IT'S BEEN A WHILE SINCE I'VE BEEN HERE AND WE HAVE A FEW NEW FACES.

SO I THOUGHT IT WOULD BE A GOOD TIME OF YEAR TO COME AND RECAP WHERE WE'VE BEEN AND LOOK FORWARD.

JUST FOR A LITTLE HISTORY, FOR THOSE OF YOU MAYBE HAVEN'T BEEN AROUND TO KNOW THIS BOLTON & MENK, WE WERE FIRST APPOINTED AS A CITY ENGINEER BACK IN 2012, AND AT THAT TIME, THE CITY ACTUALLY DIDN'T HAVE A CITY ENGINEER OR ON STAFF CITY ENGINEER, AND SO WE WERE APPOINTED AS A CITY ENGINEER WAS SHORTLY AFTER THAT WHEN THE CITY HIRED JESSE STROVE AS THE ON STAFF CITY ENGINEER.

HE WAS HERE FOR A COUPLE OF YEARS, AND THEN THERE WAS ACTUALLY A PERIOD WHEN JESSE LEFT BEFORE HE HIRED ADAM THAT WE FILLED IN, AND I WAS THE INTERIM CITY ENGINEER THERE FOR A LITTLE BIT.

WHILE YOU WERE FILLING THAT POSITION, I THINK THAT WAS THAT 2014, ADAM? I DON'T REMEMBER THE YEAR VERY WELL.

I REMEMBER WHAT WAS GOING ON.

THAT WAS THE YEAR THAT THE LAKE WAS VERY HIGH, SO THERE'S A LOT OF FLOODING GOING ALONG.

I REMEMBER BALDER PARK ROAD BEING UNDERWATER AND A LOT OF DRAINAGE ISSUES WE WERE GOING AROUND LOOKING AT THAT SUMMER.

SO, WE'VE BEEN AROUND FOR A LITTLE WHILE HERE.

IT WAS 2020.

YOU WENT OUT FOR RFP'S AGAIN AS PART OF YOUR NORMAL PROCESS TO KIND OF RECONFIRM THAT WE WERE THE APPROPRIATE FIRM TO BE TAKING CARE OF THE CITY.

AND SO IT WAS 2020 OR 2021 WHEN YOU REAPPOINTED US TO FILL THAT ROLE.

JUST SOME OF THE KEY HIGHLIGHTS OR SOME OF THE STAFF THAT YOU WORK WITH.

THERE'S A WHOLE TEAM OF PEOPLE BEHIND THIS, BUT JUST TO GIVE YOU AN IDEA OF SOME OF THE DIFFERENT THINGS THAT WE'RE DOING FOR THE CITY AND DIFFERENT PEOPLE THAT ARE REPRESENTING BOLTON & MENK FOR YOU, THE MUNICIPAL ENGINEERING, KIND OF THE GENERAL THINGS THAT WE DO FOR YOU.

AGAIN, A BIG TEAM OF PEOPLE THAT ARE SUPPORTING ME AND THE WORK THAT WE'RE DOING FOR THE CITY.

THROUGH THE YEARS, WE'VE HAD SOME NOTABLE PROJECTS.

WE'VE DONE IMPROVEMENTS ON WILLOW DRIVE, WATERTOWN ROAD, FOX STREET, SOME OF YOUR STATE AID ROADS THAT WE'VE MADE SOME IMPROVEMENTS ON.

ONE OF THE MOST SIGNIFICANT THINGS THAT WE'VE DONE IN MY TIME HERE AND NOT ONLY JUST FOR THE WORK THAT I'VE HAD THE OPPORTUNITY TO DO FOR ORONO, BUT REALLY JUST IN MY CAREER, THE OLD CRYSTAL BAY ROAD PROJECT OUT HERE BETWEEN CITY HALL AND THE SCHOOL WAS REALLY KIND OF A NEAT PROJECT TO BE A PART OF.

IF YOU CAN REMEMBER BACK AS TO WHAT THAT CORRIDOR WAS LIKE BEFORE THOSE IMPROVEMENTS WERE MADE? THAT YEAH. WELL, THEY HAD THE SAME ROAD NETWORK THERE 50 YEARS AGO WHEN THEY WERE JUST STARTING TO BUILD THE SCHOOLS AND IT HAD NOT CHANGED AN IOTA, SO THAT WAS A REALLY GREAT COLLABORATION WITH YOU GUYS AND US IN THE SCHOOL AND POKING THAT ALL WORK WITH ALL THEIR PARKING LOTS.

THAT WAS AN AMAZING PROJECT.

YEAH, AND IT REALLY DID TURN OUT WELL.

IT WAS FUN TO SEE JUST THE DIFFERENCE IN THE WAY WE WERE ABLE TO MOVE TRAFFIC AND GET PEOPLE IN ALL THOSE SCHOOLS.

THAT WAS A REWARDING PROJECT TO BE A PART OF THE EAST LONG LAKE ROAD TRAIL PROJECT.

THAT'S ANOTHER ONE WHICH JUST I THINK IS SUCH A NEAT PROJECT WHEN YOU THINK OF THAT OLD ROAD THAT RAN ALONGSIDE THE LAKE THERE NOW TO HAVE THAT TRAIL IN THERE.

THE IMPROVEMENTS THAT YOU'VE DONE ON BIG ISLAND, WE'VE BEEN A PART OF THAT JUST MORE FROM A WATER SEWER STANDPOINT.

TALKER, WOOD ROAD, WE'VE BEEN DOING SOME FOREST MAIN IMPROVEMENTS.

THAT'S BEEN A PHASED APPROACH OVER THE YEARS WHERE WE'VE HAD SEVERAL PROJECTS.

COUNTY ROAD 19 REPLACING THE WATER MAIN OUT THERE, IMPROVEMENTS AT THE TREATMENT FACILITIES, BEDERWOOD PARK IMPROVEMENTS, SOME OF THE MASTER PLANNING THAT WE'VE BEEN DOING.

OH, I GOT THE FOREST MAIN ON THERE TWICE.

THAT'S HOW IMPORTANT.

[LAUGHTER] JUST TO RECAP WHAT WE WERE UP TO HERE JUST THIS LAST SUMMER, FOX STREET WAS ONE OF THE MORE SIGNIFICANT THINGS THAT WE DID FROM A STREET STANDPOINT.

BUT ALSO THE NAVARRE PARKING LOT PROJECT IS BASICALLY DONE NOW.

THERE'LL BE SOME CLEAN UP AND SOME PUNCH LIST ITEMS IN THE SPRING, BUT THAT'S DONE ALONG WITH THE GOLF COURSE PARKING LOT, SOME IMPROVEMENTS THERE.

AGAIN, THAT TONKAWA PROJECT SHOWS UP WITH PART AND WOOD.

THE NEW PUBLIC WORKS FACILITY, WE HAVE A ROLE IN THAT WITH KIND OF THE STUFF OUTSIDE THE BUILDING THAT IS BOLTON & MENK HAS A PART OF THAT.

WE'VE WORKED ON A COUPLE OF DIFFERENT PLANS LOOKING AT PLACES TO PUT PICKLEBALL COURTS WITHIN THE CITY.

THE HACKBERRY PARK MASTER PLANNING, CIP PROJECTS, THE MS4 ADMINISTRATION, YOU HAVE A PERMIT TO OPERATE YOUR STORM SEWER SYSTEM IN THE CITY.

WE PROVIDE SOME SUPPORT FOR THAT.

THEN JUST DEVELOPMENT REVIEWS JUST IN GENERAL AROUND THE COMMUNITY.

SO A LOT GOING ON ADAM, AND REALLY THAT'S ALL I WANTED TO DO.

I DIDN'T WANT TO TAKE UP A WHOLE LOT OF YOUR TIME, BUT I DID WANT TO INTRODUCE MYSELF TO THE NEW FACES.

WE GOT ON THAT, WE WANTED TO STRUCTURE THESE THINGS THAT WE WERE ACTUALLY GOING OUT FOR BID EVERY FIVE YEARS AND STAGGERED WITH ALL OUR DIFFERENT SERVICES, WHETHER IT'S LEGAL SERVICES OR PROSECUTING SERVICES, ENGINEERING SERVICES, ALL THE DIFFERENT SERVICES THAT WE DO JUST SO WE COULD MAKE SURE WE HAD THE RIGHT THINGS, THE RIGHT PRICING THAT WAS GOING ON, WHICH WE FOUND THINGS HADN'T BEEN DONE SO LONG AND THE PRICING WAS A LITTLE LOT OF WHACK, AND YOU GUYS CAME IN, BROUGHT GREAT VALUE EXPERTISE.

WE'VE GONE OUT AND I THINK TWICE NOW TO REAFFIRM ALL THAT STUFF, AND YOU GUYS ARE STILL HERE, WHICH SHOWS YOU GUYS ARE DOING THE RIGHT JOB AND YOU GUYS HAVE DONE WELL, SO I REALLY APPRECIATE ALL THE STUFF THAT YOU'VE DONE FOR THE CITY.

THAT IS OVER WHAT WE EXCEEDED IN 2022.

FOR DECEMBER, WE BROUGHT IN $52,000 AND SOME CHANGE, WHICH IS, AGAIN, JUST SLIGHTLY HIGHER THAN WHAT WE BROUGHT IN IN 2022, WHICH WAS ABOUT 40,000.

SO RELATIVELY EVERY MONTH, WE STAYED ON PAR WITH OUR PROJECTIONS OR SLIGHTLY EXCEEDED, BUT IN THE END, BROUGHT US WELL ABOVE OUR ESTIMATED PERMIT REVENUE.

I THINK THAT WAS A LOT ATTRIBUTED TO FINISHING UP SOME OF OUR DEVELOPMENTS THAT HAD SOME VACANT LOTS STILL IN IT.

A LOT OF THOSE FINISHED UP THIS YEAR, GOT FULLY BUILT OUT THIS YEAR.

SO WE'RE BUSY WITH NEW CONSTRUCTION, WITH THAT SIDE OF THINGS.

BUT YEAH, BUSY SEASON IN THE BUILDING DEPARTMENT.

THE FIRST ITEM IS TO GAIN APPROVAL FOR HIRING PAID-ON-CALL FIREFIGHTERS.

THE ORONO FIRE DEPARTMENT IS CURRENTLY SEEKING PAID-ON-CALL FIREFIGHTERS TO COVER OUR STATION 2 CALL AREA.

WE HAVE ONE RECOMMENDED CANDIDATE TONIGHT, CHRIS ADAMS. CHRIS ADAMS HAS EXPERIENCE AS A FIREFIGHTER WITH ANOTHER DEPARTMENT.

HE'S PASSED FIREFIGHTER 1 AND 2 AND EMT.

CHRIS IS EXCITED TO BECOME A CHARTER MEMBER OF THE ORONO FIRE DEPARTMENT AND LOOKS FORWARD TO CREATING THE BEST DEPARTMENT AND RELIEF ASSOCIATION.

I RECOMMEND CHRIS ADAMS WITH 15 YEARS OF SERVING THE CITY OF ORONO FOR A CONDITIONAL JOB OFFER AS A PAID-ON-CALL FIREFIGHTER WITH AN EFFECTIVE START DATE OF JANUARY 9TH, 2024 FOR FIREFIGHTER TRAINING AND OTHER SUCH DUTIES THAT WILL BEGIN JANUARY 9.

HIS STARTING PAY WILL BE $16 AN HOUR, BENEFITS OBVIOUSLY THE RELIEF ASSOCIATION WHICH ARE TO BE DETERMINED YET, AND THEN CONDITIONS, OBVIOUSLY, PASSING THE BACKGROUND CHECK WHICH HE HAS PASSED.

THE ORONO FIRE DEPARTMENT IS CURRENTLY SEEKING PART-TIME FIREFIGHTERS FOR WEEKDAY DAYTIME DUTY CREWS TO COVER OUR STATION 2 CALL AREA.

WE HAVE THREE TONIGHT FOR US AND ALL THREE ARE HERE; JOHN JACKSON, JASON HUBERT, TOM FOREMAN.

THEY'RE EXPERIENCED FIREFIGHTERS WITH OTHER FIRE DEPARTMENTS.

TOM HAS NINE YEARS EXPERIENCE.

HE IS A FIREFIGHTER 1, 2 ALONG WITH EMT.

JASON HAS FIVE YEARS EXPERIENCE AS FIREFIGHTER 1, 2 AND ALONG WITH EMT.

JOHN JACKSON, FIVE YEARS EXPERIENCE FIREFIGHTER 1, 2 AND ALONG WITH EMR. SO WE'LL LOOK AT GETTING HIM INTO AN EMT CLASS.

THEY ALL ARE EXCITED TO BE CHARTER MEMBERS OF THE ORONO FIRE DEPARTMENT, AND THEY LOOK FORWARD TO CREATING THE BEST FIRE DEPARTMENT.

I RECOMMEND JOHN, JASON, AND TOM FOR CONDITIONAL JOB OFFERS AS PART-TIME FIREFIGHTERS WITH EFFECTIVE START DATES OF JANUARY 9, 2024, FOR FIREFIGHTER TRAINING AND OTHER SUCH DUTIES.

STARTING PAY WILL BE $20 AN HOUR.

YOU'LL RECALL THAT THERE'S BEEN SOME LITIGATION SURROUNDING A LITTLE STRIP OF LAND AND WHO HAS THE RIPARIAN RIGHTS TO THAT.

THE COURT, AS OF TODAY, DID DISMISS THE PLAINTIFF'S CLAIM AGAINST THE CITY OF ORONO THAT WAS DISMISSED WITH PREJUDICE.

WE HAVE NOT SEEN WHAT HAPPENS AT THIS POINT, SO I'M RELUCTANT TO GO ANY FURTHER ON THAT, BUT THE ORDER IS PUBLIC AND THE PLAINTIFF'S CLAIM HAS BEEN DISMISSED IN ITS ENTIRETY AS IT RELATES TO THE CITY OF ORONO.

THAT IS GOOD NEWS FOR THE CITY OF ORONO.

THE SECOND ONE WAS ISSUED ON FRIDAY.

THIS IS A LAWSUIT THAT WAS BROUGHT BY J. NYGARD VERSUS THE CITY OF ORONO.

THE MAYOR, MYSELF, THE POLICE CHIEF, OUR LAW FIRM, AND THE COURT IN THAT MATTER ALSO DISMISSED ALL OF MR. NYGARD'S CLAIMS, SOME WITH PREJUDICE AS IT RELATES TO THE FEDERAL CLAIMS. THIS WAS IN FEDERAL COURT AND SIMPLY DISMISSED.

OTHERS WITHOUT PREJUDICE, THE STATE LAW CLAIMS. THAT LAWSUIT HAS BEEN DISMISSED IN ITS ENTIRETY, ALSO WITH SOME OF THOSE CLAIMS AT THIS POINT BEING BARRED.

BOTH ORDERS ARE RELATIVELY NEW.

THERE'S THE STANDARD ABILITY TO APPEAL, SO ON AND SO FORTH.

BUT THAT IS GOOD NEWS FOR THE CITY.

BOTH THESE CLAIMS WERE DISMISSED IN THE EARLY STAGES OF THE LITIGATION AND THEY'VE BEEN DISMISSED IN THEIR ENTIRETY.

I WILL PROVIDE YOU THAT UPDATE.

AT SOME POINT, IT MAY MAKE SENSE TO HAVE A CLOSED SESSION TO REFRESH OURSELVES ON THE STATUS OF OUTSTANDING LITIGATION.

I WASN'T ABLE TO PUT THAT TOGETHER ON THESE TWO JUST BECAUSE THEY CAME IN ON FRIDAY AND TODAY.

AT SOME POINT IN THE FUTURE, WE MIGHT PUT THAT ON AS AN AGENDA ITEM.

THIS IS A GOOD RESULT FOR THE CITY AND FOR WHAT AT LEAST THE COUNTY AND OTHER SOME OTHER AGENTS VIEW AS PUBLIC SAFETY CONCERNS.

THAT MADE US ABLE TO GET TO ALL OF OUR PUBLIC WORKS VEHICLES RIGHT AWAY, WHETHER IT'S THE PLOWS OR ANYTHING ELSE.

IF WE NEEDED TO OUTSOURCE, WE COULD BUT WE COULD TAKE CARE OF ALL THE STUFF IN-HOUSE VERY WELL.

THAT'S GONE SO WELL THAT WE'VE DECIDED NOW TO HIRE BASICALLY A SECOND ONE FOR THE MOST PART AND WE'RE GOING TO BRING IN THE POLICE DEPARTMENT, ALL THE FLEET THAT THEY HAVE THERE BECAUSE THEY'VE BEEN OUTSOURCING ALL THAT TO ANOTHER PEOPLE.

BUT THEY FOUND THAT TO BE ABLE TO GET THEIR OIL CHANGES DONE RIGHT ON THE SPOT AND GET IT DONE, IT HAS BEEN EYE OPENING THAT THEY CAN GET STUFF DONE RIGHT AWAY AND GET THE CARS OUT BECAUSE OBVIOUSLY WE NEED OUR POLICE CARS OUT THERE, WE NEED OUR PUBLIC WORKS CARS OUT THERE.

BUT IT'S JUST ANOTHER EXAMPLE IS THAT WE'RE SPENDING A WHOLE BUNCH OF MONEY OUT.

WE CAN BRING IT IN AND WE CAN BRING THOSE SERVICES IN-HOUSE.

ACTUALLY, IN THE NEW PUBLIC WORKS FACILITY, WE HAVE AN ENTIRE MAINTENANCE BAY, WE HAVE AN ENTIRE CAR WASH THAT'S IN THERE, SO WE CAN BASICALLY TAKE CARE OF ALL OF OUR STUFF IN-HOUSE.

IF WE DO NEED TO OUTSOURCE STUFF BECAUSE WE'RE OVERLOADED, WE CAN OUTSOURCE THE STUFF THAT OBVIOUSLY WE DON'T NEED IMMEDIATELY BECAUSE WE CAN GET TO THE IMMEDIATE STUFF AND GET IT DONE RIGHT NOW AND ALWAYS BE UP AND RUNNING TO GET THOSE THINGS DONE.

SO THAT'S BEEN JUST A GOOD EXAMPLE OF BRINGING SERVICES IN-HOUSE AND HAVING IT WORK A LOT BETTER FOR OUR CITIZENS AND FOR EVERYBODY ELSE.

OTHERWISE, I THINK COUNCIL MEMBER BENSON DID A GOOD DESCRIPTION OF ALL THE OTHER STUFF THAT WE HAD THERE.

I'M GLAD YOU ASKED BECAUSE IT NEEDS CLARIFICATION OF YOUR UNDERSTANDING BECAUSE I DIDN'T SAY THAT WAS OUR MODEL.

I JUST SAID THEY'RE A DEPARTMENT THAT STARTED AS ALL OF VOLUNTEER PAID ON CALL, TRANSITION TO DUTY CREWS.

THEN FROM DUTY CREWS THEY WENT TO SOME FULL TIME, SO THEY HAVE, LAST TIME I TALKED TO THEM, A MIX OF DUTY CREWS AND FULL TIME.

IT WAS MISUNDERSTOOD BECAUSE THEY'RE NOT A MODEL PER SE, BUT THERE'S SOMEBODY THAT'S BEEN THROUGH IT AND I LEARNED A LOT ABOUT THEIR TRANSITION AS THEY TRANSITION FROM PAID ON CALL TO HAVING SOME DUTY CREWS.

TO MAKE THAT LOOK LIKE IT'S SOME JAB AT THE EXISTING DEPARTMENT IS REALLY UNFAIR BECAUSE I HAVE TREMENDOUS RESPECT FOR THE FIREFIGHTERS THAT SERVE OUR COMMUNITY.

THEY HAVE A MODEL RIGHT NOW THAT ONLY ALLOWS A CERTAIN RESPONSIVENESS AND WE'RE LOOKING AT, HOW CAN WE GIVE A PLATFORM THAT ALLOWS A BETTER RESPONSIVENESS? THAT'S WHAT WE'RE TALKING ABOUT.

LET'S BE CLEAR. I HAVE TREMENDOUS RESPECT.

I UNDERSTAND THAT THESE FIREFIGHTERS HAVE TO LEAVE THEIR HOUSE AT A LAST MINUTE NOTICE, AND I'M IMPRESSED WITH HOW QUICKLY THEY CAN RESPOND GIVEN THAT FRAMEWORK.

BUT IT'S REALLY IMPORTANT THAT IT GETS CATEGORIZED FAIRLY, THAT, WE'RE JUST TRYING TO DO WHAT WE BELIEVE IS BEST FOR OUR COMMUNITY AND IMPROVING RESPONSIVENESS AND HOW WE CAN DO IT.

THE ISSUE PERTAINS TO THE SUBJECT OF CIVILITY AND THE ROLE IT PLAYS IN CITY GOVERNANCE.

IN 2021 THE MUNICIPAL ASSOCIATION OF SOUTH CAROLINA'S BOARD OF DIRECTORS ADOPTED A STRATEGIC PLAN FOCUSED ON RESTORING CIVILITY IN CITY GOVERNMENT.

THIS IS A NONPARTISAN INITIATIVE THAT EMPHASIZES SEVERAL BASIC AREAS ASSOCIATED WITH LOCAL GOVERNANCE, THAT INCLUDES THOUGHTFUL COMMUNICATION, RELATIONSHIP BUILDING, AND RUNNING EFFECTIVE MEETINGS.

THE INITIATIVE HAS BEEN A SUCCESSFUL ONE, NOT ONLY IN LOCAL GOVERNMENTS, BUT ALSO HAS BEEN UTILIZED AND ADOPTED BY OTHER ENTITIES AND BOARDS.

THIS CIVILITY INITIATIVE APPEARS TO BE A COMPREHENSIVE AND REALLY VALUABLE PROGRAM.

IT MIGHT BE OF GREAT BENEFIT TO THE CITY OF ORONO AS WE MOVE INTO THE NEW YEAR.

ONE BASIC COMPONENT OF THE PROGRAM IS A CIVILITY PLEDGE.

THIS PLEDGE AND MUCH MORE OTHER INFORMATION CAN BE FOUND ON THE MUNICIPAL ASSOCIATION OF SOUTH CAROLINA'S WEBSITE.

I WOULD PROPOSE THAT WE CONSIDER DEDICATING A WORK SESSION THIS YEAR TO THE SUBJECT OF CIVILITY IN OUR CITY GOVERNMENT.

THIS IS A TOPIC THAT'S RELEVANT TO THE TIMES THAT WE LIVE IN.

BY UTILIZING TOOLS LIKE THIS THAT ARE AVAILABLE, WE HAVE THE POTENTIAL TO CREATE MEANINGFUL IMPROVEMENTS IN THE WAY WE

THEIR SKILL SETS ARE FANTASTIC.

I BELIEVE THERE WAS SOME DISCUSSION ABOUT BRINGING PEOPLE ALL TO AN EMT LEVEL.

THAT IS NOT A NEGATIVE THING, THAT'S A POSITIVE THING.

WHEN I JOINED, INITIALLY, WE WERE BROUGHT UP TO AN EMT BASIC LEVEL AND MORE TRAINING IS A GOOD THING.

KNOWING MOST OF THE FIREFIGHTERS AT LONG LAKE, THEY WOULD AGREE WITH THAT.

IT'S NOT A NEGATIVE.

I THINK IT'S A POSITIVE.

IT'S THE SAME AS ON THE POLICE DEPARTMENT, AS HAVING MORE TRAINING FOR OUR POLICE OFFICERS TO HELP THEM OUT AND GET BETTER AT THEIR SKILLS.

THOSE ARE GOOD THINGS, THAT'S POSITIVE.

KEEPS THEM SAFE, KEEPS THE COMMUNITY SAFE.

I'M EXCITED ABOUT 2024.
