOING TO BE I MEAN, WITH THE TREES GONE.
YOU'RE REFERRING TO THE BERM ON THE SOUTH.
YEAH. SO THE BERM ON THE SOUTH.
YOU KNOW, THE TOPOGRAPHY OF THE SITE.
I DON'T KNOW THAT YOU WOULD SEE THAT VERY CLEARLY FROM WAYZATA BOULEVARD, ALSO FROM HIGHWAY 12.
I BELIEVE THE HIGHWAY IS A LITTLE HIGHER THAN THE THAN WHERE THE BERM WOULD BE OR LOWER OR THERE'S A TOPOGRAPHY DIFFERENCE BETWEEN THE HIGHWAY IN YOUR SITE.
SO YEAH, TO PROVIDE, YOU KNOW, A NICE LANDSCAPING BERM FOR THE HIGHWAY.
BUT AS FAR AS WHAT, LIKE A LINE OF SIGHT MIGHT LOOK LIKE, I, YOU KNOW, I DON'T THINK THAT YOU'RE GOING TO SEE A 40 FOOT, YOU KNOW, BERM FROM WAYZATA BOULEVARD.
I MEAN, IT'S GOOD YOU'RE GOING TO CLEAN IT UP.
PART OF THE CONCERN IS THAT WHERE YOU'RE GOING TO GO BRING ALL THAT STUFF SINCE THERE'S NO HAULING PLANS, SO EVERYTHING IS GOING TO STAY ON SITE AND THAT WE'RE ALL THE DIRT IS OR WHERE ALL THE STUFF YOU'RE GOING TO HAUL OUT IS GOING TO GO IN THIS BERM IS GOING TO EAT UP.
I DON'T KNOW HOW MANY ACRES OF LAND.
HOW IS THAT GOING TO GET REPLENISHED BACK INTO THE BUILDABLE PART OF YOUR DEVELOPMENT? SO THE MPCA HAS GUIDELINES ON WHAT WE CAN DO ON THE LANDSCAPING BERM.
WE CAN HAVE LIKE A I BELIEVE WE CAN HAVE LIKE A WALKING TRAIL ALONG IT.
WE HAVE THAT'S WHAT WE KNOW WE CAN DO ON THE ACTUAL BERM WE CAN'T BUILD.
I DON'T BELIEVE WE CAN BUILD, YOU KNOW, RESIDENTIAL STRUCTURE ON THE BERM ITSELF, BUT DO YOU HAVE ANY PLANS TO EVER THEN TRANSPORT THE REST OF THAT OUT WHEN YOU DO WANT TO DEVELOP IT, OR THAT'S WHERE YOU THINK PERMANENTLY YOU WANT ALL THAT STUFF TO RESIDE.
[00:35:01]
YEAH. RIGHT NOW WE DON'T HAVE THOSE FUTURE PLANS IN PLACE.YOU KNOW, WHEN THAT TIME COMES OR IF THAT TIME COMES.
BUT RIGHT NOW, THIS IS JUST A WAY TO, YOU KNOW, START THE CLEANUP PROCESS, MOVING IT ON SITE.
SO WHEN WE SAW THIS THE FIRST TIME, THIS YOU KNOW, YOU ALSO HAD YOUR BUILDINGS AND YOU'RE GOING TO PHASE IT INTO ONE AND TWO. I JUST WANTED TO BE CERTAIN THAT THIS IS BEING DONE AS A SINGULAR.
THE WHOLE SITE'S GETTING CLEANED UP AT ONE TIME.
YES AND THEN THE MOUND CAN ONLY BE SO BIG AND THEN IF YOU FIND THAT THERE IS ADDITIONAL CONTAMINANTS THAT ARE BIGGER THAN THIS BERM, THEN YOU'VE ALREADY HAVE SOUGHT THE PERMISSION TO HAVE IT REMOVED AND TAKEN ELSEWHERE.
WE'VE GOT THAT SUBMITTED INTO THE MPCA.
SO THAT THAT RESPONSE ACTION PLAN IS LIKE OVER 80 PAGES AND IT'S VERY COMPREHENSIVE AND, YOU KNOW, IT ADDRESSES LIKE, IF WE FIND THIS IS WHAT WE DO AND SO IF SOMETHING WERE TO COME UP ON SITE THAT, YOU KNOW, WE DON'T SUSPECT IS THERE, WE'VE GOT PROFESSIONALS TO, YOU KNOW, HAVE A PLAN WHAT TO DO WITH THAT, WHETHER IT'S TO HAUL IT OFF SITE OR, YOU KNOW, WHAT HAVE YOU, DEPENDING ON WHAT IT IS.
I DON'T WE DON'T HAVE LIKE A, YOU KNOW, A MEETING WITH, I DON'T KNOW, THE WHOLE OF YOU KNOW WHAT I MEAN? WE DON'T HAVE THAT NECESSARILY IN PLACE LIKE A CONTRACTOR LINED UP TO HAUL IT OFF SITE.
BUT WE'VE GOT THE RESPONSE ACTION PLAN IN PLACE.
I MEAN, I THINK WHAT WE WOULDN'T WANT TO HAVE HAPPEN OR I WOULDN'T WANT TO SEE HAPPEN IS FOR THIS TO BE HALFWAY THROUGH AND DECIDE IT'S A BIGGER JOB THAN ANYONE WAS EXPECTING, AND THEN THERE'S NO FUNDING OR A PLAN, REGARDLESS OF WHAT IS DECIDED, YOU KNOW, AS DETERMINED ONCE YOU START DIGGING IN THERE, THAT ONCE IT STARTS THAT THERE'S SOME CERTAINTY THAT IT WILL GET TO COMPLETION.
THAT MAKES SENSE. I APPRECIATE THAT CONCERN.
AS LAURA MENTIONED, WE'VE DONE EXTENSIVE SOIL BORING AND TESTING, AND WE HAD, YOU KNOW, COMPANIES LIKE STANTEC AND FOLKS FROM, YOU KNOW, OUR CONSULTING GROUPS OUT ON SITE TO ADDRESS, YOU KNOW, WHAT WE THINK IS IN THE GROUND AND WE THINK WE HAVE A PRETTY GOOD SCOPE AND HANDLE ON THAT.
BUT IF THINGS DO COME UP, THAT ARE UNFORESEEN THINGS WHICH COULD HAPPEN.
WE DEFINITELY WILL ADDRESS THAT AT THE TIME.
AND DON'T THINK THAT WOULD HOLD UP THE PROJECT.
WE NEED TO CLEAN UP THE SITE AND I THINK THIS IS THE BEST PATH FORWARD.
OKAY. ANY OTHER QUESTIONS FOR THE ANY PLANS TO REPLACE THE TREES THAT ARE REMOVED OR SO THESE PLANS JUST CALL FOR SOME SEED, YOU KNOW, TO HELP STABILIZE THE GROUND UNTIL IT'S DEVELOPED AND WE DON'T I DON'T BELIEVE A TREE REPLACEMENT PLAN IS REQUIRED WITH THIS, BUT DOWN THE ROAD WITH DEVELOPMENT PLAN, WE WOULD HAVE, YOU KNOW, A LANDSCAPING PLAN WITH THAT.
ANY OTHER QUESTIONS? ALL RIGHT. THANK YOU. THANK YOU VERY MUCH.
ALL RIGHT. WELL, THIS IS OBVIOUSLY IT'S SIMPLE BECAUSE IT'S JUST A SIMPLE GRADING PLAN.
OBVIOUSLY WE HAVE OUR CONCERNS, BUT I THINK IN OUR STAFF RECOMMENDATIONS YOU'VE GOT APPROVALS FROM THE CORRECT PEOPLE AND OUR MAXIMUM SLOPE, WHICH I THINK ADDRESSES THE CONCERNS FROM COMPLETING THE JOB AND THEN WHERE IT GOES FROM THERE, I GUESS, WOULD BE UP TO THE DEVELOPER TO BRING THE NEXT KIND OF DIRECTION OF WHERE THEY WANT TO GO WITH THAT.
SO OUR ONLY JURISDICTION ON THIS IS GIVING THE IUP SO THAT THEY CAN MOVE THE DIRT AROUND.
BUT THE MPCA AND MCWD ARE REALLY THE AUTHORITIES THAT HAVE THE JURISDICTION OVER THE CONTAMINATED SOILS AND THE PROCESS.
RIGHT? YEAH, IT'S MY UNDERSTANDING.
LAKE WEST IS WORKING WITH THE BROWNFIELDS PROGRAM THROUGH MPCA AND SO I KNOW THEY I TALKED TO MPCA, THEY'VE BEEN WORKING WITH THE COMMENTS BACK AND FORTH ON THAT RESPONSE ACTION PLAN THAT TALKS ABOUT DIFFERENT AVENUES OF HOW TO ADDRESS DIFFERENT THINGS, BUT MPCA IS THE EXPERT ON HOW TO DEAL WITH CONTAMINATED SOIL, AND THE MPCA WILL ADDRESS THE WETLAND MANAGEMENT OF IT.
[00:40:01]
OKAY. I'LL MAKE A MOTION FOR APPROVAL OF THE PROPOSED IUP WITH THE IDENTIFIED CONDITIONS.COUNCIL MEMBER CROSBY, A SECOND? SECONDED. COUNCILMEMBER JOHNSON.
ANY OTHER SUGGESTION? SEEING NONE.
THANK YOU. ANY OTHER COMMUNITY DEVELOPMENT REPORT TODAY, LAURA? YES. I HAVE A SLIDE HERE.
SO HERE'S A PERMIT SLIDE FOR THE JULY OF LESS IN VALUE BUT THE SAME OR SIMILAR NUMBER OF PERMITS.
SO WE ISSUED 132 PERMITS TO FLY IN JUNE.
YOU CAN SEE WE HAD A HIGH REVENUE, AND THAT WAS 128 PERMITS THAT WE HAD ISSUED AND THEN IN MAY, AGAIN, A HIGH PERMIT REVENUE, AND THAT WAS 137 PERMITS SO LOWER IN REVENUE.
SO A RELATIVELY SMALL NEW CONSTRUCTION PROJECT.
IN OTHER NEWS, FOR THE COMMUNITY DEVELOPMENT DEPARTMENT, OBVIOUSLY WE'RE WORKING ON SOME ORDINANCE AMENDMENTS AND OUR WORK SESSION, SO WE'LL BE PURSUING SOME STAFF TIME WORKING ON THOSE. WE'VE HAD A HANDFUL OF MEETINGS ON A LOT OF PRELIMINARY PLATS AND SPECIFICALLY LOT SPLITS, NOT NECESSARILY LARGE DEVELOPMENTS, BUT YOU'LL SEE THOSE COME THROUGH.
PLANNING COMMISSION WE HAVE A FEW INCOMPLETE APPLICATIONS THAT PEOPLE ARE WORKING ON.
SO THROUGH THE END OF THE YEAR, I THINK THAT'S GOING TO BE A COMMON APPLICATION YOU'LL BE SEEING COMING UP THROUGH COUNCIL AND THEN IN OTHER NEWS WE ACCEPTED A RESIGNATION WITH OUR CITY PLANNER, SO WE'LL BE POSTING THAT AND COLLECTING APPLICATIONS AND DOING INTERVIEWS HERE HOPEFULLY IN THIS NEXT COUPLE MONTHS.
SHE WAS A GREAT ADDITION TO A TEAM AND WE WISH HER ALL THE BEST OF LUCK.
AWESOME. ALL RIGHT. ANY OTHER QUESTIONS FOR LAURA? ALL RIGHT. THANKS.
THANK YOU. ALL RIGHT. THAT WILL BRING US TO OUR PUBLIC SAFETY REPORT.
[Public Safety Report]
CHIEF [INAUDIBLE].THERE YOU ARE. I WAS LOOKING FOR CHIEF FARNIOK OVER THERE.
AS ADAM PULLS IT UP YOU CAN GO TO THE NEXT SLIDE.
NOT MUCH HAS CHANGED ON THIS NEXT SLIDE HERE.
EVERYTHING IS STILL IN PLACE OR ON TRACK TO BE IN PLACE.
WE DO HAVE OBVIOUSLY, THE RENTAL TANKER HERE.
I WORKED ON GETTING AN UPDATE TODAY.
THE TANKER IS IN ITS FINAL STAGES OF BEING.
THE BOXES ARE IN ITS FINAL STAGES OF BEING PAINTED.
ONCE THEY GET IT ALL PUT TOGETHER AND BROUGHT UP TO US SO WE CAN DO SOME TRAINING.
SO WE WILL HAVE ANOTHER MONTH'S RENTAL ON THE TANKER WITH LINO LAKES.
SO OTHER THAN THAT, UPDATE ON OUR BRUSH MEDICAL TRUCK THAT'S COMING LATER THIS YEAR.
AT LEAST THAT WAS THE UPDATE SO FAR THAT I'VE RECEIVED FOR THAT ONE.
WE WERE OUT ON NATIONAL NIGHT OUT.
THANK YOU TO CORREY AND THE PD FOR LETTING US CRASH AND HELP THEIR PARTY.
CASCO WAS ANOTHER ONE THAT WOULD END UP GETTING CANCELED.
KIND OF SOME UPDATES ON THE REMODEL.
THE ONE IN THE UPPER LEFT CORNER, THAT'S THE GEAR LOCKERS AT THE WHAT WE CALL THE STABLES.
WHICH IS THE GARAGE DOWN AT THE NAVARRE PLANT.
THEY NICKNAMED IT THE STABLES BECAUSE IT LOOKS KIND OF LIKE A RED BARN.
SO THAT WAS KIND OF NICE AND FUN.
THAT WAS THE OLD WATER AND SEWER KIND OF ROOM.
SO IT'S AN EXTERNAL SERVICE DOOR OUT TO THE PARKING LOT FOR THE FIREFIGHTERS TO COME IN.
WE'VE GOT TO DO SOME GRADING, THAT TYPE OF STUFF ON THE OUTSIDE OF THAT PART OF THAT BUILDING.
REDID THE FLOORS, HUNG THE LOCKERS, AND THEN THE LOWER LEFT.
HERE IS KIND OF OUR LAUNDRY ROOM CLEANING AREA.
WE'RE WORKING ON GETTING THE PLUMBER TO COMPLETE THE TURNOUT GEAR WASHING MACHINE INSTALL, SO THEY HAVE TO BRING IN A LITTLE BIT OF A CRANE AND STUFF TO LIFT THAT UP WHEN THEY GET IT SET.
SO IT'S A PRETTY HEAVY PIECE OF MACHINERY, I THINK.
ALL IN ALL, IT WAS ABOUT 1,000 POUNDS, SO YEAH, QUITE HEAVY.
[00:45:03]
SO YEAH.SO THAT'S AN UPDATE ON THE REMODEL.
SO THE EMERGENCY CALLS FROM JULY 1ST TO AUGUST 5TH WE HAD 26 CALLS FOR SERVICE.
THE BREAKDOWN BETWEEN WHO RESPONDED TO THEM WERE 22 CALLS FOR THE DUTY CREW, TWO CALLS FOR THE DUTY OFFICER, AND THEN TWO ALL CALLS WERE IN THOSE, ALL 26 OF THOSE 26 CALLS, WE ARRIVED ON SCENE FOR 19 OF THOSE CALLS WERE IN SERVICE FOR 22. NOW, OBVIOUSLY, THIS IS A PRETTY SMALL SET OF DATA TO KIND OF COMPARE WHAT WE WERE HOPING FOR IN OUR GOALS.
SO I'M VERY PLEASED WITH KIND OF THE FIRST 30 DAYS OF WHERE WE'RE AT.
OUR GOAL FOR AN IN-SERVICE TIME WAS 60S FOR A MEDICAL 80S FOR FIRE CALLS AND WHAT THAT MEANS IS IT'S BASICALLY WHEN WE GET PAGE THAT WE'RE ACKNOWLEDGE THE CALL.
WE'RE STARTING TO MOVE TOWARDS THE TRUCK, GET IN THE TRUCK, THAT TYPE OF STUFF.
SO THAT'S WHEN WE CHECK INTO SERVICE.
WE'RE AT 99 SECONDS IS WHAT WE AVERAGE AND THEN FOR FIRE CALLS IT'S 117.
SO A LITTLE BIT OVER THE TIME.
SO WE'RE WORKING ON TRYING TO GET OUR GEAR SET UP A LITTLE BIT QUICKER FOR THE DUTY CREWS.
REMEMBER BACK WHEN WE TALKED ABOUT THIS, WE PASSED KIND OF THE SUBURBAN RESPONSE ZONE FOR NFPA 1720? FOR THOSE THAT DON'T KNOW WHAT NFPA IS, THE NATIONAL FIRE PROTECTION ADMINISTRATION 1720 IS A GUIDELINE FOR HAVING CREWS AT THE STATIONS AND HOW QUICKLY YOU CAN GET TRUCKS ON SCENE AND WHICH IS THE SUBURBAN ZONE WAS TEN MINUTES AND 80% OF THE TIME OR LESS.
OR 80%, TEN MINUTES OR LESS 80% OF THE TIME, SORRY.
WE'RE A LITTLE BIT OVER THAT FOR OUR FIRST MONTH, SO WE'RE GOING TO WORK ON GETTING BETTER.
WE'RE AT 1057 80% OR LESS 80% OF THE TIME.
SO WE DO HAVE SOME WORK AHEAD OF US TO KIND OF IMPROVE THOSE TIMES.
BUT OVERALL FOR THE FIRST 30 SOME DAYS.
I'M VERY PLEASED WITH WHERE WE'RE AT AND HOW WE'RE DOING, SO IT CAN ONLY GET BETTER FROM HERE.
BUT ANY QUESTIONS FROM ANYBODY ELSE? I'M WAITING FOR CHIEF.
WE'RE KIND OF OPERATING AT A URBAN RESPONSE TIME.
PRIOR TO US TAKING THE TERRITORY OVER, WASN'T THAT WHAT WE WERE FINDING? IT WAS. IT WAS A RURAL RESPONSE.
TIME IS WHAT WE KIND OF IDENTIFIED.
YES. CORRECT AND THEN WHAT? WHAT KIND OF TIME? I'D HAVE TO. TEN MINUTES WITH SUBURBAN.
WHAT IS IT FOR? THE I BELIEVE THE RURAL WAS, LIKE 14 MINUTES 80% OF THE TIME OR LESS.
YEAH, WE'RE MAKING A NICE IMPROVEMENT OVER OVER THAT STANDARD.
WHAT IS OUR ARRANGEMENT FOR MUTUAL AID? WHAT IS OUR ARRANGEMENT FOR MUTUAL AID? WHAT? CITIES PROVIDE US MUTUAL AID.
WHAT CITIES DO WE PROVIDE MUTUAL AID TO? HOW DOES THAT WORK? SURE, ABSOLUTELY.
SO WE ARE PART OF THE HENNEPIN COUNTY FIRE CHIEFS ASSOCIATION, WHICH IS A MUTUAL AID AGREEMENT BETWEEN ALL THE COUNTY FIRE DEPARTMENT, ALL THE FIRE DEPARTMENTS IN HENNEPIN COUNTY. SO WE, IN ESSENCE, HAVE MUTUAL AID AGREEMENTS WITH EACH OF THE DIFFERENT COUNTY OR FIRE DEPARTMENTS WITHIN HENNEPIN COUNTY.
SPECIFICALLY, WE HAVE BOX ALARMS PUT TOGETHER FOR BOTH ZONES, AND WE HAVE AGREEMENTS WITH THOSE FIRE DEPARTMENTS IN THOSE ZONES ALSO.
SO I DON'T KNOW WHO HAS US ON THEIR CURRENT MUTUAL AID SYSTEM OR BOX ALARM SYSTEM.
I DIDN'T ASK THAT QUESTION SO.
WE DON'T KNOW AS A CITY WHO WHAT OTHER CITIES WILL RESPOND TO US IN A MUTUAL AID SITUATION? NO THAT'S INCORRECT. WE ABSOLUTELY DO.
OKAY. WHO ARE THEY? IT'S ALL IN OUR BOX. ALARMS. I CAN GET YOU THAT. I DON'T HAVE THAT INFORMATION.
I'D LIKE TO KNOW THAT I'D LIKE TO HAVE IT.
HAVE WE HAD ANY MUTUAL AID CALLS.
WE HAVE NOT HAD ANY MUTUAL AID CALLS.
NO. OKAY. HAVE WE PROVIDED ANY MUTUAL AID TO OTHER CITIES? NO WE'VE NOT BEEN CALLED FOR ANY OTHER CITIES.
HOW MANY CITIES? I DON'T KNOW HOW YOU'D SAY IT ARE PUTTING US ON THEIR BOX CALL SYSTEMS AROUND THE AREA.
I DO NOT KNOW. YOU DON'T KNOW? NO. THAT WOULD BE HELPFUL TO KNOW AS WELL AND THE NEXT UPDATE.
THE OTHER QUESTION I HAD IS ABOUT SCHOOLS.
[00:50:02]
SCHOOL IS STARTING SOON AND I'M WONDERING HOW YOU'VE BEEN WORKING WITH THE SCHOOL, OR IF YOU HAVE TO NOTIFY THEM THAT WHILE THERE IS A DEPARTMENT ACROSS THE STREET HERE, THIS IS NOT THE DEPARTMENT THAT SERVICES THE AREA OF THE SCHOOL AND HOW THOSE CONVERSATIONS ARE HAD, JUST AGAIN, IN THE INTEREST OF CLARITY AND HELPING PEOPLE UNDERSTAND WHO WILL BE RESPONDING BECAUSE THERE'S BEEN MAJOR CHANGES TO FIRE SERVICE IN THIS AREA.YES. SO WE DON'T HAVE ANY COMMUNICATIONS PER SE WITH THE SCHOOL AROUND THIS NEW DEPARTMENT.
ABSOLUTELY AND KNOW WHO RESPONDS TO THEIR AREA AND WHO DOES NOT RESPOND TO THEIR AREA.
YES. SO IS LONG LAKE, CURRENTLY THE ONLY FIRE DEPARTMENT THAT WILL SERVICE THE SCHOOL? I BELIEVE THERE.
WELL, I MEAN, UNLESS THEY HAVE SOMETHING BIGGER WHERE THEY NEED MUTUAL AID.
OKAY AND WOULD WE PROVIDE MUTUAL AID TO THE CITY OF LONG LAKE IF THERE WAS AN INCIDENT AT THE SCHOOL? I DON'T THINK WE'RE ON THEIR BOX ALARMS. ALARMS? NO, WE ARE NOT ON THEIR BOX ALARM.
I JUST HAVE TWO OTHER QUESTIONS AND THESE ARE QUESTIONS THAT ARE ASKED TO ME BY RESIDENTS.
SO I WANTED TO BRING THEM UP IN THE PUBLIC SAFETY REPORT.
WHERE ARE OUR DUTY CREWS OPERATING OUT OF WHEN THEY WOULD GO TO A CALL.
THEY OPERATE OUT OF THE CITY OF ORONO SO THEY CAN BE ANYWHERE WITHIN THE CITY.
WE DO HAVE SOME SURROUNDING AREAS THAT WE'VE ALLOWED THEM TO GO TO GET LUNCH, THAT TYPE OF STUFF.
SO THEY COULD BE RIGHT NEXT DOOR, OR THEY COULD BE A LITTLE BIT FARTHER AWAY.
SO THEY'RE KIND OF MOBILE SOMETIMES, SO IT JUST DEPENDS.
SO IF THEY'RE AT SO THEY DON'T AND THE GARAGE IN NAVARRE THE AREA THAT'S BEEN REHABILITATED OR REMODELED FOR TRUCK VEHICLE STORAGE, THAT'S NOT A PLACE WHERE CREW WOULD BE BASED OUT OF.
IT WOULD BE CORRECT. WE DO HAVE CREWS THAT GO OUT OF THERE SOMETIMES, TOO.
OKAY. I GO THERE ALL THE TIME, AND I SEE HIM IN THERE.
YOU WERE THERE? YEAH, I SAW YOU.
SO HOW OFTEN ARE THE CREWS BEING WHEN THEY'RE CALLED? HOW OFTEN ARE THEY RESPONDING OUT OF THAT AREA VERSUS THIS AREA, AND I DON'T HAVE THAT DATA SET.
ONLY OTHER QUESTION I'VE BEEN ASKED IS WHAT HAS BEEN YOUR LONGEST RESPONSE TIME AND CAN YOU EXPLAIN IT? AND I DON'T KNOW, I HAVEN'T SEEN THE RESPONSE TIMES.
I DON'T THINK WE SAW A SLIDE ON THAT TONIGHT.
SO I DON'T KNOW HOW THE RESPONSE TIMES ARE GOING.
I DON'T HAVE THAT INFORMATION RIGHT IN FRONT OF ME, BUT I CAN GET YOU THAT.
THAT WOULD BE HELPFUL AS WELL AS IF THERE'S BEEN ANY OUTLIERS.
WHAT DO YOU MEAN ABOUT CALL TIMES WHERE RESPONSE TIMES.
RESPONSE TIMES. BECAUSE WE'RE SEEING IT IN SERVICE TIME OF 60S FOR MEDICALS AND 80S FOR FIRE, BUT WITHOUT UNDERSTANDING WHERE THE OUTLIERS ARE, WHAT THESE SCENARIOS ARE LIKE. THIS IS VERY NEW AND I'D LIKE TO SEE JUST MORE DETAIL IN THE NEXT UPDATE.
THAT'D BE HELPFUL. OKAY. YEAH, THAT'S NOT A PROBLEM.
WOULD IT BE HELPFUL TO GET LONG LINKS SO YOU HAVE A COMPARABLE.
I THINK IT WOULD BE HELPFUL TO HAVE ONE FOR THE DEPARTMENT THAT WE'RE STARTING.
THAT'S WHAT I'M INTERESTED IN.
SO FOR THE ORONO FIRE DEPARTMENT A SPECIFIC EXAMPLE OF IF THERE ARE ANY CALL TIMES THAT HAVE BEEN LONGER OR THE LONGEST, BECAUSE ON AGAIN, ON A CONTINUUM, I WANT TO UNDERSTAND HOW WE'RE DOING IN TERMS OF THESE PUBLIC SAFETY OF THE SERVICE.
TYPICALLY WHEN WE TALK ABOUT STATISTICS, WE KICK OUT THE REALLY OUTLIERS.
I MEAN, THAT'S JUST KIND OF STATISTICALLY WHAT HAPPENS.
ABSOLUTELY. THANK YOU VERY MUCH.
BUT I THINK TO MARIA'S POINT, I THINK THAT'D BE A GOOD IDEA IS TO HAVE THE SAME INFORMATION FROM LONG LAKE AND JUST KIND OF PUT THEM NEXT TO EACH OTHER AS WELL, JUST TO SEE WHAT'S GOING ON, BECAUSE THEY BECAUSE THAT'S THEIR SERVICE IN OUR CITY AS WELL.
YEAH. IF THEY'RE WILLING TO PROVIDE THAT, I GUESS.
ADAM, WOULD YOU LOOK TO REQUEST THAT WE USED TO GET IT, BUT YEAH, IT MIGHT BE GOOD TO ALSO IF WE'RE GOING TO DO A COMPARISON IS TO ALSO LOOK AT THE RESPONSE TIMES YEAR OVER YEAR OUT OF STATION NUMBER TWO FROM LAST YEAR COMPARED TO WHERE WE'RE AT NOW, BECAUSE I THINK IT'S REALLY A GOOD IDEA TO UNDERSTAND, YOU KNOW, WHERE ARE OUR LONGEST RESPONSES AND OUR QUICK ONES? WE'RE GETTING A SENSE OF THE AVERAGE.
[00:55:02]
IT'D BE GOOD TO UNDERSTAND THAT.BUT WE ALSO HAVE TO DEFINE WHAT OUR BENCHMARK IS AND WHAT OUR BENCHMARK HONESTLY SHOULD BE IS WHAT IT WAS PRIOR TO US TAKING IT OVER. SO WE CAN COMPARE OURSELVES AGAINST? WHAT WAS OCCURRING THERE? THAT'S A GREAT IDEA. I DON'T THINK I DISAGREE.
I DON'T THINK THAT SHOULD BE OUR BENCHMARK.
WE HAVE A DIFFERENT SERVICE MODEL.
BUT I DO THINK WE SHOULD HAVE THAT NUMBER.
I THINK WE SHOULD BENCHMARK IT.
I THINK I'LL CHANGE MAYBE THE TERM.
RIGHT. IT'S JUST THAT GIVES US A BASIS TO COMPARE WHERE WE'RE AT NOW VERSUS WHERE WE WERE AND THEN WE OBVIOUSLY HAVE THE NFPA GUIDELINE OF, YOU KNOW, USING THE PROPER, YOU KNOW, SUBURBAN RESPONSE TIMES INSTEAD OF THE RURAL DISTRICT WHICH WHICH WAS BEING USED BEFORE.
SO WE WANT TO SHOW THAT BECAUSE I THINK WHAT I WOULDN'T WANT OUR FIRE DEPARTMENT TO BE CRITICIZED FOR IS ANYTHING OTHER THAN WHAT OUR RESPONSE WAS.
AND ARE WE? ARE WE? IS OUR RESPONSE TIMES GETTING BETTER THAN WHAT THEY WERE OR ARE THEY NOT? THAT'S A VERY IMPORTANT ONE.
SO THAT THE PUBLIC UNDERSTANDS THAT THE MODEL THAT WE ARE DOING IS ACTUALLY PROVIDING A LEVEL OF RESPONSIVENESS THAT THEY HADN'T HAD BEFORE AND THAT'S IMPORTANT FOR THEM TO SEE AND I KNOW IT'S NOT PUBLIC.
COUNCIL MEMBER JOHNSON, [INAUDIBLE].
SO WE WERE THE YOU'RE SAYING IN THE LONG LAKE DUTY CRUISE? [INAUDIBLE]. SO LONG LAKE HAS A VOLUNTEER DUTY CREW.
SO IT IS DIFFERENT MODEL STILL.
RIGHT AND THE EXPECTATIONS AND THEIR GOALS AND BENCHMARKS ARE DIFFERENT.
SO THE GOALS OF THE VOLUNTEER DUTY CREW ARE DIFFERENT THAN THE GOALS OF ORONO DUTY CREW STAFFED.
AS FAR AS HOW THEY'VE LAID IT OUT TO DATE, I DO THINK IT'S GOING TO BE HARD, JAMES, AND TO DO AN AVERAGE WHEN YOU ONLY HAVE 22 CALLS IS GOING TO BE VERY DIFFERENT. YEAH AND THEN ONE OUTLIER.
STANDARDS DON'T REALLY TALK ABOUT AVERAGE.
THEY TALK ABOUT PERCENTILES AND THAT'S WHAT IT SHOULD BE.
HOW MANY OF THE 22 CALLS THAT WEREN'T CANCELED.
WHAT PERCENT OF THEM HIT OUR GOAL? AND I KNOW PER I THINK LONG LAKE'S LAST REPORT, THEIR STATION ONE IN SERVICE TIMES AVERAGED WERE 5.9 MINUTES AND 7.4 FOR STATION TWO LAST MONTH. SO AS A POINT OF REFERENCE, IF THAT'S HELPFUL FOR YOU, JUST TO COMPARE WHAT WE ARE GETTING RIGHT NOW FOR STATION TWO AND STATION ONE AND SO WHERE IS THIS INFORMATION? WHERE IS THIS CALL TIME INFORMATION BEING PRESENTED? YOU HAVE TO REQUEST IT FROM LONG LAKE AND FOR OUR CITY.
WHERE DO WE FIND THE INFORMATION ON CALL TIMES FOR CITY OF ORONO FIRE DEPARTMENT.
I THINK THAT WOULD JUST BE HELPFUL TO HAVE IF WE'RE HAVING PUBLIC SAFETY UPDATES, ESPECIALLY GIVEN THE NATURE OF THIS DEPARTMENT BEING SO NEW, I THINK THAT SHOULD BE INCLUDED IN THE UPDATES. I KNOW I WOULD FIND IT HELPFUL.
WILL YOU JUST REQUEST IT SO THAT WAS A REQUEST? I MEAN, WE'VE ONLY BEEN DOING THIS FOR THE LAST 30 DAYS, SO IF YOU WANT INFORMATION INCLUDED IN UPDATES, WE ABSOLUTELY CAN DO THAT AND WE HAVE BEEN GIVING IN-SERVICE TIMES AND ALSO ON SCENE TIMES IN MY PREVIOUS UPDATES.
THIS ONE WAS JUST TO COMPILE THE DATA COMPARE.
YOU DON'T HAVE A SENSE IN TERMS OF A NUMBER OF MINUTES.
I WAS JUST LOOKING AT WHAT OUR GOALS WERE AND HOW WE COMPARED TO OUR GOALS.
I'M NOT SURE WHAT OUR ROLE IS OR WHAT THE POINT OF LOOKING AT CALL BY CALL AND SAYING, BREAK IT DOWN AND TELL ME THAT OUR ROLE ON COUNCIL AS FAR AS DICTATING THAT.
CAN YOU ELABORATE PRESENTING EVERY TIME BEFORE THIS? WHY WOULDN'T IT BE UP THERE TONIGHT AS AN AVERAGE BRAD? ABSOLUTELY, YES.
I'M ASKING WHY WE WOULD DO A CALL BY CALL AND ASKING WHY WE WERE SLOWER ON THAT ONE CALL.
I'M JUST WONDERING, BECAUSE I WOULD NEVER DO THAT TO COREY AND HIS TEAM.
I DON'T WANT TO GET BACK AND FORTH IN A SITUATION.
I'M ASKING A QUESTION ABOUT RESPONSE TIMES.
[01:00:06]
THE STAFFING MODELS OR ANYTHING ELSE THAT WE AS THE DECISION MAKERS AND THE PEOPLE WHO ARE RESPONSIBLE WITH THIS SERVICE, NEED TO KNOW ABOUT THAT.IT'S TO UNDERSTAND, GIVEN THAT WE ARE RESPONSIBLE FOR THIS, THAT WE UNDERSTAND WHAT'S GOING ON AND IF THERE ARE ANY ISSUES OR SITUATIONS THAT I LOOKING AT DATA MAY HAVE A QUESTION ABOUT, I'D LIKE TO KNOW, ARE YOU AWARE OF AN ISSUE? I AM NOT AWARE OF AN ISSUE.
I'M ASKING THAT WE'VE HAD 26 CALLS IN A LITTLE OVER A MONTH, AND I'D LIKE TO KNOW.
I ASKED GENERALLY LAST TIME, I THINK, DO YOU SEE ANY VULNERABILITIES? I'M LOOKING FOR OUTLIERS.
I'M LOOKING FOR ANYTHING ABOUT THIS PROGRAM THAT MAY BE CAUSE FOR DOING THINGS DIFFERENTLY.
REEVALUATING. THAT'S IMPORTANT FOR ME TO KNOW WE ARE RESPONSIBLE FOR OUR COMMUNITY, AND I JUST FIND THAT I LIKE TO ASK QUESTIONS, AND I LIKE TO FEEL INFORMED AND IF THERE'S ANYTHING, WHETHER IT'S MUTUAL AID, WHICH I ASKED ABOUT A MOMENT AGO OR THIS.
THAT'S JUST ME. I DON'T I'M NOT INTERESTED IN GETTING A DEBATE.
I'VE ASKED FOR THE INFORMATION.
IF WE AS A COUNCIL DECIDE THAT WE DON'T WANT TO SEE THAT IT'S NOT BAD TO ASK QUESTIONS.
BUT I THINK AS WE DIVE INTO THIS, WE'RE COVERING YOU'RE LOOKING AT THE WHOLE CITY OF ORONO THOSE QUESTIONS, IF THEY'RE GOING TO BE ASKED FROM ORONO CALLS THAT ARE OUTLIERS, THINGS OF THAT NATURE, THE SAME THING SHOULD BE ASKED OF LONG LAKE.
IN ALL THESE YEARS OF FIRE ADVISORY BOARD MEETINGS, WE HAVEN'T YET.
OKAY. SO BEING, YOU KNOW, BEING IN THE FIRE SERVICE, THEY TEND TO LOOK AT AVERAGES AND RESPONSE TIMES AND THINGS OF THAT NATURE, BECAUSE THERE'S ALWAYS AN OUTLIER TYPE OF CALL THAT TENDS TO BE A BETTER WAY TO DO IT, I THINK.
I DON'T WANT TO SPEAK FOR YOU, BUT WHAT MATT WAS TALKING ABOUT EARLIER IS JUST SHOWING THINGS OF IMPROVEMENT THAT WE CAN LOOK AT AND KIND OF COMPARE TO HOW THINGS WERE DONE BEFORE.
IT'S, YOU KNOW, IN THE STATION TO CALL AREA SAYING, ARE WE IMPROVING ON THESE RESPONSE TIMES? ARE WE GETTING OUT THE DOOR QUICKER? ARE WE GETTING ON SCENE QUICKER? THESE ARE MEASURABLE THINGS THAT WE CAN DO NOW.
AND IF WE HAVE A DIFFERENT MODEL NOW, IS IT WORKING BETTER? YOU KNOW WHAT I MEAN? SO IT'S NOT THAT, YOU KNOW, WE'VE CHANGED THE MODEL IS THIS IMPROVING OUR SITUATION AND I THINK I WOULD AS A COUNCIL, I THINK WE NEED TO ALSO BE RESPECTFUL OF GETTING INTO THE COMPLETE MINUTIA LIKE YOU'RE TALKING ABOUT.
I WOULD PUT IT TO THE FIRE CHIEF WORKING WITH ADAM.
CAN YOU? WE'RE HAVING A COUNCIL MEETING.
OKAY. NOW, CAN YOU JUST, LIKE, TONE IT DOWN AND SIT.
HAVE OUR FIRE CHIEF AND OUR CITY ADMINISTRATOR WORK ON WHAT'S THE BEST? OH MY GOD.
DO I GET TO TALK? THIS IS OUR COUNCIL MEETING.
HAVE OUR FIRE CHIEF AND OUR CITY ADMINISTRATOR WORK ON WHAT IS THE BEST INFORMATION TO PRESENT TO US? THAT'S A STANDARD KIND OF INFORMATION TO PRESENT TO US.
IF A SPECIFIC COUNCIL MEMBER WANTS TO GET SPECIFIC OTHER INFORMATION THAT THEY WANT TO HAVE, THEN YOU ARE FREE TO CALL UP ADAM, WHO IS THE CITY ADMINISTRATOR, WHO THE CHIEF REPORTS TO, AND ASK FOR SOME SPECIFIC INFORMATION IF YOU'D LIKE.
I KNOW YOU'RE NOT SHY ABOUT DOING THAT, SO THAT'S HOW THAT WOULD BE, THAT APPROACH.
RIGHT AND THEN, YOU KNOW, PREPARE.
IS THE OTHER OPPORTUNITY THERE? SO UNLESS THERE'S OTHER QUESTIONS FOR THE CHIEF AT THIS POINT, DO YOU HAVE ANY OTHER QUESTIONS? NO THANK YOU. THANKS FOR THE GOOD JOB.
THANK YOU FOR THE PRESENTATION.
WELL, THAT WILL MOVE US ON TO OUR CITY ATTORNEY REPORT.
[Attorney Report]
WELL THANK YOU, MAYOR.MEMBERS OF THE COUNCIL. I DON'T HAVE ANY UPDATES OTHER THAN TO SAY THAT IN AT YOUR NEXT MEETING.
I DO PLAN ON BRINGING A COUPLE UPDATES FORWARD, AND THEY MAY BE IN CLOSED SESSION.
SO WITH THAT, I'D STAND FOR ANY QUESTIONS IF THERE ARE ANY.
AT THIS POINT I HAVE SOME QUESTIONS.
[01:05:01]
WE ALL DO, OR FROM STAFF.I WOULD LIKE YOU TO CLARIFY THAT.
SO A REPLY ALL IS NOT A PER SE VIOLATION OF THE OPEN MEETING LAW.
SO FOR EXAMPLE, IF SOMEONE SENDS AN EMAIL TO THE FULL COUNCIL AND SOMEONE RESPONDS TO IT, CERTAINLY ONE AT A TIME WHERE THE REST OF THE COUNCIL ISN'T INVOLVED, THERE'S NO OPEN MEETING LAW IMPLICATIONS IN MY OPINION.
A REPLY ALL WHILE I WOULD SAY BEST PRACTICE IS NOT TO DO IT TO THE EXTENT IT'S DONE.
ONCE YOU'VE GOT A SINGULAR RESPONSE AND THE REST OF THE COUNCIL HASN'T BEEN ENGAGED, SO THE FULL COUNCIL HAS SEEN A SINGULAR RESPONSE BUT HAS NOT ENGAGED ON IT.
THE CONCERN WITH A REPLY ALL, OF COURSE, IS THAT IF ONE COUNCIL MEMBER SEES SOMEONE ELSE ENGAGING, DOES IT LEAD TO ANOTHER DISCUSSION? SO A SINGULAR REPLY ALL WILL NOT BE A VIOLATION OF THE OPEN MEETING LAW IN MY OPINION.
NOW IT DEPENDS ON THE REST OF THE THREAD OF COURSE, BUT SO FOR EXAMPLE, IF ADAM SENDS OUT AN UPDATE, SOMEONE REPLIES ALL THAT IN AND OF ITSELF ISN'T A VIOLATION IN MY OPINION.
IT IS THE IF THE REST OF THE FOLKS DO THE REPLY ALL AT SOME POINT, IT CAN RESULT IN A DISCUSSION.
IF YOU'RE ASKING FOR A REPLY AND ASKING FOR A DISCUSSION OBVIOUSLY IS A AND EVEN BENIGN THINGS.
IF ADAM SENDS OUT A HERE'S YOUR MOST RECENT FIRE CALL THING, AND IF RICHARD SAYS, HEY, BY THE WAY, I NOTICED YOU DIDN'T ADD THIS AND THEN THAT'S A REPLY ALL AND THEN MARIA ADDS A REPLY ALL.
I'D LIKE THIS THAT WE CAN'T DO.
WE CAN'T HAVE A VIRTUAL DISCUSSION ON THOSE SORTS OF ITEMS. SO I WOULD ALWAYS CAUTION ON THE REPLY.
BUT A SINGULAR REPLY ALL AGAIN DEPENDING ON WHERE THE THREAD STARTS.
COUNCIL MEMBER BENSON IN AND OF ITSELF DOES NOT VIOLATE THE OPEN MEETING LAW.
OKAY. THANK YOU. I HAD ANOTHER QUESTION.
COUNCIL WAS GIVEN VERY HELPFUL INFORMATION LAST WEEK BY YOU THROUGH CITY ADMINISTRATOR ABOUT STATE STATUTES INVOLVING CAMPAIGNING ISSUES AND I JUST WANTED TO CLARIFY A COUPLE OF THINGS. CAN YOU JUST EXPLAIN WHERE THE VIOLATION OCCURS IF A IF A MEMBER OF COUNCIL IS SPEAKING ABOUT A CAMPAIGN FROM THE DAIS? IS THERE ANY MORE RECOMMENDATIONS YOU CAN GIVE ON THAT DURING ELECTION SEASON? YEAH, DURING THE ELECTION SEASON, RIGHT NOW WE ARE USING AND CONSUMING PUBLIC FUNDS AND DOLLARS AND SO THE IDEA IS CERTAINLY AS CANDIDATES. WELL, I DON'T KNOW THIS, BUT THERE'S BEEN DOOR KNOCKING OR CAMPAIGNING.
WHAT YOU DO ON YOUR OWN TIME IS YOUR BUSINESS.
WHAT YOU DO FROM THE DAIS DOES HAVE SOME RULES AND RESTRICTIONS.
OKAY. THANK YOU AND THAT INCLUDES.
WHAT LATITUDE DO COUNCIL MEMBERS HAVE WITHIN THEIR MAYOR COUNCIL REPORT? IS THAT SIMILARLY TO NOT BE DISCUSSING CAMPAIGN RELATED ISSUES OR.
SO WHAT I WOULD SAY IS IT'S MORE OR LESS ENDORSEMENTS.
SO IF YOU TALK ABOUT THE CANDIDATE IN PARTICULAR, BUT ISSUES IN GENERAL, I MEAN, THERE ARE THINGS THAT ARE IMPORTANT TO EACH OF YOU INDIVIDUALLY THAT I THINK TOPICALLY YOU CAN CERTAINLY DISCUSS IF YOU'RE PASSIONATE ABOUT THE LAND, IF AVERAGE LAKESHORE SETBACKS, IF THAT BECOMES AN ELECTION ISSUE, IT'S CERTAINLY SOMETHING YOU GUYS CAN DISCUSS UP HERE ALL YOU WANT. THAT IS POLICY MAKING IN ITS TRUEST FORM IN MY OPINION.
SO IT'S NOT AN ISSUE PRECLUSION.
THAT'S CORRECT. OKAY AND THE FINAL QUESTION IS WHERE SHOULD RESIDENTS REPORT CONCERNS IF THEY HAVE THEM ABOUT CAMPAIGN VIOLATIONS OR POSSIBLE VIOLATIONS? I BELIEVE I DON'T HAVE THAT LIST BEFORE ME.
BUT I AM ALSO NOT NECESSARILY HERE TO HELP CITIZENS FILE A COMPLAINT AGAINST ONE OF YOU.
BUT WE CAN PROVIDE THEM THE RESOURCES SO THEY KNOW WHERE THEY CAN FILE THAT.
THAT'S A CERTAIN CUT AND PASTE AND MOST OF THOSE COMPLAINTS WOULD, WOULD IF THEY COME TO US, WE WILL BE REFERRING FOLKS TO THE SECRETARY OF STATE AND THOSE AGENCIES WHO HAVE THE RESOURCES TO.
[01:10:02]
OKAY. SO WE AS COUNCIL MEMBERS CAN SEND FOLKS TO YOU IF THEY HAVE QUESTIONS.OKAY. I JUST LIKE WE HAD SOME ISSUES TODAY ON CAMPAIGN SIGNS.
YES AND THE ONE THING THAT I WOULD JUST LIKE TO BE VERY CLEAR IS THE CITY STAFF DOES NOT POLICE.
DISPUTES BETWEEN ELECTED OFFICIALS OR PEOPLE OUT THERE CAMPAIGNING.
ANY OTHER QUESTIONS FOR [INAUDIBLE]? ALL RIGHT. THANK YOU.
ALL RIGHT. THAT WILL BE TAKE US TO OUR CITY [INAUDIBLE] AND ENGINEER REPORT.
[City Administrator/Engineer Report]
MAYOR, MEMBERS OF THE COUNCIL, JUST A COUPLE UPDATES.WE ARE STILL FINISHING UP OUR STREETS PROJECTS THROUGH THE CITY STREETS PROJECTS.
I KNOW WE'VE GOTTEN SOME INPUT ON OTHER AGENCIES DOING PROJECTS IN OUR IN OUR CITY.
SO WE DO HAVE A LOT OF WORK GOING ON.
HENNEPIN COUNTY IS BUSY WORKING.
SORRY. PROJECT WAS BAYSIDE, LEAF, FOX AND OLD CRYSTAL BAY CHANGES NAMES AS IT WINDS THROUGH OUR CITY AND THE METROPOLITAN COUNCIL STILL CONTINUES TO DIG ON NORTH SHORE AND SIFT AND SIFT.
I KNOW WE'VE HAD A COUPLE INQUIRIES.
WHAT THEY'RE DOING RIGHT NOW IS AN EMERGENCY REPAIR PROJECT FOR ONE OF THEIR SEWER INTERCEPTORS AND WHAT DROVE THAT PROJECT WAS THEIR PREPARATIONS FOR, ACTUALLY A DELIBERATE REPLACEMENT OF OF THEIR MUCH LONGER SEGMENT OF THAT INTERCEPTOR, WHICH WILL EVENTUALLY GO BASICALLY ALONG THE DAKOTA TRAIL, THE RAIL LINE FROM ORONO ORCHARDS TO THE EAST AND BROWN ROAD IN THERE AS WELL.
CAN YOU EXPLAIN SOME OF THE THINGS THAT THEY'VE RUN INTO, ADAM, ON THAT PROJECT, WHY IT'S KIND OF TAKING SO LONG? WELL, THEY HAD A LOT OF DIFFICULTY IN SETTING UP THEIR NOT DIFFICULTIES, BUT IT IS CHALLENGING, ESPECIALLY WITH PIPES OF THAT SIZE FOR THEM TO SET UP THE BYPASS IS A PRESSURIZED PIPE.
SO THE FIRST THING THEY DID QUITE A BIT OF TIME DOING WAS SETTING UP THEIR BYPASS AND NOW THEY'VE BEEN WORKING ON GETTING THE THEIR ACTUAL REPLACEMENT PIPE IN PLACE AND IN THE MEANTIME, I UNDERSTAND THAT THERE WAS DISCOVERY OF SOME NATIVE AMERICAN ARTIFACTS IN THE GROUND.
YOU HAVE TO RESPECT THE REMAINS.
CORRECT. PEOPLE HAVE TO KNOW THAT THIS WAS AN EMERGENCY REPAIR THAT THEY WERE NOT EXPECTING EITHER THAT THEY DUG IN AND THEY SAW THAT THEY HAD TO GET IN THERE IMMEDIATELY TO REPAIR. THEY WERE DOING THEY WERE DOING THE PREPARATORY WORK FOR THEIR DELIBERATE PROJECT AND REALIZED THEY HAD A SIGNIFICANT ISSUE WITH WHAT THEY ALREADY HAD.
SO HENCE THE EMERGENCY REPAIR.
IS THERE A GOOD PLACE FOR PEOPLE TO GET INFORMATION ON THE PENDING DEADLINE? LIKE WHAT? WE'RE GUESSING.
OBVIOUSLY IT'S STILL A BEST GUESS.
SO IF FOLKS ARE LOOKING FOR THOSE UPDATES, I DID REACH OUT TO THE STAFF FROM THE MET COUNCIL JUST THIS LAST WEEK, ASKING THEM IF THEY COULD DO A LITTLE BIT BETTER JOB OF PUSHING OUT SOME UPDATES ON.
THANK YOU ON THAT. THEY SAID THEY HAD AN UPDATE FORTHCOMING.
THE OTHER THING WE WE ALSO HAD SOME ISSUES WITH ONE OF OUR SEWER PROJECTS.
THEY DID HAVE TO DO SOME WORK TO PUT IN A BYPASS.
THIS WASN'T ED NORTON AND THIS IS IN A SEWER MAIN THAT IS OVER NEAR OUR HACKBERRY NEIGHBORHOOD THAT LEADS IN AND CONNECTS INTO THE LONG LAKE SYSTEM.
NEXT MONDAY THE 19TH, OUR NEW PARKS AND FACILITIES.
[01:15:01]
SUPERINTENDENT TAYLOR, THAT'S HIS FIRST DAY.AWESOME. HE WAS GRACIOUS ENOUGH TO COME JOIN US FOR THE PARKS COMMISSION MEETING LAST TUESDAY.
BUT HIS FIRST OFFICIAL START DATE WILL BE NEXT MONDAY.
VERY GLAD TO HAVE HIM ON BOARD. AWESOME.
I'VE GOT A COUPLE OF THINGS FOR YOU.
SURE. FIRST OF ALL THE COUNTY'S PROJECT ON BAYSIDE I THOUGHT WAS VERY IMPRESSIVE.
IT WAS INCONVENIENT FOR A FEW DAYS, BUT THEY DID THAT IN RECORD TIME, I THOUGHT.
IT WAS A MILL AND OVERLAY AND PAINTED THAT REALLY FAST.
WHERE DOES SOMEBODY GO FOR THAT? THAT'S A COUNTY ROAD. THEY GO WITH THE COUNTY.
SO SOMETIMES WHAT WE'LL ALSO DO IS ON THOSE NEW ROADS IS WE HAVE SOME SPEED FEEDBACK TRAILERS.
SO IF RESIDENTS REACH OUT ABOUT A PARTICULAR AREA, THEY HAVE CONCERN.
ONE OF THE THINGS WE'LL DO IS WORK WITH THE POLICE DEPARTMENT TO GET A SPEED FEEDBACK TRAILER.
OKAY AND BECAUSE DJ IS NOT HERE TONIGHT, I ALSO WANTED TO BRING UP ABOUT TREE BRANCHES AND TREE TRUNKS OVER SIX INCHES IN DIAMETER AT OUR FACILITY FOR OUR BRUSH SITE, SO WE CURRENTLY DON'T TAKE THAT WITH THE RECENT STORMS. A COUPLE DIFFERENT RESIDENTS, ONE I RAN INTO AND THE OTHER ONE CALLED ME.
HAD TREES FALL DOWN AND THEN THEY TOOK THEM, CHOPPED THEM UP, BROUGHT THEM OVER THERE, AND THEN THEY WERE TOLD THEY WERE TOO BIG IN DIAMETER AND WE DON'T TAKE IT AND SO I THINK WE WERE IN TALKING TO ADAM, THEY WERE YOU KNOW, WE'RE LOOKING AT THE EXPENSE OF HOW THAT GREW OVER THERE, AND IT GOT EXPENSIVE.
BUT I WOULD LIKE US TO AT LEAST EVALUATE A PAID SERVICE, AT LEAST IF, YOU KNOW, IF THE BIGGER STUFF IS MORE EXPENSIVE, THAT AT LEAST GIVE OUR RESIDENTS AN OPTION TO PAY WHATEVER OUR COST IS TO HAVE THE BIGGER STUFF REMOVED INSTEAD OF JUST TURNING THEM AWAY.
WE, YOU KNOW, IT'S ONE OF THE SERVICES WE PROVIDE THAT I GET A LOT OF POSITIVE FEEDBACK BECAUSE THAT IS A GREAT RESOURCE AND YOU CAN GET SOIL THERE AND WOODCHIPS AND ALL THAT.
BUT I THINK WE SHOULD AT LEAST EVALUATE IF ONE OF THE OPTIONS IS TO PROVIDE.
SOME OF IT HAS A COST TO RESIDENTS BECAUSE RESIDENTS ONLY, AND AT LEAST THEY HAVE A PLACE TO BRING IT FOR A FEE AND IT'LL BE AN INTERESTING CONVERSATION TO HAVE ABOUT WHAT THAT WOULD ENTAIL IF WE COULD DO THAT.
SO AS WE HAD A CONVERSATION EARLIER TODAY.
SO AT THE BRUSH SITE MAYBE 2 OR 3 YEARS AGO, WE MADE A POLICY DECISION TO EXCLUDE THE LARGER TRUNKS, BASICALLY OF THE TREES, BECAUSE WHAT WE WERE FINDING IS THAT THE, BRUSH SITE WAS JUST GETTING OVERWHELMED WITH JUST VOLUME AND MASS.
SO WE WENT OUT AND LOOKED AT WHAT SOME OF OUR COMPETITORS IN THE BRUSH SITE WORLD WE'RE DOING, AND A NUMBER OF THEM EXCLUDED SIX INCH AND LARGE AREAS AND BUT THE OTHER THING WE TALKED ABOUT IS WE COULD LOOK AT AS WE GO THROUGH, AS WE DO EVERY YEAR AS PART OF THE BUDGET WITH THE FEE SCHEDULE. IF THERE'S A MECHANISM THAT WE MIGHT ADD SOMETHING LIKE THAT BACK IN THE FEE SCHEDULE AS WE LOOK TO 2025.
SO IT'S KIND OF WHAT KIND OF WHAT WOULD BE MY THOUGHTS AND I'D LIKE TO SEE US, YOU KNOW BE ABLE TO DO THAT FOR THIS FALL FOR, FOR PEOPLE'S CLEANUP.
SO MAYBE WE CAN WHAT WOULD THE NEXT STEP BE FOR YOU GUYS TO, FOR STAFF TO TALK TO OUR CURRENT SUPPLIER AND SEE HOW MUCH MORE THEY CHARGE FOR THE BIGGER STUFF OR.
WELL, I THINK WE CAN DO THAT ANALYSIS RIGHT OFF THE BAT BECAUSE IT'S NOT REALLY THE OUR CONTRACT.
THE CONTRACTOR THAT COMES TO DO OUR GRINDING DOESN'T DIFFERENTIATE IN THE SIZE OF THE BRANCHES.
THAT'S SOMETHING WE DID TO REDUCE THE OVERALL VOLUME AT THE SITE.
SO WE CAN FIGURE OUT A THAT'S WHAT YOU'D LIKE US TO DO.
IF WE COULD GET IT DONE QUICK ENOUGH, WE COULD.
WELL, BECAUSE WE WERE BECAUSE NOW WE'RE LIMITED ORONO RESIDENTS.
BECAUSE BEFORE WE WERE GETTING OUTSIDE OF ORONO TO WE STILL ACCEPT OUTSIDE OF ORONO AND A FEE.
[01:20:06]
WE JUST DON'T ACCEPT LARGE TREE TRUNKS FROM ANYONE.OKAY, SO IF YOU WANT US TO LOOK AT OPTIONS LIKE ACCEPTING THE TREE TRUNKS FROM ORONO RESIDENTS FOR A FEE OR SOMETHING ALONG THOSE LINES, SOMETHING LIKE THAT, WE COULD DO SOMETHING.
THAT ORONO RESIDENCE FOR THE REMAINDER OF THIS YEAR CAN BRING THE BIGGER STUFF AND WE SEE, YOU KNOW, WHAT KIND OF VOLUME INCREASE THAT REALLY MEANS TO US. WE CAN, BUT I THINK WE'D HAVE TO WE'D STILL HAVE TO DO AN AMENDMENT TO OUR FEE SCHEDULE, BECAUSE THAT'S WHERE [INAUDIBLE] SAYS NO, NOTHING OVER SIX INCHES.
YEAH. IT'S GOING TO INCREASE COST OF DOING IT.
BUT THAT'S SOMETHING WE CAN CERTAINLY WE CAN LOOK AT IT.
YEAH. BUT EITHER WAY WE HAVE TO ADJUST THE FEE SCHEDULE BECAUSE IT SAYS NOTHING OVER SIX.
SO WE WOULD HAVE TO ADJUST IT EITHER WAY.
SO DO YOU NEED A MOTION TO MAKE A CHANGE OR TO BRING A PROPOSAL OR PROBABLY JUST A DIRECTION? YEAH. JUST DIRECTION.
WE'LL PUT SOMETHING TOGETHER AND BRING IT UP TO A FUTURE MEETING FOR YOU.
THAT'S ALL. ANYTHING ELSE FOR ADAM? THANK YOU. THANK YOU. ADAM.
ALL RIGHT, WELL, NOW WE'RE TO COUNCIL COMMITTEE REPORTS.
[16. Council Committee Reports]
LOOKS LIKE WE HAD TWO OF THOSE.WE HAD THE ORONO POLICE COMMISSION AND THAT WAS MATT AND COUNCIL MEMBER.
SO WE MET ON JULY 24TH AND COVERED SO MANY THINGS.
IT'S ALWAYS VERY INFORMATIVE MEETING.
THE DEPARTMENT'S BEEN BUSY WITH OVER OR ABOUT 10,000 CALLS SINCE JANUARY 1ST, WHICH IS A LOT AND THE DEPARTMENT IS SEEING AN INCREASE IN ONLINE SCAMS WHERE INDIVIDUALS.
I DON'T KNOW ALL THE DETAILS, BUT FOLKS ARE BEING ASKED TO EITHER GIVE MONEY OR WHATNOT, AND IT'S A SCAM AND SO AWARENESS AROUND THAT ISSUE IS IMPORTANT FOR FRIENDS, COMMUNITY MEMBERS, RELATIVES BECAUSE IT'S QUITE HARD, IF NOT IMPOSSIBLE, TO RETRIEVE FUNDS ONCE THEY'VE BEEN TAKEN.
THE SOCIAL WORKER, THE EMBEDDED SOCIAL WORKER CONTINUES TO BE VERY BUSY AND HAS BEEN VERY BENEFICIAL, WITH 76 CASES REFERRED SO FAR IN 2024 AND IS REALLY MAKING A BIG IMPACT THERE, THEIR SHARED WITH SEVERAL OTHER CITIES.
THIS INDIVIDUAL AND SHE'S DOING A LOT TO REALLY HAVE AN IMPACT ON FOLKS WHO NEED CERTAIN TYPES OF ASSISTANCE AND WHO HAVE BEEN CALLING THE DEPARTMENT FOR HELP AND IS REALLY MAKING A LOT OF HEADWAY WITH THAT AND RELIEVING SOME OF THE PRESSURE ON THE DEPARTMENT, WHICH IS WONDERFUL TO KNOW.
WITH THE K-9 PROGRAM, K-9 WILL BE COMING EARLY IN THE NEW YEAR AND WILL TRAIN WITH AN OFFICER FOR A PERIOD OF TIME WITH A PROJECTED START TIME, I BELIEVE, OF NEXT SUMMER TO BEGIN PATROLLING OR BEING UTILIZED.
LET'S SEE WHAT ELSE THE DEPARTMENT WAS AWARDED.
A TRAFFIC SAFETY VEHICLE, A GRANT FOR A VEHICLE TO PATROL FOR DISTRACTED DRIVING AND THIS UNMARKED VEHICLE IS, AS NOW, ARRIVED ON SITE AND WILL BE USED TO STOP PERSONS WHO ARE USING TECHNOLOGY IN WAYS THAT IS NOT ALLOWED LEGALLY, AND TO DO SOME EDUCATION AROUND THAT AND THE NICE PART ABOUT THIS IS THAT THE FOLKS ARE STUDENTS WHO ARE LEARNING HOW TO DRIVE, AND DRIVER'S ED HAVE ALREADY BENEFITED FROM SOME EDUCATION AROUND THIS, WHICH IS REALLY CRITICAL.
FLOCK CAMERAS ARE THE TECHNOLOGY, WHICH IS REALLY CRITICAL FOR INVESTIGATIVE REASONS AND THE DEPARTMENT, THESE ARE ABOUT $3,900 APIECE AND WE'RE LOOKING TO POSSIBLY ACQUIRE MORE OF THESE BECAUSE THEY'RE SO CRITICAL IN TERMS OF THE ABILITY OF THE INVESTIGATORS TO BE ABLE TO SEE INFORMATION THAT IS ASSISTING WITH SOME INVESTIGATIONS THAT ARE CONTINUING AND WILL CONTINUE.
SO THAT'S MONEY THAT MAY BE LOOKED AT BEING NEEDED IN THE NEAR TERM FOR MORE TECHNOLOGY AROUND POLICING AND MAKING SURE THE DEPARTMENT HAS WHAT IT NEEDS TO DO THAT WELL.
THERE ARE TOO MANY TO RECOUNT, SO I WON'T RECOUNT THEM ALL, BUT MANY VISITS TO VARIOUS EVENTS IN THE COMMUNITY AND REALLY POSITIVE RESPONSES THERE. AND THE DEPARTMENT CONTINUES TO WORK REALLY DILIGENTLY TO CONNECT WITH FOLKS AT TIMES WHEN THEY'RE NOT IN NEED OF AN EMERGENCY, WHICH IS ALWAYS NICE TO BE ABLE TO DO.
[01:25:01]
SO THAT'S ABOUT IT, UNLESS YOU HAVE ANYTHING TO ADD.YEAH. THE ONLY OTHER THING WAS YOU KNOW, THERE WAS SOME CONVERSATION AROUND THE PROSECUTING ATTORNEYS COVERING THE CITIES AND SO WITH OUR POLICE DEPARTMENT COVERING MULTIPLE CITIES AND USING DIFFERENT PROSECUTORS TO OTHER SURROUNDING CITIES.
THEY'RE EITHER RETIRING OR CANCELING THEIR CONTRACTS.
SO THERE'S AN OPPORTUNITY TO POTENTIALLY CONSOLIDATE.
SO WE HAD SOME DISCUSSIONS AND OFFERED OUR SUPPORT WITH THEM TO BECAUSE WE HAD ALREADY COVERED THIS AND SO THAT WOULD BE ANOTHER THING JUST TO ONE OF THE THINGS THE POLICE DEPARTMENT RUNS INTO IS THEY AN INCIDENT MIGHT START IN ONE CITY, END IN ANOTHER, AND THEN YOU HAVE TWO DIFFERENT ATTORNEYS INVOLVED, POTENTIALLY IN A PROSECUTION AND IF WE LEAST LOOKED AT THE PROSECUTION SIDE TO CONSOLIDATE, THERE COULD BE SOME EFFICIENCIES WITH THAT.
SO THAT WAS THE ONLY OTHER THING THAT WAS TALKED ABOUT.
YOU WANT TO START, MARIA? SURE.
GO AHEAD. THE MAIN THING THAT OUR GROUP DOES IS TALK ABOUT THE BUDGET.
SO WE DID FINALIZE THE BUDGET AFTER A FEW MINOR TWEAKS.
THE CALCULATION FOR THE SECOND LARGEST LINE ITEM.
THE DUTY CREW WASN'T CORRECTED, BUT THEY'RE WORKING ON IT, AND WE'LL HAVE THAT.
THAT BEING SAID, IT'S SUCH A SMALL PERCENTAGE.
IT WAS JUST A BEST PRACTICE EXERCISE, MORE THAN AN IMPACTFUL FOR THE BUDGET AS FAR AS THAT WENT.
THE CIP WAS NOT PRESENTED LAST YEAR AND THERE WASN'T A SUGGESTION FOR A CIP, BUT IT WAS REINTRODUCED THIS YEAR AND ALTHOUGH THE PURCHASE HAS ALREADY BEEN MADE, THEY ARE SEEKING FUNDING WHERE THEY TALKED ABOUT DOING THIS SEPARATELY FROM THE BUDGET AS THEY DID LAST, AS WE DID LAST YEAR.
SO WE DID THE OPERATING BUDGET AND THE CIP SEPARATELY AND THAT DISCUSSION WILL COME UP AGAIN AFTER TALKING ABOUT THE CONTRACT COMING TO AN END AND HOW DO YOU UNBUNDLE AN ASSET WITH ONLY A FEW MONTHS LEFT? WE TALKED ABOUT IT WAS IMPORTANT FOR ME TO UNDERSTAND HOW DEPRECIATION WORKS ON A VEHICLE IF YOU DRIVE IT OFF THE LOT.
SO WE TALKED ABOUT ASSURANCES AND IF THEY WERE ABLE TO PURCHASE IT AT THE END OF THE CONTRACT FROM US AND WE COULD FLOAT THEM THE MONEY IF THEY NEEDED IT FOR CASH FLOW JUST TO DO THE CIP AND THAT WAS SOMETHING THEY WERE GOING TO DISCUSS.
SO THAT WOULD BE MAYBE A GOOD INTERIM WAY THAT WE'D BE ABLE TO HELP SUPPORT A CIP, GET THE CAPITAL THAT THEY NEED AND ALSO HAVE A CLEAN ENDING INSTEAD OF TRYING TO MURKY THE WATER AT THE END OF A CONTRACT.
ANY OTHER? I REALLY DON'T HAVE MUCH MORE TO ADD.
IT'S I THINK THE CFP DISCUSSION WAS WAS BIG AND LIKE MARIA SAID, THE UNBUNDLING OF ASSETS IS THE MOST IMPORTANT THING AND, YEAH, WE HAD TALKED ABOUT IT AND OF COURSE, WE WANT TO BE SUPPORTIVE AND INVEST IN THE ASSETS NEEDED TO PROTECT OUR COMMUNITY.
THAT BEING SAID, WE ALSO REALIZE THIS IS A BUDGET MEETING AND TO UNBUNDLE AT THE END.
WITH ONLY A FEW MONTHS LEFT, IT MIGHT NOT COME TILL JULY OF NEXT YEAR.
SO BY THE TIME IT'S DELIVERED WE'D HAVE SIX MONTHS AND HAVE TO FIGURE IT OUT.
IT'D BEHOOVE US TO FIGURE THAT OUT IN ADVANCE.
GREAT. ARE THERE PARTICULAR CAPITAL PURCHASES THAT ARE NEEDED OR CAPITAL ITEMS THAT ARE NEEDED RIGHT NOW FOR THE DEPARTMENT? I DID CLARIFY THAT AT THE LAST MEETING.
THEY MOVED IT UP BECAUSE IT'S A WANT, NOT A NEED NECESSARILY.
IT WILL BE NOT AN IMMEDIATE NEED.
I SHOULD SAY IT WON'T IMPACT SAFETY AND THEY'RE ABLE TO DO THE JOB WITH WHAT THEY HAVE.
WHAT IS IT? IS IT A VEHICLE OR.
YEAH. OKAY. SO WE'RE NOT OBLIGATED AS A CITY AND I DON'T KNOW IF THIS IS A QUESTION FOR SOVEREIGN OR THE COUNCIL OR CITY ADMINISTRATOR, BUT WE HAVE A COMPREHENSIVE PLAN THAT CLEARLY STATES THAT OUR CITY WILL SHARE IN THE COSTS OF THE DEPARTMENT WHICH IS SERVING US, WHICH IS LONG LAKE, WHICH WE'RE STILL BEING SERVED OF.
[01:30:04]
SO WE'RE UNDER A CONTRACT WITH OUR NEIGHBORING CITY, WITH THE CITIES OF LONG LAKE AND MEDINA AND THAT CONTRACT STIPULATES HOW BOTH THE OPERATING BUDGET AND THE CAPITAL IMPROVEMENT PLAN ARE PROCESSED.THERE ARE TWO SLIGHTLY DIFFERENT PROCESSES.
SO WE AS A CITY DO HAVE TO MAKE AND DO AN APPROVAL OF THE OPERATING BUDGET.
IF FOR SOME REASON WE SAY NO ON AN OPERATING BUDGET, THERE IS A WHOLE PROCESS LAID OUT IN THE CONTRACT OF HOW THE OPERATING BUDGET IS THEN DECIDED IN THE CAPITAL PORTION. IF THE CAPITAL BUDGET IS IS NOT APPROVED, IT'S JUST NOT APPROVED AND THAT WHEN I BROUGHT UP THAT SUGGESTION THE MEETING BEFORE ACTUALLY, I HAD SAID SCOTT HAD OPENED IT AND OPENED THE MEETING SAYING IT WAS A SILLY EXERCISE, KNOWING THAT THE CONTRACT IS COMING TO AN END.
SO I DIDN'T REALLY GIVE IT MUCH THOUGHT BEFORE THE MEETING WHEN I CAME IN AND SAID, IS THIS JUST A SILLY EXERCISE OR ARE WE ACTUALLY TALKING ABOUT THIS? AND THEN THAT'S WHEN THAT DISCUSSION CAME UP AND MEDINA SAID THAT THEY THOUGHT THAT WAS A GOOD APPROACH, AS WELL AS JUST HAVING SOMETHING OUTSIDE THE CONTRACT TO FIGURE OUT.
SO WE DON'T END UP WITH TWO TRUCKS.
THEY DON'T END UP WITH TWO TRUCKS THAT THEY DON'T NEED.
WE CAN ALL GET THE THINGS WE NEED.
SO WHERE IS IT LEFT? I GUESS IN TERMS OF THE CAPITAL PIECE.
[Public Comments ]
IT'S AN OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE CITY COUNCIL.THE COUNCIL WILL NOT ENGAGE IN DISCUSSION OR TAKE ACTION ON ITEMS PRESENTED AT THIS TIME.
HOWEVER, THE COUNCIL MAY REFER ISSUES TO STAFF FOR FOLLOW UP OR CONSIDERATION AT A FUTURE MEETING.
SPEAKERS SHOULD STATE THEIR NAME AND HOME ADDRESS AT THE PODIUM BEFORE SPEAKING.
WE'LL OPEN THE PODIUM FIRST TO ORONO RESIDENTS, AND THEN ONCE THE ORONO RESIDENTS ARE DONE, THEN WE OPEN UP THE PODIUM TO ANY OTHER MEMBER OF THE PUBLIC WISHING TO ADDRESS THE COUNCIL. ADAM IS OUR TIMEKEEPER AND HE'LL PUT THE TIME ON THE ON THE SCREEN AND SO IS THERE ANYBODY FROM ORONO WHO WOULD LIKE TO COME UP TONIGHT? GOOD EVENING.
I'M MICHAEL HUDDY, 4119 OAK STREET IN ORONO FOR THE LAST 22 YEARS.
FIRST, DURING THE COUNCIL COMMITTEE DISCUSSIONS, DO YOU PREFER THAT THE PUBLIC STAY OUT OF THAT UNTIL THE DISCUSSIONS ARE OVER AND THEY COME UP? OR CAN YOU ASK QUESTIONS DURING IN PROCESS? IT'S YOU'RE OBSERVING A MEETING, SO THERE REALLY ISN'T A QUESTION AND ANSWER SESSION.
YOU CAN DO THAT AFTER THE MEETING IF YOU WANT TO MEET SOMEBODY.
OKAY. WELL, I WOULD HAVE COMMENTED ON THE ON ADAM'S REPORT ON THE TREES IN THE SIX INCH BUSINESS.
THERE'S THOUSANDS AND THOUSANDS OF TREES IN THE CITY, SOME ON PUBLIC PROPERTY, SOME ON PRIVATE PROPERTY AND SOME OF THESE PROPERTIES ARE SO IMPACTED THAT I DON'T THINK THE HOMEOWNERS MAY BE ABLE TO EVEN AFFORD TO DO WHAT THEY HAVE TO DO NOW TO CUT THEM DOWN WHEN THEY'RE SICK, OR WAIT TILL THEY FALL DOWN AND CUT THEM UP. AND I KNOW THAT THERE'S A LOT GOING ON NOW.
ADAM DID A WONDERFUL JOB SENDING CREWS OUT JUST ON MY STREET WHERE WE HAD TREES FALL DOWN TWICE, BUT ALONG BOTH ON THE ACCESS POINTS THAT THE CITY OWNS THAT AREN'T REALLY UTILIZED VERY OFTEN.
THERE'S JUST LOTS OF TREES AND MOST OF THEM ARE OVER SIX INCHES.
I DON'T KNOW WHERE YOU'RE GOING TO GO, BUT I THINK THERE SHOULD BE SOME TASK COMMITTEE PUT TOGETHER, IN MY OPINION, TO RESEARCH THIS AND FIND OUT WHAT'S GOING TO HAPPEN OVER THE NEXT 4 OR 5 YEARS, AND HOW ARE YOU GOING TO ADDRESS IT? BECAUSE THERE'S MILLIONS OF DOLLARS WORTH OF COSTS THERE, RIGHT? THAT'S ALL I HAVE. OKAY. THANKS, MICHAEL.
THANK YOU. IS THERE ANYBODY ELSE FROM ORONO TONIGHT? HI. JEANNIE DELANEY, 1315 WOODHILL AVENUE.
I JUST WANT TO COMMENT ON THE FIRE DISCUSSION.
COUNCILMEMBER BENSON WAS TALKING ABOUT AS A CITIZEN.
I MEAN, THIS IS SUCH A CONTENTIOUS ISSUE.
THIS FIRE DEPARTMENT THING AND WE DON'T KNOW WHAT FUTURE COSTS ARE GOING TO BE OR NOT.
I'M INTERESTED IN SOME OF THE DATA THAT COUNCILMEMBER BENSON ASKED FOR.
I THINK IT WOULD BE INTERESTING JUST TO SEE HOW THIS WHOLE NEW EXPERIMENT OVER HERE IN AND WITH A SMALLER FIRE DEPARTMENT, HOW IT'S WORKING.
[01:35:02]
WE DON'T HAVE TO COMPARE IT TO LONG LAKE OR TO WHAT ORONO HAS DONE IN THE PAST.IS THERE ANYBODY ELSE FROM ORONO THAT WOULD LIKE TO COME UP TONIGHT? BRIAN TURBIVILLE 997 WILD HORSE TRAIL AND I WOULD LIKE TO MIMIC WHAT JANIE HAD JUST MENTIONED, THAT IN PRIVATE BUSINESS, THE OUTLIER COSTS ME A MAJOR CLIENT.
I THINK IT'D BE IRRESPONSIBLE NOT TO LOOK AT THE DATA.
WE WENT DOWN THE ROAD OF CREATING A FIRE DEPARTMENT.
RIGHT. THERE'S THERE'S CAPABLE PEOPLE IN CHARGE AND I GET THAT.
BUT FOR THE SAFETY OF THE COMMUNITY, YOU WOULD NEVER DO THIS.
YOU WOULD NEVER NOT LOOK AT THE OUTLIER IN A PRIVATE BUSINESS.
ANYBODY ELSE FROM ORONO THAT WOULD LIKE TO COME UP TONIGHT? THANK YOU SO MUCH.
I DIDN'T REALIZE I COULD GET UP AND SPEAK TONIGHT.
I LIVE AT 3280 NAVARRE LANE IN THE BEAUTIFUL CITY OF ORONO, AND I HAVE BEEN A RESIDENT FOR 36 YEARS AND I LOVE THE TOWN. I LOVE OUR MAYOR AND WE'VE GOT THE BEST POLICE CHIEF ANYWHERE.
IT WAS AN AGREEMENT WRITTEN SOME YEARS BACK BY THE CITY OF ORONO.
FOR A STREET THAT RUNS PARALLEL TO MY PROPERTY, WHICH I HAVE A TWO AND A HALF ACRE LOT THAT HAS 550FT, I BELIEVE, OF A FRONTAGE ALONG THIS ROAD CALLED HILLSIDE PLACE, AND THIS IS THE CITY LANGUAGE.
HILLSIDE PLACE IS AN UNDEVELOPED PUBLIC ROAD RIGHT OF WAY, DEDICATED ON THE PLAT OF WALLACE'S ADDITION TO MINNETONKA BEACH AND THAT'S THE WAY IT IS WRITTEN.
I'M HAVING A BIT OF A DISPUTE WITH A NEIGHBOR WHO CLAIMS IT'S GOING TO BE HIS OWN PRIVATE DRIVEWAY.
HE HAS PLACED 40 TON OF BOULDERS ALONG MY PROPERTY, SO THAT I CANNOT ACCESS MY LOT, TO DO MY PLANTING, TO TAKE CARE OF MY TREES AND THE PLACE THAT I'VE GOT THERE IS ALWAYS SPOTLESS.
OUR WONDERFUL MAYOR HAS BEEN THERE AND HAS SEEN IT.
I'VE BEEN IN CONTACT WITH THE CITY STAFF, AND I WISH TO HAVE AN OPPORTUNITY TO BE ON THE COUNCIL NEXT MONTH. I WOULD LIKE TO BE HERE AND I WILL BE HERE WITH A LOT OF RESIDENTS BECAUSE THIS IS A TRAVESTY.
THANK YOU SIR AND I WILL SAY, CLAIRE, I DID TALK TO FOX NEWS TONIGHT.
CALLED ME AS WELL. I THINK THEY WERE OUT AT YOUR PLACE.
IS THERE ANYBODY ELSE FROM ORONO THAT WOULD LIKE TO COME UP TONIGHT? I SEE NOBODY ELSE FROM ORONO.
IS THERE ANYBODY ELSE WHO WOULD LIKE TO COME UP TONIGHT? GOOD EVENING. MY NAME IS JOHN SUNDELL AND I LIVE AT 1717 JONES LANE IN MOUND, MINNESOTA.
THE ORONO POLICE DEPARTMENT HAS JURISDICTION, I GUESS, IN THE CITY OF MOUND TO ISSUE CITATIONS.
I HAD A TRAILER TOWED FROM IN FRONT OF MY HOUSE.
IT WAS A TRAILER THAT I DID NOT OWN.
THIS GENTLEMAN RIGHT HERE IS ROD TAYLOR.
HE'S A CONTRACTOR THAT OWNS THE TRAILER.
THE CITATION WAS ISSUED TO ROD TAYLOR IN HIS MAILING ADDRESS.
THE CITATION WAS MAILED TO ME AT 1717.
JONES. I WAS ON VACATION FOR EIGHT DAYS.
I GOT THIS CITATION WHEN I RETURNED FROM VACATION.
[01:40:05]
LOT FOR EIGHT DAYS.HE HAD NO INDICATION THAT ANYTHING WAS TOWED.
HE WAS OFF WORKING SOMEWHERE ELSE.
THIS I FEEL COUNCIL IS A PROCESS FAILURE WITH THE POLICE DEPARTMENT AND HOW THEY ISSUE CITATIONS.
THE POLICE DEPARTMENT HAD HIS IDENTIFICATION, HAD HIS MAILING ADDRESS.
THEY FAILED TO MAIL THAT CITATION TO THE PROPER ADDRESS.
THE RESULT OF THAT IS MY CONTRACTOR HAD TO PAY NEARLY $900 TO RETRIEVE HIS TRAILER FROM STORAGE.
MY REQUEST, AGAIN, IS THAT THE COUNCIL CONSIDER THIS AS A FAILURE TO NOTIFY THE OWNER, THE RIGHTFUL OWNER OF THIS TRAILER, SO HE COULD DO THE RIGHTFUL THING AND RETRIEVE HIS TRAILER.
SO I DON'T KNOW WHAT I'D DO TO REQUEST ACTION FROM THE COUNCIL.
I DON'T KNOW HOW WE PROCEED HERE.
I JUST WANTED TO PUT IT OUT THERE.
I HAVE NOTIFIED THE POLICE DEPARTMENT.
I'VE REACHED OUT TO MANY PEOPLE AND THE SERGEANTS INVOLVED.
I HAVE HAD MANY CONVERSATIONS WITH THESE PEOPLE.
THEY JUST HAVE TOLD THEIR RESPONSE WAS THAT THEY HAVE NO NEED.
THEY HAVE NO POLICY TO NOTIFY PEOPLE IF THEY'VE BEEN TOLD OR ISSUED A CITATION.
OK, WELL, I'LL SAY FIRST, JUST I KNOW THAT THE TIME IS UP, SO WE'RE KIND OF PRETTY SICK AT THE TIME.
BUT I WOULD SAY IF YOU COULD MAYBE PUT SOMETHING JUST IN SOME WRITING FORM, IF YOU COULD, TO.
ADAM. ADAM CAN MEET WITH THE CHIEF AND THEY CAN KIND OF CIRCULATE IT.
THEN TO THE COUNCIL AS WHAT YOU'RE REQUESTING AND THEN IT WOULD BE SOMETHING THAT WE LOOK AT.
IT'S I DON'T KNOW IF WE'VE LOOKED AT ANYTHING LIKE THIS BEFORE, BUT THERE'S NO HARM, NO FOUL.
BUT IF YOU CAN GET THAT TO ADAM, HE'S OUR CITY ADMINISTRATOR.
ADAM IS FULLY AWARE. WE'VE TRADED EMAILS BACK AND FORTH.
OKAY. FULLY AWARE OF MY CONCERNS.
THE CHRONOLOGICAL DATE STAMP OF WHEN THINGS HAPPEN EVERY DAY.
WELL, IF YOU'VE GIVEN THAT TO HIM, THEN I GUESS JUST FROM A PROCESS STANDPOINT, HE CAN PROCESS THAT AND GIVE US ALL THE INFORMATION AND ALL THE DETAILS, AND THEN WE CAN GET BACK TO ADAM JUST WITH OUR RESPONSES AND WHAT WE THINK AND ADAM CAN GET BACK TO YOU.
BUT I WOULD STILL COMMUNICATE WITH ADAM.
HE'S, OUR CITY ADMINISTRATOR, AND THEN WE CAN GO FROM THERE.
I MEAN, I DON'T KNOW WHERE TO GO.
THIS IS THE FIRST I'VE HEARD ABOUT IT.
THANKS. I APPRECIATE YOUR APPROACH.
I'VE TRIED ALL THE OTHER MEANS.
I'VE TRIED TO REACH OUT TO EVERYBODY.
I LIKE, I MEAN, A REASONABLE APPROACH TO REQUEST.
CAN I SAY SOMETHING REAL QUICK? ROD TAYLOR, 54, 35 MAIN STREET, WEST, MAPLE PLAIN, MINNESOTA.
AS SOON AS I WAS NOTIFIED, IT WAS ACTUALLY A SATURDAY, THEY WERE CLOSED TILL MONDAY.
BUT AS SOON AS I WAS NOTIFIED, I WENT AND GOT IT.
. WE UNDERSTAND EVERYTHING THAT HAPPENED AFTER THAT, THAT WE'RE HAVING AN ISSUE.
ANYBODY ELSE WHO WOULD LIKE TO COME UP TONIGHT? KELLY GRADY, 271 GREENHILL LANE.
I WAS SITTING HERE IN THIS MEETING TODAY, AND I HAVE TO SAY THAT I'M REALLY DISAPPOINTED IN CHIEF [INAUDIBLE] IN THAT THEY'VE HAD 22 CALLS AND I'M VERY SHOCKED TO HEAR THAT YOU CANNOT PRETTY EASILY DISCUSS THE OUTLIERS FROM THE CALL TIMES BECAUSE AND FRANKLY, I THINK IT'S JUST UNTRUE BECAUSE I CAN ON 720 AT 5:18 P.M.
ON PINEHURST. THE RESPONSE TIME WAS 13 MINUTES AND 21 SECONDS.
THIS WAS A HARD CALL ON 7/28 AT 2:26 A.M.
ON LAKEVIEW PARKWAY. YOUR RESPONSE TIME WAS 33 MINUTES AND 27 SECONDS.
IT'S YOUR RESPONSIBILITY TO THE CITIZENS THAT RELY ON YOU TO KEEP THEM SAFE.
[01:45:05]
YOU OWE IT TO THEM TO EXPLAIN IN DETAIL HOW YOUR NEW DEPARTMENT IS HANDLING SOME DEEPLY CONCERNING OUTLIERS AND IN COMPARISON TO YOUR GOALS, AND WHY.PART OF THE REASON WHY YOU WERE SUPPOSED TO BE ORONO FIRE WAS SUPPOSED TO BE FASTER, IN ADDITION TO HAVING A DUTY CREW, IS BECAUSE YOUR CREW WAS GOING TO BE STATIONED IN NAVARRE, NOT ROAMING THE CITY, NOT PARKED AT LONG LAKE CARIBOU, NOT AT THE OLD PUBLIC WORKS BUILDING HERE, WHERE RIGHT NOW I JUST GOOGLE MAPPED IT.
IT'S 12 MINUTES FROM THE NAVARRE AREA.
WE'RE NOT TALKING PLYMOUTH NUMBERS.
THESE ARE 22 CALLS THAT HAVE HAPPENED IN ABOUT A MONTH, LESS THAN OR A LITTLE BIT OVER A MONTH.
I CANNOT IMAGINE MY DAD DIED OF A HEART ATTACK AT THE END OF HIS DRIVEWAY.
I CANNOT IMAGINE SITTING THERE WAITING FOR A FIRE TRUCK TO SHOW UP FOR 13 MINUTES AND 27 SECONDS.
YOU ALL PROMISED BETTER TO THE CITIZENS OF NAVARRE AND THEY ARE NOT GETTING IT.
22 PHONE CALLS AND YOU CAN'T PROVIDE A DETAILED REPORT.
IS THERE ANYBODY ELSE WHO WOULD LIKE TO COME UP TONIGHT? YEAH, I'D LIKE TO SAY SOMETHING.
OKAY. IN RESPONSE TO THAT, AS A FIRE WIFE MYSELF AND KNOWING WHAT THE FIRE DEPARTMENT DOES, I THINK THAT'S A REALLY SLIPPERY SLOPE AND TO TEAR APART THE INTEGRITY OF SOMEONE AND TO QUANTIFY THAT BY ONE CALL IS VERY DANGEROUS.
YOU'RE NOT GOING TO RESPOND TO ME.
ACTUALLY, THIS IS PUBLIC COMMENT.
BUT YOU HAD YOUR THREE MINUTES.
SO YOU GO AHEAD AND TAKE CARE OF THAT.
I APPRECIATE THAT, THANK YOU TO KNOW EVERY CALL LIKE THAT, TO KNOW WHO'S COMING TO CALLS TO KNOW THAT IN SERVICE TIMES.
AT SEVEN MINUTES. IS THAT ACCEPTABLE? I DON'T WANT TO GET TO A POINT WHERE IT SAYS THAT WE'RE IN SERVICE.
WE'RE ALL WORKING FOR THE SAME THING.
IT'S THAT IT CANNOT BE A THIS VERSUS THAT.
WE NEED TO BRING IT TOGETHER AND CALLING OUT PEOPLE LIKE THAT IS THAT WORKING TO THE GOAL? IF THE GOAL IS THAT WE ARE IMPROVING, THAT WE ARE BRINGING PEOPLE TOGETHER, IS THAT THE APPROACH? AND I DON'T THINK IT IS.
I THINK THE APPROACH IS THAT WE ARE CRITICAL OF THE NUMBERS.
I THINK WE SHOULD PUT TOGETHER A WORK SESSION AND SAY, HOW DO WE BENCHMARK? A LOT OF IT IS THE PROCESS.
WE'RE ALL TRYING TO IMPROVE THE SERVICE MODEL.
IT'S A DIFFERENT APPROACH, BUT TO TEAR APART SOMEONE IS JUST I DON'T THINK IT'S YOU.
[INAUDIBLE] I DID THIS, I'M SORRY.
HE DOESN'T UNDERSTAND HER QUESTIONS.
I AM COMING HERE AND I'M CALLING OUT THE PRESENTATION, NOT THE FIREFIGHTERS.
I THINK WE ACTUALLY HAVE EXACTLY WHAT WE'RE DOING.
AND I THINK YOU'RE COMING UP HERE AND WHAT TO HER POINT IS, YOU'RE TEARING PEOPLE DOWN AND YOU SAY, WE NEED TO BRING PEOPLE [INAUDIBLE], AND ALL YOU DO IS COME UP HERE AND TEAR IT DOWN. SO I'M JUST GOING TO LEAVE IT AT THAT.
YOUR APPROACH APPROACHES. JUST TEAR DOWN.
THAT'S YOUR APPROACH, [INAUDIBLE] AND YOU KNOW, YOU MORE THAN ANYONE KNOW THERE'S A FACE TO THAT. SO YOU ARE THAT I'M CALLING OUT THE NUMBER.
I UNDERSTAND. BUT YOU KNOW HOW IT WORKS.
SO OKAY. IS THERE ANYBODY ELSE WHO WANTS TO COME UP FOR PUBLIC COMMENTS TONIGHT? I'M GOING TO END PUBLIC COMMENTS.
IS THERE ANYBODY ELSE WHO WOULD LIKE TO COME UP?
[01:50:01]
SEEING COME ON UP.[INAUDIBLE]. GOOD EVENING MAYOR.
EVENING. I'VE GOT AN ISSUE WITH ONE OF YOUR COUNCIL MEMBERS.
CAN YOU STATE YOUR NAME AND ADDRESS FOR THE RECORD FIRST? YEAH, I'M DAVID HINES, BELTWAY CONCRETE, 5780 NORTH.
[INAUDIBLE] BETTER BUSINESS BUREAU, AND I'VE BEEN DOING SOME WORK WITH MATT JOHNSON.
HE'S BEEN A LITTLE BIT DIFFICULT TO DEAL WITH.
WE'VE HAD CONVERSATIONS WITH HIM.
MY SON WANTED TO COME UP HERE AND HE COULDN'T.
THIS WAS A TEXT HE SENT MATT, THIS IS GOING TO SEEM A LITTLE BIT REDUNDANT, BUT I WILL I'LL GET THERE PRETTY QUICKLY TO WHERE WE'RE GOING WITH THIS IS MATT. [INAUDIBLE].
GOING INTO THE HOUSE, WE MET THE HEIGHT OF THE DOOR AND THE STEP IN THE HOUSE.
YOU ALSO TOLD MY DAD TO USE YOUR PROFESSIONAL OPINION.
HE SAID YOU GUYS KNOW MORE ABOUT IT THAN I DO.
YOU JUST. YOU MEET THE HOUSE, SO IT'S GOING TO WORK.
HE SAID THAT THE FLOOR DRAINS AND WORKS THE WAY IT'S SUPPOSED TO AND THEN BEFORE WE POURED IT, OF COURSE, WE HAVE BEEN HAPPY TO DO ANYTHING, ANY WAY WE COULD HAVE DONE ANYTHING AS ARCHITECT WANTED.
IF HE'D HAD DRAWINGS, WE WOULD HAVE MET ALL THOSE AND WE DID ALL THE DRAIN TILE.
WE DID EVERYTHING. WE COULDN'T FINISH THE DRAIN TILE BECAUSE THERE WAS SOME PLUMBING ISSUES AND THEN TO GO ON WE FIXED THE WATER MAIN HAD TO BE FIXED OR CHANGED SO WE COULDN'T FINISH THE PLUMBING THERE.
TO MAKE A LONG STORY SHORT, WE BUILD IT OUT AND WE'RE HAVING AN ISSUE WITH COLLECTING.
I GUESS THE BIGGEST CONCERN I HAVE IS A LOT OF THIS WORK WE'RE DOING.
I MEAN, WE'VE DONE THE DRAIN TILE, WE'VE DONE IT AS FAR AS WE COULD.
WE PUT ANOTHER TRENCH AND THEN THE PLUMBER SAYS TO US, WELL, I DON'T KNOW WHAT TO DO.
I WENT TO THE CITY. THERE'S NO PERMITS PULLED FOR ANY OF THIS STUFF.
SO THERE'S WORK GOING ON AT THE HOUSE WITH NO PERMITS, AND HE MAKES US LOOK LIKE THE BAD GUYS.
SO THEN WE DID THE GARAGE FLOOR.
WE PUT THE WIERZBNO IN, WE GOT ALL THE STUFF FOR THE IN-FLOOR HEATING.
WE PRESSURE TESTED IT, WE GOT IT READY.
WELL, HE COULDN'T GET AN INSPECTION BECAUSE HE HAD NO PERMIT.
HE DIDN'T LIKE THE PITCH ON THE FLOOR, AND I GUESS I DON'T KNOW WHAT TO SAY.
I MEAN, HE PROBABLY ISN'T GOING TO PAY US BECAUSE THAT'S THE WAY HE ROLLS AND FINE.
BUT I STILL THINK THE CITY HAS AN OBLIGATION TO MEET SOME OF THESE MEET SOME OF THESE DEMANDS.
YOU KNOW, HE PAID US 15 GRAND.
I DIDN'T GET TOGETHER WITH HIM. WE POURED THE OTHER HALF, AND THEN HE HAD A COUPLE THINGS HE DIDN'T LIKE AND I JUST THINK, YOU KNOW, THE CITY MAYBE JUST NEEDS TO GET INVOLVED AND MAYBE JUST TALK TO THIS GUY.
WELL, I APPRECIATE YOUR COMMENT.
YOU DON'T HAVE TO. I APPRECIATE WE'RE OUT OF TIME.
WE APPRECIATE IT. PRETTY SICK.
I APPRECIATE YOUR ISSUES, BUT WE ARE OUT OF A TIME.
THAT WOULD BE SOMETHING THAT YOU COULD CHECK IN.
[Mayor/Council Report]
COUNCILMEMBER BENSON.HEY, THE MAYOR COUNCIL REPORT.
CAN YOU JUST TONE IT DOWN A LITTLE BIT? THANK YOU. SO I'M GOING TO ADDRESS THE DISCUSSION COUNCIL HAD AT OUR WORK SESSION ON JULY 22ND DURING COMMENTS REGARDING COSTS OF THE ORONO FIRE DEPARTMENT.
I REMARKED THAT THE NUMBER OF DEPARTMENTS HAS BEEN DECREASING OVER TIME.
THE MAYOR SAID THIS WAS UNTRUE.
THE REASON I BRING THIS UP IS BECAUSE IT'S A DATA POINT THAT MATTERS.
ARE THERE FEWER FIRE DEPARTMENTS IN THE STATE OF MINNESOTA THAN THERE WERE TEN YEARS AGO OR NOT.
IT'S AN EASY STATISTIC TO VERIFY ONE WAY OR THE OTHER, AND IT'S IMPORTANT FOR THREE REASONS.
ONE, WE MAKE POLICY DECISIONS LIKE THOSE ON OUR FIRE SERVICE THAT AFFECT THE LIVES OF RESIDENTS.
THE INFORMATION WE USE TO MAKE THESE DECISIONS NEEDS TO BE ACCURATE.
THIS IS TRUE IN LAND USE APPLICATIONS A FEW INCHES ONE WAY OR THE OTHER MATTERS.
THE SAME IS TRUE WITH FIRE SERVICE.
TWO I BELIEVE WE HAVE AN OBLIGATION TO BE TRUTHFUL IN OUR WORK.
[01:55:01]
WE REQUIRE THAT STAFF AND COMMUNITY MEMBERS WHO COME BEFORE US AS APPLICANTS, PRESENT ACCURATE INFORMATION WHEN ADDRESSING THE COUNCIL.WE AT THE DAIS NEED TO ADHERE TO THE SAME STANDARD.
THREE IT IS MORE IMPORTANT TO MAKE DECISIONS THAT ARE RIGHT RATHER THAN TO BE RIGHT.
AN ABILITY TO PIVOT AND ADDRESS INFORMATION AS IT ARISES IS KEY TO GOOD DECISION MAKING.
THIS IS NOT ABOUT WHO, IT'S ABOUT WHAT.
WHAT IS THE DATA? BECAUSE THAT IS WHAT SHOULD BE DRIVING OUR DECISIONS.
I ASK THAT THE COUNCIL CONSIDER DIRECTING STAFF TO LOCATE DATA ON THE HISTORICAL NUMBER OF FIRE DEPARTMENTS IN THE STATE OF MINNESOTA, AND WHETHER THIS STATE IS SEEING AN INCREASE OR DECREASE OVER TIME.
TO MY KNOWLEDGE, THE NEEDS ASSESSMENT IS THE ONLY DOCUMENT THAT'S BEEN PRODUCED.
COUNCILWOMAN? COUNCIL MEMBER JOHNSON.
THAT WAS GOOD INFORMATION ABOUT THE TREES AND UPCOMING BIGGER PROBLEMS. SO THAT WOULD BE SOMETHING TO KEEP LOOKING AT WITH THAT FACILITY THAT WE HAVE.
I GUESS, YOU KNOW, ARE JUST TALKING ABOUT THE FIRE DEPARTMENT THERE.
I THINK THERE'S SOME CONCERN THAT PEOPLE ARE JUST USING IT FOR POLITICAL AMMUNITION AND NOT FOR THE RIGHT REASONS AND I THINK IT'S EASY TO BE HESITANT TO ENGAGE ON THIS WHEN THE MOTIVES AT TIMES SEEM TO BE THE WRONG REASONS.
BUT I THINK WHAT WE'RE ALL COMMITTED TO, ALL OF US HERE, IS TO ENSURING THE SAFETY OF OUR RESIDENTS, AND WE'RE COMMITTED TO THAT AND I THINK JAMES AS OUR LEADER IF THERE WAS SOME SORT OF FAILURE, HE'D BE REPORTING ON THAT HE'D JUST.
BECAUSE HE DOESN'T HAVE EVERY STATISTIC AVAILABLE.
THAT JUST MEANS THAT HE WASN'T ASKED TO BRING THAT TO THE MEETING.
WE'RE BRINGING HERE MAKE THEM AVAILABLE SO PEOPLE CAN ASK QUESTIONS AND WE CAN GET FEEDBACK.
SO THIS TRAILER WILL DEAL WITH THAT AND THEN, YOU KNOW, I DON'T EVEN KNOW HOW TO RESPOND TO A VENDOR FROM MOUND WHO'S BEEN THREATENING ME FOR THREE MONTHS TO COME HERE AND PUBLICLY HUMILIATE ME FOR SOMETHING HE KNOWS TO BE NOT TRUE.
BUT WHAT I CAN TELL YOU IS THE PERMITS THAT HE WAS TALKING ABOUT WERE PULLED, WERE INSPECTED.
I TALKED TO STAFF ABOUT IT BECAUSE HE'S BEEN THREATENING ME HERE FOR A WHILE.
SO IT'S NOT NEW NEWS, BUT THOSE PERMITS WERE TAKEN AND PULLED AND INSPECTED IT'S AND SO I FEEL SORRY FOR YOU.
WHY DON'T YOU PAY HIM THAT? [INAUDIBLE].
CALM DOWN. MY GOODNESS . [INAUDIBLE]. SO, YOU KNOW, IT'S OUR TIME UP HERE RIGHT NOW.
OKAY. THIS IS. IT'S OUR TIME UP HERE.
BUT ANYWAY, THAT'S WHAT I HAVE.
THANKS. COUNCIL MEMBER CROSBY.
WE HAD A FANTASTIC TIME AT NATIONAL NIGHT OUT.
IT'S GOOD TO GO TO ALL THE NEIGHBORHOOD PARTIES AND SEE OUR CITIZENS.
GETTING TO KNOW PEOPLE ON A PERSONAL LEVEL IS REALLY FUN.
THE SINGER AT ORONO WOODS IS FRED.
[02:00:04]
AND IF NEXT NATIONAL NIGHT OUT, IF YOU HAVE A PARTY THAT YOU KIND OF WANT TO STOP BY, THAT'S THE ONE TO GO TO, BECAUSE THE SENIORS THERE ARE TERRIFIC AND THERE ARE LOTS OF FUN, BUT IT WAS A GREAT NIGHT ON THE FIRE DEPARTMENT ISSUES.WE MADE THE DECISION TO GO AHEAD WITH ORONO FIRE.
WE WILL KEEP IMPROVING THE DEPARTMENT.
IN THE FIRE BUSINESS, YOU CAN'T CHERRY PICK CALLS.
THERE'S ALWAYS BAD THINGS THAT HAPPEN.
HOUSES BURNED DOWN THE HOUSE ON WILLOW THAT WENT DOWN BEFORE WE EVEN GOT INTO SERVICE, YOU KNOW, BEFORE ORONO FIRE STARTED IN THE END OF JULY OR WHATEVER, AND CAME INTO SERVICE.
SO THAT HAD HAPPENED AND THAT'S UNFORTUNATE.
IT DOESN'T WORK OUT PERFECTLY, BUT THIS IS REALLY ABOUT MANAGING THE DOLLARS IN THE FIRE BUDGET, WHICH ARE ORONO, TAX PAYING DOLLARS AND THAT'S WHAT THE DECISION FROM MY PERSPECTIVE COMES FROM.
THE FIRE DEPARTMENT WILL CONTINUOUSLY GET BETTER.
THERE IS NOT A BUSINESS OUT THERE THAT PAYS 10% OF THE BUDGET AND RUNS THE BUSINESS.
SO WE CAN, YOU KNOW, LIVE IN DREAMLAND.
BUT THOSE THINGS ARE THEY DON'T HAPPEN.
OKAY. BUT WE WILL IMPROVE AND WE WILL PULL TOGETHER AS A COMMUNITY.
WE'VE LET OUR CHIEF KNOW THAT IF LONG LAKE EVER CALLED FOR A MUTUAL AID, WOULD ORONO FIRE HELP THEM? ABSOLUTELY THEY WOULD.
WE'VE GOT FIREFIGHTERS SITTING IN THE BACK ROOM.
I COULD SEE FROM THEIR FACES THEY WOULD NEVER LET THEIR FELLOW FIREFIGHTERS DOWN AND THEY WOULD BE THERE FOR THEM IN A HEARTBEAT AND I KNOW JAMES VAN EYLL PERSONALLY AND HE WOULD NOT LET THEM DOWN EITHER AND WE WOULD MAKE SURE WE HAD STAFF THERE, JUST AS THE OTHER DEPARTMENTS WOULD HELP US OUT.
SO THE, YOU KNOW, THE COMMUNITY SHOULD COME TOGETHER OVER TIME.
HOPEFULLY THAT WON'T GET ME INTO TROUBLE.
SO CAN YOU JUST TELL ME WHEN I'VE PASSED IT? BUT THEY'RE GENEROUS AND IF THEY'RE NOT TAKEN, I REALLY BELIEVE THE CITIZENS OF LONG LAKE ARE GOING TO HAVE A VERY BIG TAX INCREASE IN THE UPCOMING YEARS TO COVER FIRE SERVICE, BECAUSE THE DIFFERENCE BETWEEN ORONO AND LONG LAKE IS WE'VE ALREADY BUDGETED FOR IT.
WE'VE PLANNED FOR THINGS AND WE'VE DONE IT WELL, BUT WE WILL PROTECT OUR CITIZENS.
THAT IS OUR GOAL AND WE WILL CONTINUOUSLY STRIVE TO IMPROVE AND THOSE ARE MEASURABLES THAT WE GO AFTER IS TO GET BETTER EVERY DAY CALLED BEST PRACTICES, BEST PRACTICES AND IN OUR COMMUNITY, IT'S ALWAYS CITIZENS FIRST.
THANKS, COUNCILMEMBER VEACH SURE GIVE THE HIGHLIGHT OF WHAT'S BEEN GOING ON IN THE LAST FEW WEEKS.
SPECIAL THANKS TO CHIEF AND YOUR TEAM FOR A VERY SUCCESSFUL NATIONAL NIGHT OUT.
IT WAS SUPER FUN AND IT'S WHAT THE COMMUNITY IS ABOUT.
IT WAS GREAT WEATHER AGAIN, GREAT COMMUNITY AND A GREAT SUCCESS.
SECOND SATURDAY IN AUGUST NEXT YEAR.
A LOT OF PEOPLE ARE INTERESTED IN THE BUDGET AND AREN'T SURE HOW TO GET THAT.
THE PRELIMINARY BUDGET WORK SESSION IS SEPTEMBER 9TH.
IF YOU'RE INTERESTED IN LEARNING MORE ABOUT THE CITY'S BUDGET THAT'S WHERE WE DO OUR DISCUSSION.
I'D LIKE TO HIGHLIGHT A GROUP OF ORONO WOMEN IN LEADERSHIP.
IT WAS STARTED BY GRADUATES OF THE HIGH SCHOOL LAST YEAR, AND THEY'RE TRYING TO GET ON THEIR FEET AND MAKE THIS A BIGGER COMMUNITY PROGRAM.
[02:05:08]
I KNOW WE APPROVED IT EARLIER IN THEIR DONATION EARLIER, BUT I LOVE SEEING COMMUNITY COME TOGETHER AND HEARING HOW IT COULD BE WITH PICKLEBALL.I THINK THAT'S A IT'S SOMETHING TO BE REALLY PROUD OF.
WE HAD A GREAT TIME AT STONE BAY.
GET EATEN HOMEMADE CAKE OVER THERE.
WE MADE IT OVER TO FOX HILL AGAIN.
THEY WERE HAD A GREAT TIME OVER THERE.
IT WAS NICE TO SEE EVERYBODY OUT.
I MEAN, I REMEMBER JUST WASN'T THAT LONG AGO IN COVID WHEN NOBODY WAS OUT.
SO IT WAS NICE TO SEE EVERYBODY OUT MINGLING SAYING HI.
YOU KNOW, WE TALK ABOUT THE PICKLEBALL PEOPLE SAY SOCIAL ISOLATION IS BEEN A BIG PROBLEM IN COVID AND OBVIOUSLY SINCE THEN AND THIS IS WHAT HELPS GET PEOPLE OUT AND WE HAD OURS IN OUR BACKYARD AND WE HAD 30 PEOPLE OVER AND BY THE TIME I GOT DONE AND GOT HOME ABOUT 8:30 FROM GETTING DROPPED OFF BY THE CHIEF AT THE BACK AT CITY HALL, WE STILL HAD TEN PEOPLE BACK PLAYING BADMINTON, SITTING AROUND TALKING, AND THAT'S WHAT NEIGHBORHOODS ARE ALL ABOUT, THAT'S FOR SURE.
I DID GET TO EXPERIENCE CORN DAYS.
THAT WAS A BLAST. GOT TO WALK IN THE PARADE.
SO THEY DEFINITELY HAVE THE RIGHT PERSON RUNNING THAT PLACE AND THEY HAD GREAT BRATS, HAD GREAT MEXICAN CORN CAME AND GOT A BEER FROM YOUR HUSBAND WHO WAS POURING BEERS IN THE BEER TENT AND, I KNOW THE IV'S WERE IN THERE, TOO, POURING BEER.
SO THAT WAS AN ABSOLUTE BLAST TO BE, TO SEE ALL THE NEIGHBORHOOD AND THE COMMUNITY OUT AND ABOUT.
WE ALSO HAD A COUPLE OTHER THINGS GOING ON.
SO HE'S OUT HERE GETTING TO KNOW EVERYBODY.
THAT'S AMONG SOME INDIAN REMAINS, ETC.
SO I GOT TO GO ALL THE WAY AROUND THE BAR OR TAKE THE BYPASS HOME EVERY TIME.
SO IT'S A LITTLE BIT DIFFERENT FOR ME AS WELL.
SO HOPEFULLY WE'LL GET MORE ANSWERS FROM THEM FOR UPDATES THAT WE CAN PUT ON OUR WEBSITE.
WE ALSO MET WITH ME AND ADAM MET WITH THE HENNEPIN COUNTY COMMISSIONER, HEATHER EDELSON, ONLINE.
SO WE TALKED ABOUT ALL THE GREAT COUNTY ROADS AND TO MAKE SURE WE KEEP THEM UP AND THEY'RE DOING A GREAT JOB AND WE'VE HAD A GREAT RELATIONSHIP WITH HENNEPIN COUNTY AND ALL THAT STUFF, AND ALSO THAT HENNEPIN COUNTY.
AND SO WE SAID THAT'S VERY IMPORTANT WITH ALL THE THINGS WE'RE DOING, INCLUDING PICKLEBALL.
IN FACT, I EVEN TOLD HER VERY SPECIFICALLY THAT, YOU KNOW, PICKLEBALL IS THE FASTEST GROWING AND THEY NEED TO LOOK AT THEIR YOUTH SPORT GRANTS AND PUT PICKLEBALL IN THERE BECAUSE IT'S SUCH A LARGE CONTINGENT.
SO SHE WAS GOING TO LOOK AT THAT.
WELL, WE'LL SEE IF SHE DOES BUT AT LEAST KIND OF GAVE HER SOME MORE OF THAT INFORMATION AND I THINK AS MORE PICKLEBALL COURTS ARE BUILT ALL OVER THE PLACE, I THINK THAT'S JUST GOING TO BE MORE AND MORE PREVALENT OUT THERE THAT PEOPLE ARE SEEING KIND OF WHAT'S GOING ON.
HAD FOUR BIRTHDAYS IN MY HOUSE IN THE LAST WEEK.
NO ONE SAYS NO ONE SAYS I'VE MISSED ANY MEALS LATELY, SO.
BUT THREE OF THEM WERE BIG ONES.
I TURNED 60, WE WERE AT THE NARROWS, AND THAT WAS AN ABSOLUTE BLAST.
STANDING ROOM ONLY FOR HOURS AND WE JUST WE THAT WAS AN INCREDIBLE TIME AND MY DAUGHTER TURNED 16 THE NEXT DAY AND SO SHE RAN THE CORN DAYS 5K.
IS THAT WHAT THEY CALLED IT? SO SHE RAN THE FIVE-K AND DID, I THINK, 20 MINUTES? SHE DID. FABULOUS AND OUR GERMAN EXCHANGE STUDENT THAT WE HAD FIVE YEARS AGO CAME TO VISIT US FOR A COUPLE OF WEEKS.
SO SHE DECIDED THAT SHE WAS GOING TO RUN THE 5K TOO.
AND SHE'S NEVER DONE ONE OF THOSE.
SO. BUT SHE MADE IT SO THAT WAS MORE THAN PROBABLY I COULD DO.
HERS WAS ONE OF THE BIRTHDAYS, TOO.
MY OTHER DAUGHTER, MORGAN, TURNED 18, SO THAT'S OBVIOUSLY A BIG ONE AND BECOME AN ADULT.
SO WE'VE GOT A LOT OF THINGS GOING ON IN OUR HOUSE, AND ESPECIALLY WITH THE ONE THAT'S TURNING 16.
I DO AGREE WITH EVERYBODY HERE REGARDING THE FIRE DEPARTMENT.
[02:10:04]
THE INFORMATION THAT MAKES SENSE TO BRING AND TALK ABOUT IT ALL THE TIME.NOBODY ELSE IS DOING THAT, THAT'S FOR SURE.
BUT WE ARE GOING TO DO THAT AND WE ARE PROVIDING FABULOUS SERVICE AND ALL THE RESIDENTS I'VE BEEN TALKING TO AND ALL THE THINGS I'VE BEEN DOING AROUND THE COMMUNITY, THEY ARE ABSOLUTELY ECSTATIC THAT WE GOT THIS UP AND RUNNING.
SO I'M GOING TO LEAVE YOU WITH A COUPLE QUOTES AND THEY'RE GOING TO BE RELATED TO PARADES.
SINCE I GOT TO BE IN A PARADE THIS LAST WEEKEND.
THE FIRST ONE IS FROM MIKE DITKA.
SO BASICALLY THAT MEANS GET UP AND DO SOMETHING AND WHEN IT RAINS ON YOUR PARADE, LOOK UP RATHER THAN DOWN, BECAUSE WITHOUT THE RAIN THERE WOULD BE NO RAINBOW.
SO WITH THAT MOTION TO ADJOURN.
SO MOVED. ALL IN FAVOR, SAY AYE.
AYE. HAVE A GOOD NIGHT, EVERYBODY.
HAVE A GOOD NIGHT.
